Vice President of India Dr Hamid Ansari graces the 48th Annual Convocation
of the Indian Institute of Foreign Trade, Deemed University, today.

R K Dhowan appointed new Chief, Naval Staff
Admiral R K Dhowan PVSM AVSM YSM ADC has been appointed as new Chief
of the Naval Staff. Admiral Dhowan was commissioned in the Navy on January
1, 1975. He is a Navigation and Direction specialist who has served
with distinction in an array of Command, Staff and Instructional appointments
through his exemplary career spanning 40 years.

P K Rao selected as Director (Ope), ONGC OVL
P K Rao, GGM, ONGC, has been selected for the post of Director (Operations),
ONGC Videsh Limited (OVL) at a Public Enterprises Selection Board (PESB)
meeting. As many as 15 persons were selected for the same.

Amarjit Singh has been appointed as Additional Secretary, Ministry of

I feel that no single corporate house is going to gain from Modi if
he becomes the prime minister of the country. His 'closeness' to Adani
and Ambani has been made much use of in criticising him during this
campaign. The critics however forget that these two corporate houses
have contributed much to the Gujarat growth and to the national growth
as well.If businesses don't grow how will the employment grow and the
wealth grow. For the economic growth of the nation many corporate houses
need to contribute and if Modi really means to persue 'Vikas' as his
motto he will have to take every business house with him. I am sure
this is what he will do.

Don't abolish CAT but disband it. Waste of public money. Except , a
few most of the CAT Members are retired persons.

What happens to them suddenly after retirement ?
Of late, it is surprising to see very senior officers/ advisors who
retire as Secretary or even Advisor to PM, seemingly totally loyal to
PM and Government while in service writing something or the other against
establishment. And they come up with articles/books raising fingers
on working of the very same PM and very same Government, under whom
they enjoyed power, clapped for the same Government for their achievements.
What happens to them suddenly after retirement? Post-pension rules for
may be very liberal so may be Indian democratic system but they fail
to understand how public perceives their comments against their own
former bosses in establish. One can understand the plight of an officer
who was never given a good assignment in his lifetime by Government,
coming in open and criticising government actions. But for those who
were given plum postings, top level jobs, as a layman, it is difficult
to digest that a bureaucrat being so loyal, part and parcel of policy-making
while in service, after retirement, makes statements like a seasoned
politician against same government policies. It seems like a mystery.

Are the DTC buses being driven by colour blind drivers?
The RTI application was referring to one single candidate Mr.
Ram Kumar Bhati who was found unfit by the Delhi Transport Corporation
(DTC) Medical Board. He secured appointment as driver and then
he was sent to medical examination to Guru Nanak Eye Centre which
issued a handwritten report certifying him to be fit. Then he
was again sent to another hospital, namely, Deen Dayal Hospital
for third examination in which he was certified as 'unfit'. The
applicant sought copies of the reports. The Central Information
Commission (CIC) perused the file and observed that the certificates
of fitness or unfitness are issued in a most nonserious manner
without the application of mind and without explaining the methods
of test and the result. There is no medical opinion attached to
such certificates. Some of the certificates are handwritten which
do not reveal anything except they are 'fit'. The CIC directed
to share the copies of the reports with the appellant who is pursuing
a Public Interest Litigation case against a possible scam behind
the issuance of certificates of fitness /unfitness to the drivers
Comments
Probe of an accident in 2011 caused by a driver without fitness
lead to hundreds of candidates who were found medically unfit
due to visual defects. As many as 91 out of 99 candidates were
declared medically 'unfit' by the DTC Medical Board were, subsequently,
declared 'fit' by the Guru Nanak Eye Centre. An independent medical
board was constituted by Health Department of G.N.C.T. of Delhi
which found all the 91 candidates as 'unfit' again. This case
points to how dangerous the roads of Delhi are and how RTI can
be used for a public cause.
