Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC
Parakh.
The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay
Baru while narrating about the events that occurred during the run-up
to his reappointment (which finally did not come) in June 2009 has mentioned,
in his book The Accidental Prime Minister - about whispersinthecorridors
( on Pg. 267) saying - "A few days later whispersinthecorridors.com
reported that I would be returning to the PMO".
Similarly, former Coal Secretary PC Parakh has in his book 'Crusader
or Conspirator ?' , on Pg 142, mentioned about a report which appeared
in the whispersinthecorridors.com on March 2, 2005. The report is related
to repatriation of Parakh to his parent Andhra Pradesh cadre when the
then Coal Secretary, according to him, was not getting full political
support of his ministers and the PM was also finding himself helpless
in coming to the rescue of the 1969 batch IAS officer because he (Dr.
Manmohan Singh) required the support of the said ministers to run his
coalition government.
This speaks about the credibility that whispersinthecorridors has earned
over a period of time and how much authentic its reports are in the
opinion of the 'decision makers' of the country

4 IAS officers empanelled for Additional Secretary

As many as four officers belonging to Indian Administrative Service
(IAS) of 1984 batch have been empanelled for the post of Additional
Secretary equivalent in Government of India. The officers include: D
N Narsimha Raju of Karnataka cadre; Davinder Kumar of Assam-Megahalaya
cadre; Prem Chand Dhiman of Himachal Pradesh and R P Meena of Manipur-Tripura
cadre.
Surjit Kumar Chaudhary empanelled as Secretary
Surjit Kumar Chaudhary has been empanelled to the rank of Secretary
in the Government of India. He is 1980 batch IAS officer of Tamil Nadu
cadre

Praveer Kumar finally lands to DGFT; appointed as its new Chief
Praveer Kumar has been appointed as new chief of Directorate General
of Foreign Trade. Before landing to DGFT, reportedly, he was being considered
for Delhi Mumbai Industrial Corridor Corporation as well. The 1982 batch
IAS officer of UP cadre is presently serving as Principal Secretary,
Health & Family Welfare, Govt of UP.
Seven claimants for five Secretary level posts on offer
As many as seven 1980 batch IAS officers, in the GoI, are still waiting
to get secretary-level posting. Five such posts are slated to fall vacant
this month. Rest of the empanelled officers are serving their respective
cadre states.
Resignation of K C Chakraborty accepted
The GoI has accepted the resignation of Deputy Governor of the RBI K
C Chakraborty with effect from April 25.
Kishore Jha to be ADG in CRPF
Kishore Jha is being tipped to be ADG in CRPF. He is 1982 batch IPS
officer of Manipur-Tripura cadre.
Narendra Kothari is new CMD of NMDC
Narendra Kothari has taken over as new CMD of the NMDC. Prior to this
he was with the SAIL.
Dilemma over shifting of ADG post from Kolkata to BSF HQ
Whispers have been doing rounds that an ADG rank post with BSF may be
brought to BSF HQ in Delhi. Only the time would testify the ongoing
rumour.
SSB DG to superannuate on April 30
Arun Chaudhary, Director General, Sashastra Seema Bal, is all set to
superannuate on April 30. He is a 1977 batch IPS officer of Bihar cadre.
NHPC's Dir (HR) Mina to continue beyond April 30
R S Mina is completing his tenure as Director (HR) NHPC on April 30.
The Ministry of power has given him an extension for three months. He
would continue to serve as Dir (HR) NHPC till July 31, 2014.
M R G Reddy gets CVC clearance for JS empanelment
M R G Reddy has reportedly got CVC clearance for empanelment as Joint
Secretary, GoI. He is 1985 batch Indian Forest Service of AGMUT cadre.

month
Tenure of Chairperson of the Prasar Bharti Mrinal Pande is coming to

Whispers have been doing round whether Renuka Kumar will be back to
the cadre state next month or not. The 1987 batch IAS officer of UP
cadre is presently serving as Joint Secretary, Deparment of Corporate
Affairs, GoI. She has been serving under central deputation since March
2009.

Too much mess in CGHS
Too much mess had been created in CGHS for pensioners. Lok Adalats should
be formed and their sittings be arranged on Saturdays and Sundays. Issues
like availability of whole-life new Plastic Cards and pending bills
for reimbursement may be resolved on the spot.

Those bureaucrats are opportunist if they have courage & conviction,
they must speak while in the service. At the most what would happen
they will be shifted? This is nothing short of betrayal. Like one who
remember his wrong date of birth while at fag end?

Kejriwal role to be nil
Whether BJP (Modi in reality) crosses 260 mark or not will be known
only on 16th May. However, one thing is clear. Kejriwal does not think
he will be having any role in the formation of new Government or in
running it. Otherwise he would not have said that reservation should
be given to one generation only.

Good suggestion
The suggestion to use the services of unemployed people for conduct
of elections is not only good in the sense it will provide some financial
relief to the person concerned but will also reduce the burden of exchequer
wherein the Government has to play some allowance and also huge amounts
of traveling allowance to the government servant. The recent elections
have made a serious dent into the DTE budget of various Ministries/Departments.
But the Ministry of Finance is behaving like a moot spectator in terms
of providing assistance. Ministry of Finance can give money for MNREGA,
NHRM, JNRUM, Food Subsidy etc. wherein a lot of money is going down
the drain. But they are not ready provide funds for the medical bills
of the Government employees.

Full bench orders for disclosure of third party vigilance
file notings
Copy of the note sheets and correspondence pages of a vigilance
file of the third party were denied by the PIO under section 8(1)(h).
The PIO informed that the noting is based on investigation reports
received from CBI, an organisation now exempt under section 24
of the RTI Act. The PIO also argued that investigation has been
initiated under Prevention of Corruption Act, which is a specific
enactment as opposed to the RTI Act which is a general Act. The
appellant contended that it is not apparent as to how disclosure
of information would impede investigation. The third party stated
that he has no objection if the information sought by the Appellant
is provided. The matter was referred to the full bench of CIC
which directed to disclose the information after applying severability.
Comments
Disclosure of vigilance matters has been a matter of debate. Unless
the investigation is impeded by disclosure, the same cannot be
denied under section 8(1)(h). Neither the name / designation of
the person recording the noting is liable to be disclosed nor
is any other indication in the correspondence which may reveal
reveal the identity of the author of the noting.
