Udit Prakash to join Govt of Goa after LS
elections
Udit Prakash has been transferred to Goa from Delhi. 2007 batch IAS
officer of AGMUT cadre got transferred in less than one and a half year
stint with Delhi Govt. Reportedly, he will join Govt of Goa after Lok
Sabha polls. Interestingly the GoI has recently laid down a firm transfer
policy for all India service officers in the aftermath of Durgashakti
Nagpal case in UP.
WB Govt sanctions 100% DA to employees
The Government of West Bengal has raised the rate of Dearness Allowance
to 100% from existing rate of 90% to its employees with effect from
January 1, 2014.
DA to pensioners increased to 21% in Karnataka
The Government of Karnataka has increased the rates of Dearness Allowance
from the existing 15% to 21% of the basic pension/family pension with
effect from January 1, 2014 to the pensioners/family pensioners who
were drawing pay in the UGC/AICTE/ICAR scales of pay.
Dey to move to Thimpu
Bishwadip Dey who is presently Director (XPD) in the Ministry of External
Affairs is moving to Thimpu as DCM.

Defacto Prime Minister
We all knew what Sanjya Baru has revealed in his book that the defacto
Prime Minister of the country during the UPA rule was the Congress President.
Unfortunately much damage has been done to many institutions during
the past 10 years. Decline of PMO is one. Personalised whims in postings
and transfers, post retirement jobs and Governorships for the favourite
bureaucrats and for those whose mouth was required to be shut, unprecedented
divide among the services, falsehood and concealing facts in embarrassing
disclosures of inefficiency and kickbacks even getting the files lost,
blatant attack on CAG are the stuff this government is made of. Will
the coming Government clean the mess and put the house in order is to
be seen. Dr. Manmohan Singh does not deserve any empathy as he allowed
himself to play a second fiddle to the lady to whom he owed his job.
He let down the Prime minister's office as also the country for the
love of holding out to his job for all the comforts and perks it gave
him conceding real power to an extra-constitutional authority like Nation
advisory Council and the party President.

Ground for seeking transfer
A query was raised in the RTI application seeking information
relating to transfer application of employees. The Public Information
Officer (PIO) denied the information under section 8(1)(j) as
third parties had objected to disclosure. The Central Information
Commission (CIC) observed that in the absence of any larger public
interest, the information is not to be disclosed.
Comments
An order of Transfer or posting is an administrative order and
is liable to be disclosed suo-motu by the public authority. An
employee may seek transfer on personal or official reasons and
as per section 4(1)(d), every public authority shall provide reasons
for its administrative or quasi-judicial decisions to affected
persons. However, the CIC has held that the specific ground for
transfer is personal in nature and is not liable to be disclosed.
