Civil servants should play role of 'agents
of change': President (UPDATED)
Civil servants should be "agents of the change which they wish
to see in their society and country," President Pranab Mukherjee
said while addressing a group of probationers of the Indian Postal Service
(2010-2013 batches) and the Indian Post and Telecommunication Accounts
and Finance Service (2011-2013 batches). He said the officers were entering
service at a time of "great flux" and "ever increasing
expectations" of the citizenry. "The state is today no longer
merely responsible for the maintenance of law and order or the dispensation
of justice. Its role today is far more pro-active and far more inclusive...the
philosophy of development today is empowerment of people through entitlements
backed by legal guarantees," the President said. "As the nature
and scope of the activities of the state changes, the role of its administration
assumes greater importance such as Right to Information, Right to Education,
etc. Therefore, the greatest challenge before the civil servants today
is to adjust to this new role of the government," Mukherjee added.

DEBATE : WHICH BUSINESS HOUSE WILL BE NUMBER ONE IF MODI BECOMES
THE PM ?
None at all. Such blatant favouritism or crony capitalism has been
rampant during UPA's regime, due to systematic subversion of all investigative
agencies. Its downfall is imminent. Modi's election as PM now seems
a certainty. Several corporate houses including the Ambani, Tata and
Adani groups support Modi. The Adanis will continue to enjoy close ties
with Modi . They stood by him during turbulent times. They will gain
considerable clout. No wonder, even Robert Vadra seems keen to build
bridges with Adani in order to gain access to Modi. A clip showing Vadra
and Adani together has gone viral on You tube.
Consider the flip side, if Modi becomes the PM, no direct or indirect
help to any corporate house would be possible under the scanner of (yet
to be formed) Lokpal assisted by anti-corruption agencies like: CBI,
IT, ED, CVC. Further, with C&AG watching over each transaction with
a fine tooth comb, the Sibal's doctrine of "Zero loss" will
collapse. Hopefully, going by the wisdom of hindsight, Modi will never
permit such underhand quid pro quo deals

CGHS beneficiaries (pensioners) at receiving end
CGHS beneficiaries of Pensioners category again facing humiliation at
diagnostic centres going for tests with cards on which validity period
is expired. Diagnostic centres are not agreeing that cards validity
has been extended by six months by CGHS. Staff available at the front
desk at diagnostic centres only go as per recorded information and simply
turn down the request for conducting tests as cards are no longer valid
after validity period. They are also right as information to them may
not be available. CGHS always create one or other problems for beneficiaries
as they are not doing their duties/jobs faithfully. Why cards are not
getting issued with life time validity when beneficiaries have made
life time charges? It is common practice to pass on buck from one person
to another without completing job in time. Who is after all responsible
for all this mess? Can Minister of H&FW issue instructions for timely
issue of plastic cards with life time validity for eligible beneficiaries
without any delay. At least this much can be done so beneficiaries are
not put in un-necessary trouble.

Are the DTC buses being driven by colour blind drivers?
The RTI application was referring to one single candidate Mr.
Ram Kumar Bhati who was found unfit by the Delhi Transport Corporation
(DTC) Medical Board. He secured appointment as driver and then
he was sent to medical examination to Guru Nanak Eye Centre which
issued a handwritten report certifying him to be fit. Then he
was again sent to another hospital, namely, Deen Dayal Hospital
for third examination in which he was certified as 'unfit'. The
applicant sought copies of the reports. The Central Information
Commission (CIC) perused the file and observed that the certificates
of fitness or unfitness are issued in a most nonserious manner
without the application of mind and without explaining the methods
of test and the result. There is no medical opinion attached to
such certificates. Some of the certificates are handwritten which
do not reveal anything except they are 'fit'. The CIC directed
to share the copies of the reports with the appellant who is pursuing
a Public Interest Litigation case against a possible scam behind
the issuance of certificates of fitness /unfitness to the drivers
Comments
Probe of an accident in 2011 caused by a driver without fitness
lead to hundreds of candidates who were found medically unfit
due to visual defects. As many as 91 out of 99 candidates were
declared medically 'unfit' by the DTC Medical Board were, subsequently,
declared 'fit' by the Guru Nanak Eye Centre. An independent medical
board was constituted by Health Department of G.N.C.T. of Delhi
which found all the 91 candidates as 'unfit' again. This case
points to how dangerous the roads of Delhi are and how RTI can
be used for a public cause.
