Whispers in the corridors of power have it that the empanelment of 1994
batch IPS officers as IG would be completed by the last week of April.
Reportedly, it would have taken place by now but Immovable Property
Return issue made it a bit delayed. It is reliably learnt that now the
matter has crossed the hurdle and has got the momentum again.
Niharika Barik Singh in race of Adviser to ED, World Bank
Whispers in the corridors of power have it that Niharika Baraik Singh

Rampant misuse of railway saloons by officers
Saloons meant for inspections by railway officers are normally utilized
only for the benefit of the families of railway officers. Family outings
under the garb of official trips with overflowing wining and dining
taken care of by worthy subordinates has become the norm in railways.
Surprise inspections of saloons by CBI/CVC/CAG would reveal horror stories.
Even otherwise when there is so much rush in trains, why the feudal
system of one officer travelling in a full saloon continues in a poor
country like ours. Modi is expected to take a call on this issue.

S M Mishra, who was recently accorded promotion to the grade of Chief
Commissioner of Income Tax (CCIT) on central deputation as Chief Vigilance

Japan invited
The Japan International Cooperation Agency (JICA) has invited applications
for group training program named 'Building and Designing of ICT Infrastructure
for Bridging Digital Divide in Rural Area' being held in Japan from
July 23 to September 6, 2014 under the Technical Cooperation Program
of the Government of Japan. Those interested to apply for the same can

Airports Authority of India (AAI) has signed a Memorandum of Understanding
(MoU) with Ministry of Civil Aviation (MoCA) for the financial year
2014-15. The MoU was signed by Ashok Lavasa, Secretary, Civil Aviation
and Alok Sinha, Chairman, AAI. All the Board Members of AAI were also
present on the occasion. This Memorandum spells the targets to be achieved

Global economy to see gradual recovery in
2014
The assumption that the global economy will see a gradual recovery in
2014, led by growth acceleration in the major OECD economies, remains
valid. This is despite softening economic indicators at the beginning
of the year, particularly in the US and China, which have highlighted

CAT's cause list
The poor government servants for whom litigation cost is very high
have to hire advocates again for filing contempt petition even after
winning from the CAT, and nobody compensates them for such costs.
How many winners are there? And the looser has/ have to knock the door
of High Court. How much money and time is to be incurred again?

Let DoPT consider
My submission is that DoPT may consider providing free Tea/Cofee/Soup/Lemon
Tea/Black tea etc. by providing Machines on each floor of the Offices
of GoI. Perhaps this will go a long way in the welfare of one and all.

DoPT order reg coupons
It would better if non-gazetted employees go to court against this
order and certainly they can take stay; as it serves no purpose as this
order does not have official backing since government is paying salary.
If today coupons are issued for tea packets, biscuits etc., shortly
they may issue coupons for atleast for one rationing like wheat, rice
etc.for their family as they may take a stand that they are gazetted
officers and they are royal citizens of India and it is their right
to these facilities and salary is only for designation and not for any
other purpose. As far as official work is concerned, it is the duty
of non-gazetted employees and it is not theirs.

Election Commission
Election Commission creditability will be effected if unprecedented
things are not stopped and not to be allowed to be quoted as a precedence
in future. Gas price revision as proposed by Govt. of India was stalled,
RBI has forwarded the case to EC for concurrence before issue of new
bank license. But here is case IRDA has increase third party premium
knowing well model code of conduct is in force and such rise can not
be made applicable till election is over. Will EC look into the matter
and take immediate action to stop it. EC has come out for ethical voting.
Will EC be ethical in debarring candidates who are defying model code
of conduct by way of making unacceptable speeches, trespassing private
property, spreading anarchy etc. Media reports and footages are available
and is sufficient proof to take action not wait some one to make complaint.

Is information about dependency of a government employee personal?
The appellant wanted to know whether a particular government employee
has shown her parents to be dependent on her and what benefits
she has availed for her parents. He further asked whether the
government employee was on leave on a particular date and if so,
whether she was on out station leave and the station to which
she had gone. The information was denied as being personal information
which is exempt from disclosure under section 8(1)(j) of the RTI
Act. The Central Information Commission (CIC) held that information
about dependency is not personal. The CIC observed that leave
information cannot be termed as personal information and directed
to provide the same. Further, the CIC held that whether she was
on out station leave on the date and the name of the station is
personal information and need not be disclosed.
Comments
On the basis of information about dependency, an employee claims
certain benefits like LTC, and medical benefits. Therefore, information
about dependency which has been made by a government employee
to obtain benefits is not a personal information. Whether a government
employee is on leave is not personal information, but the name
of the station where the employee went on a holiday is personal.
