The ongoing election process has fuelled
the speculations across the board whether Modi led BJP would be able
to garner the fare share of seats having the first claim to form the
Government of at the centre. This is something what the over enthusiastic
BJP strategists have been expecting at best:- (numbers within brackets

Yet it would be tested by time only whether the enthusiastic figures
(232) estimated by the over enthusiastic BJP strategists would turn
into reality or not.

PS to the Prime Minister Vikram Misri is reportedly going to succeed
Sunil Lall as India's Ambassador to Spain. He is a 1989 batch IFS officer.

Sudhir Mittal has been appointed Member of the Competition Commission
of India (CCI).He is a former 1978 batch IAS officer of Punjab cadre.

appointed as Adviser to ED, World Bank. The 1992 batch IRS (C&CE)
officer would succeed Anuradha Thakur. Ms Thakur, a 1994 batch IAS of
HP cadre, has just completed her tenure in Washington DC. Two prominent
names, A Anbarasu & Niharika Barik Singh, were also in the frays
who are presently serving as PS to E Narayansami, MoS for PMO and Director
(PMU & Training) with Dept of Economic Affairs respectively.

Shubhdarshini Tripathi who is presently posted in Thimpu is being moved

Amit Srivastava in race for Patna HC Judge
Whispers in the corridors of power have it that Amit Srivastava has
fair prospects in the race of Patna High Court Judge. Reportedly, the
name of the senior advocate has been recommended to the Collegium for
the slot.
Ranjan to succeed Roddam as Director (Fin), CSL on May 1
D P Ranjan, CGM, CSL, will be joining as Director (Finance), Cochin
Shipyard Limited (CSL) on May 1, 2014. He will succeed present incumbent
Ravikumar Roddam ending tenure on April 31. 2014.

No business house will be number one if Modi becomes PM. All business
houses will be happy because the atmosphere in the administration will
no longer be anti-business. The people of India will be happy because
there will be growth and development all over (except Shri Kejriwal
who will not get the advantage of instability on which to build his
future career). Further, it is clear that Modi will not tolerate nonsense
from anybody and will not promote any one unduly.

Income Tax Return forms still not available online!
While the government and the income tax department lay down inflexible
last dates to the citizens for filing income tax returns every year,
the income tax return forms for the current year 2014-15 which has already
commenced on 1st April and it is already 12th April, have not yet been
made available online by the income tax department. It is also not known
how many days more it will take for the forms to be available. Why can't
the department begin its preparation of the forms sufficiently early
and be ready with it promptly on April 1, instead of thinking of it
after the year has commenced and then taking away from the assessee
the days and weeks available now for him to file his return and forget
about it. Instead, one has to waste one's time by keeping on accessing
the income tax website everyday in vain. The helpdesk staff do not also
know when the forms will be made available. The American IRS does not
put the assessee to such inconveniences. They do not alter the forms
every year and the citizens do not have to look for new forms at the
beginning of each year.When will the income tax department of India
wake up to such basic courtesies and responses to the citizens.

Secretaries at Centre be trained
The Secretaries at Centre be given a training on CCS (CCA) Rules so
that subordinate employees/ officers do not suffer. They are just unaware
of provisions of Rule 10 due to which lot of employees are suffering
and litigation is increasing. Such bureaucrats are being appointed to
CAT. Can u expect justice? This is very urgent. Govt should review all
the pending cases.

Better abolish CAT
If there is so much apathy and disrespects to decisions of CAT, better
abolish it. It is a pathetic situation especially in Railway where department
based casteism prevails, departmentalism galore, corruption is being
valued to favor. Despite established facts, CBI, CVC give clean chit
to people in higher echelons. Only God will save the organization since
even representation to Cabinet Secretary after scandal in postings in
Railway Board has gone to waste.

Are the DTC buses being driven by colour blind drivers?
The RTI application was referring to one single candidate Mr.
Ram Kumar Bhati who was found unfit by the Delhi Transport Corporation
(DTC) Medical Board. He secured appointment as driver and then
he was sent to medical examination to Guru Nanak Eye Centre which
issued a handwritten report certifying him to be fit. Then he
was again sent to another hospital, namely, Deen Dayal Hospital
for third examination in which he was certified as 'unfit'. The
applicant sought copies of the reports. The Central Information
Commission (CIC) perused the file and observed that the certificates
of fitness or unfitness are issued in a most nonserious manner
without the application of mind and without explaining the methods
of test and the result. There is no medical opinion attached to
such certificates. Some of the certificates are handwritten which
do not reveal anything except they are 'fit'. The CIC directed
to share the copies of the reports with the appellant who is pursuing
a Public Interest Litigation case against a possible scam behind
the issuance of certificates of fitness /unfitness to the drivers
Comments
Probe of an accident in 2011 caused by a driver without fitness
lead to hundreds of candidates who were found medically unfit
due to visual defects. As many as 91 out of 99 candidates were
declared medically 'unfit' by the DTC Medical Board were, subsequently,
declared 'fit' by the Guru Nanak Eye Centre. An independent medical
board was constituted by Health Department of G.N.C.T. of Delhi
which found all the 91 candidates as 'unfit' again. This case
points to how dangerous the roads of Delhi are and how RTI can
be used for a public cause.
