CCEA contemplating clubbing all
regulators in sector specific tasks ?
Worried with the ever increasing number of regulators (an euphemism
for post retirement lollipops for IAS officers (in particular), the
CCEA is contemplating clubbing of all the regulators in sector specific
tasks. For instance, energy regulator will encompass, CERC, PNGR, Coal,
Non-renewable Energy. Similarly, the transport regulator will take over
NHAI, Aviation, Ports, etc. Another sweeping change is clubbing the
financial regulators under RBI; therefore SEBI, IRDA, PFRDA and other
abbreviations will be under the command and direction of RBI. Another
likely proposal is to club CBEC and CBDT into the Central Board of Revenue.
In fact this was the position till 1954, when CBR was divided into the
present structure. With the coming into effect of GST, the excise and
service tax will become redundant, alongwith state institutions of sales
tax/vat, etc. CCEA shall also club TRAI, TDSAT and Prasar Bharti into
a single entity. The cabinet is seeking further proposals from other
ministries which have regulators and respective tribunals which can
be clubbed. When asked about the present incumbents, the spokesperson
said that the expenditure on the regulators is a cause of the rising
cad (current account deficit). he mentioned the case of MCX, which has
gone into a loss because of the expenditure incurred on the board appointed
by the central government having eminent retired officers. If the experiment
is successful, erstwhile departments, such as irrigation and power,
energy, transport may see the light of the day. in fact the ministry
of water resources is most keen to acquire control over multi purpose
projects, since ministry of power in its quest of cheap power is draining
the water in Bhakra, Pong, Tehri etc. according to secretary, water
resources, with the likely el nino, it is imperative to save water.
mea has however warned of the protest from Pakistan against diminished
flows from Sulej and Beas, since the last two years largesse of the
central government has assuaged the drinking water problem in that country.

Innovations of new machines in Railways

CAT's cause list
Open the web site of Central Administrative Tribunal and see the cause
list. You will find many, at least 10 on a conservative basis, cases
per day fixed for hearing of contempt petition filed by the government
servants against the central government. This clearly shows how central
government is insensitive to the orders of courts in particular and
government servants in general. The poor govt. servants for whom litigation
cost is very high have to hire advocates again for filing contempt petition
even after winning from the CAT, and nobody compensates them for such
costs.
Would Congress government redress problem of government servants particularly
during present election season for which possibly approval of election
commission will also not be required. Will SC take cognizance of this
situation and pull the government in the interest of justice and of
improving functioning of court. Will government servant unite and teach
the present govt. a lesson when they have got such an opportunity.
Will leaders of present government feel that government servants are
also a vote bank, which they have already seen this in Delhi election.
Surely it would cause difficulty for Kapil Sibbal law minister. At least
he should wake up from his deep sleep.

Yes, the views expressed by people about Matrix are absolutely true.
We have also experienced similar situation when we travelled to Thailand.
In fact, it is better to use prpaid sim card at the host country itself.
TRAI should consider some enquiry on this.

Why this facility ?
There is an order of DOPT which allows payment of coupons worth Rs.400
for SO/PS, 800 for Under Secretary/PPS, 1200 for Dy Secy/Sr.PPS for
tea, biscuits etc. Most of the Ministries have implemented this. Already,
when tea/biscuits are provided in an official way, it is really unfortunate
that in addition why this facility is being given. They have relaxed
this order in such a way, that in exchange of this coupon they are allowed
to take Tea packets/biscuits and milk powder equal to the amount of
coupons to their house. This is really funny as to why the other staff
like Assistant/PA/UDC/LDC and Groupd D have not be given this facility.
May be the DOPT is of the view Non-gazetted staff are drawing more salary
and well settled than the sympathetic gazetted employees like SO/PS/US/DS/PPS/Sr.PPS.
Who will look into this illogic and funny order and rectify it.

Is information about dependency of a government employee personal?
The appellant wanted to know whether a particular government employee
has shown her parents to be dependent on her and what benefits
she has availed for her parents. He further asked whether the
government employee was on leave on a particular date and if so,
whether she was on out station leave and the station to which
she had gone. The information was denied as being personal information
which is exempt from disclosure under section 8(1)(j) of the RTI
Act. The Central Information Commission (CIC) held that information
about dependency is not personal. The CIC observed that leave
information cannot be termed as personal information and directed
to provide the same. Further, the CIC held that whether she was
on out station leave on the date and the name of the station is
personal information and need not be disclosed.
Comments
On the basis of information about dependency, an employee claims
certain benefits like LTC, and medical benefits. Therefore, information
about dependency which has been made by a government employee
to obtain benefits is not a personal information. Whether a government
employee is on leave is not personal information, but the name
of the station where the employee went on a holiday is personal.
