Dept of Commerce
As many as five positions of Additional Secretary have been lying vacant
with the Department of Commerce vice Rajeev Kher, Anita Agnihotri, S
N Mohanty, Vijay Laxmi Gupta & Anup Kumar Poojari.
Seven claimants for five Secretary level posts on offer
As many as seven 1980 batch IAS officers, in the GoI, are still waiting
to get Secretary-level posting. Five such posts are slated to fall vacant
this month. Rest of the empanelled officers are serving their respective
cadre states.
Indu Shekhar Chaturvedi to go to Washington
PS to the Prime Minister, Indu Shekhar Chaturvedi is expected to join
as Advisor to ED World Bank next month. He is a 1987 batch IAS officer
of Jharkhand cadre.

M R Krishna is being tipped to be new CVO in the CPWD. He is a 1985
batch IPS officer of Madhya Pradesh cadre.
Will Uttarakhand Chief Secretary get extension?
Will Uttarakhand Chief Secretary Subhash Kumar who is scheduled to retire
on April 30 also get an extension has been the case with his counterparts
in Haryana and Gujarat who too were superannuating on the same date.
Kumar is a 1977 batch IAS officer.
Will ADG level post with ITBP be upgraded to Spl DG rank?
Whispers in the corridors of power have it that ADG rank post, vice
Mehboob Alam, may be upgraded to the rank of Special DG. One can wait
and watch only.
Appointment of CPCB Chairperson soon ?
With CAT's April 17 directive, the deadlock over the appointment of
Central Pollution Control Board (CPCB) Chairperson seems to be over.
CAT has, reportedly, directed MoEF Secretary to start the process. The
panel for the post would now be opened by the committee constituted
by Secretary, MOEF and first name on the panel would be send to ACC
for its ratification soon.
Nagin Nanda poised for JS empanelment
As the grapevine has it, Nagin Nanda is all set to be empanelled as
Joint Secretary, GoI. The 1985 batch IFS officer of Himachal Pradesh
cadre, recently, got the CVC clearance.
Central Govt women employee can avail 730
days child care leave
A woman employee working with central government can get uninterrupted
leave for two years for child care, which also includes needs like examination
and sickness, according to a Supreme Court bench ruling in this regard.
Why orders of R G Rao for Director (Fin), ILK delayed ?
Why the orders of R G Rao, Sr MGR, RINL, for the appointment as Director
(Finance), Instrumentation Ltd, Kota (ILK) are being delayed by the
Government of India. The post has been lying vacant since February 1,

Renuka Kumar is all set to complete her central deputation tenure on
April 30. The 1987 batch IAS officer of UP cadre is presently serving
as Joint Secretary, GoI.

the post of Managing Director, National Backward Classes Finance &

and start thinking about the nation instead of self .A study should
be made as to why these sensivities to larger public good comes only
after retirement and not before ?

Comprehensive instructions required
There needs to be revised comprehensive instructions to be issued by
Ministry of Health and Family Welfare regarding procedures for various
tests and medical claims with copies to all concerned, empanelled hospitals
and diagnostic centres besides the same being available on website of
ministry

not have security of tenure or even of their career how can they be

All ITR forms not yet available online!
All ITR forms for the current assessment year 2014-15 are not yet available
on the Income Tax India website as wrongly posted by someone in this
column. That information is incorrect and misleading. The major and
elaborate forms like ITR 2,3,4 are still not available online even though
3 weeks have elapsed after the commencement of the financial year. Only
two simplest forms ITR 1 (saral) and 4S (sugam) are available on the
website now. There is also no indication from the department as to when
they will put it up on the site. This is gross indifference and sloth,
and treating the taxpaying public with scant regard!!

In hurry to fill post of DG, ICFRE
As published by you, the selection process for Director General, ICFRE,
as apex R&D council of MoEF is in process. May be delayed because
of Election process. However, ICFRE and MoEF administration is in hurry
to fill the post of DDG and Directors with out waiting regular DG and
complying the order of Ministry of Finance No-7(2)E.Coord/2013 dated
18-09-2013, para 2.5, where approval from Department of Expenditure
is required to fill the post.

Full bench orders for disclosure of third party vigilance
file notings
Copy of the note sheets and correspondence pages of a vigilance
file of the third party were denied by the PIO under section 8(1)(h).
The PIO informed that the noting is based on investigation reports
received from CBI, an organisation now exempt under section 24
of the RTI Act. The PIO also argued that investigation has been
initiated under Prevention of Corruption Act, which is a specific
enactment as opposed to the RTI Act which is a general Act. The
appellant contended that it is not apparent as to how disclosure
of information would impede investigation. The third party stated
that he has no objection if the information sought by the Appellant
is provided. The matter was referred to the full bench of CIC
which directed to disclose the information after applying severability.
Comments
Disclosure of vigilance matters has been a matter of debate. Unless
the investigation is impeded by disclosure, the same cannot be
denied under section 8(1)(h). Neither the name / designation of
the person recording the noting is liable to be disclosed nor
is any other indication in the correspondence which may reveal
reveal the identity of the author of the noting.
