Suggestions for smooth conducting of elections
There is large number of Central/State Government employees who
have been placed at the disposal of Election Commission for conducting
the ongoing elections in all over the country. My humble suggestion
is that Election Commission may seek the nominations from the Central/State
Government who can be easily spared for conducting the duties pertaining
to elections. In turn, respective administrations may invite officials
voluntarily. Shortfall of manpower may be met by inviting applications
amongst unemployed persons whose names can be sponsored either by the
Employment Exchanges/Placement agencies spread over in all over the
country. Of course, before appointing these offcials, due processes
of police verifications, vigilance clearances will have to be completed.
If this procedure is followed in the next assembly/Lok Sabha elections,
it will provide necessary financial help to the needy Central/State
Government employees/unemployed youth on the one hand and the officials
who are not in a position to perform the election duties either on account
of their illness or any other reasons will be able to attend office
on various rehersals days before the actual date of election.

Nothing new
There is nothing new and quite similarity in other offices also.
Many Governors / Lt. Governors / Head / Chairman of PSUs / CBIs and
other Institutions etc. are having defacto / proxy office. Most of these
offices are run by proxy by the admn Ministry / politician / Govt. exploiting
the constitution.

Gujarat is the best
Ask the Department of Administrative Reforms, Government of India. They
will tell you that during the last 10 years the maximum cases of best
practices have been from the State Government of Gujarat. Banjar jameen
ko agar kisi ko saste me de diya aur woh wahan par sona ugle (industry
laga kar logon ko naukri de) to usme kya bura hai. Also ask the female
students who have gone from other parts of the country and studied in
Ahemdabad/Gandhinagar, they will tell you how safe they are.

Date with RTI
An RTI revealed that a supporter of a political leader carried out illegal
construction without South Delhi Municipal Corporation's approval and
amalgamated his building with a floor of the adjoining building which
he purchased from a builder forcefully by threatening the Builder of
bad consequences. The amalgamation is also a violation of the Municipal
building bylaws. A complaint was made to the Deputy Commissioner and
Commissioner SDMC. When the complainant met the Commissioner, the latter
said ' I cannot take personal interest in this matter because I have
thousands of other things to do' When the complainant met the Deputy
Commissioner he said, 'You were also in the govt. service'. Clearly
he meant that he was unable to take action because of political pressure.
In the meanwhile, the supporter of the leader made a false and frivolous
complaint against the RTI seeker to the Police alleging that the latter
has felled some trees. The RTI seeker was called to the Police Station
and was made to wait there for three hours. Police inquiry revealed
that the allegations were false.
Can the RTI Activists suggest what to do in such circumstances?

Are the DTC buses being driven by colour blind drivers?
The RTI application was referring to one single candidate Mr.
Ram Kumar Bhati who was found unfit by the Delhi Transport Corporation
(DTC) Medical Board. He secured appointment as driver and then
he was sent to medical examination to Guru Nanak Eye Centre which
issued a handwritten report certifying him to be fit. Then he
was again sent to another hospital, namely, Deen Dayal Hospital
for third examination in which he was certified as 'unfit'. The
applicant sought copies of the reports. The Central Information
Commission (CIC) perused the file and observed that the certificates
of fitness or unfitness are issued in a most nonserious manner
without the application of mind and without explaining the methods
of test and the result. There is no medical opinion attached to
such certificates. Some of the certificates are handwritten which
do not reveal anything except they are 'fit'. The CIC directed
to share the copies of the reports with the appellant who is pursuing
a Public Interest Litigation case against a possible scam behind
the issuance of certificates of fitness /unfitness to the drivers
Comments
Probe of an accident in 2011 caused by a driver without fitness
lead to hundreds of candidates who were found medically unfit
due to visual defects. As many as 91 out of 99 candidates were
declared medically 'unfit' by the DTC Medical Board were, subsequently,
declared 'fit' by the Guru Nanak Eye Centre. An independent medical
board was constituted by Health Department of G.N.C.T. of Delhi
which found all the 91 candidates as 'unfit' again. This case
points to how dangerous the roads of Delhi are and how RTI can
be used for a public cause.
