Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC
Parakh.
The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay
Baru while narrating about the events that occurred during the run-up
to his reappointment (which finally did not come) in June 2009 has mentioned,
in his book The Accidental Prime Minister - about whispersinthecorridors
( on Pg. 267) saying - "A few days later whispersinthecorridors.com
reported that I would be returning to the PMO".
Similarly, former Coal Secretary PC Parakh has in his book 'Crusader
or Conspirator ?' , on Pg 142, mentioned about a report which appeared
in the whispersinthecorridors.com on March 2, 2005. The report is related
to repatriation of Parakh to his parent Andhra Pradesh cadre when the
then Coal Secretary, according to him, was not getting full political
support of his ministers and the PM was also finding himself helpless
in coming to the rescue of the 1969 batch IAS officer because he (Dr.
Manmohan Singh) required the support of the said ministers to run his
coalition government.
This speaks about the credibility that whispersinthecorridors has earned
over a period of time and how much authentic its reports are in the
opinion of the 'decision makers' of the country

Amad Yatoo of Jammu and Kashmir cadre; Dadanji Sharma of Jharkhand;
Sukhraj Singh (joined as Information Commissioner in MP) and T S Bhal
of Maharashtra cadre.
Vice Admiral Lamba to be Vice Chief of Navy
Vice Admiral Sunil Lamba is being tipped to be next Vice-Chief of Indian
Navy. He is presently Commandant of National Defence College.
B B Samaddar appointed as Joint Secretary, Culture in GoI
B B Samaddar has been appointed as Joint Secretary in the Ministry of
Culture in Government of India. He is a CSS officer.
Arun Kumar is new JS, Civil Aviation
Arun Kumar has joined as Joint Secretary Civil Aviation in the Government
of India. He is 1989 batch IAS officer of Haryana cadre.

Appointment of of Spl Dir, ED (Northern Zone) likely by May end
The appointment process for the slot of Special Director, ED (Norther
Zone) has started though CVC is yet to start its bit. If some top sources
in the Dept of Revenue are to be believed the appointment will take
place by the last week of May only.
Ila Patnaik to succeed Deepak Dasgupta as Prl Economic Adviser to DEA
Ila Patnaik will succeed Deepak Dasgupta as Principal Economic Adviser
to the Department of Economic Affairs. Orders of the appointment of
Ms Patnaik currently RBI Chair Professor, National Institute of Public
Finance and Policy (NIPFP) have been issued.

Uttarakhand Chief Secretary to get extension till July 30
As the grapevine has it Subhash Kumar, Chief Secretary to Uttarakhand
Govt, is all set to get extension for three months. Reportedly, the
Uttarakhand Govt had recommended to the Govt of India for its incumbent
CS for a period of six months. Subhash Kr is now being given extension
till July 30 this year. He is scheduled for retirement on 30 April.
Will Tayal be given the additional charge of DG, SSB after Arun Chaudhary
?
With the fastly approaching date of superannuation of Arun Chaudhary,
the incumbent DG, SSB the the buzz is that R C Tayal may be given the
additional charge of Sashastra Seema Bal on April 30. Tayal has recently
been empanelled to be posted to the rank of as DG, GoI. Arun Chaudhary,
a 1977 batch IPS officer of Bihar cadre, is set to superannuate on April
30.
Posts of Principal CCIT lying vacant in Mumbai and Delhi
Two important posts of Principal CCIT are currently lying vacant in
Mumbai and Delhi.
Number of prosecution cases against IAS officers pending
A large number of disciplinary and prosecution cases against IAS officers
are pending for a very long time at various stages for want of requisite
information from the State Governments.
Will the post of Spl DG (BSF) be brought back from FHQ to Kolkata?
If some top sources at MHA are to be believed the Special DG post with
BSF HQ may soon be brought back to Kolkata. The rumour has been frequently
resurfacing ever since Dilip Trivedi moved from BSF as DG, CRPF. Previously
the post of Spl DG post was placed at Kolkata, North-East command of
BSF.
Sharma gets three months extension as Dir (Proj) NHPC
J K Sharma has been given extension as Director (Projects) NHPC till
June 30 this year. He completed his tenure on April 09, 2014. Reportedly,
ACC may soon come up with its decision over his extension beyond June
2014. He has more than four years of residual service in hand.
Chanchal Shekhar moves to J&K as DIG, SSB, J&K Sector
Chanchal Shekhar has moved to Srinagar as DIG, J&K Sector, Sashastra
Seema Bal. The 1995 batch IPS officer of MP cadre previously served
as DIG, FHQ SSB.

It appears that.Vineet Joshi, an IAS officer who is away from his cadre
since 1998, is trying for extension of his tenure as Chairman ,CBSE.
President and Election Commission should direct Cabinet Secretary not
to process such cases till a new Govt. is formed.

Contrary to GoI rules
This is much contrary to government of india's own rules. Officers goes
on EOL or study leave will have to execute a bond for the leave period
for a sum of rs.6 lakhs. Like that those woman employees who have been
granted 2 years uninterruped CCL should also give a bond to ensure that
after availing CCL they should work for the same period.

Democracy in services ?
Just a simple yet gruelling question to my IAS friends .'Is it fair
by any means to keep premier central services 10 years behind the IAS
in promotions ? Your 1991 batch is in HAG 67000 scale whereas the 1982
batch of Income Tax and Customs is struggling to get it . Who gave you
the right to make it 10 years instead of the stipulated maximum period
of 2 years ? Will you ever think anything good for other services ?

Will Varanasi MP deliver ?
Varanasi is in the news these days. This made me make a trip to the
city I last visited four decades ago. I returned yesterday quite disappointed
with the state of affairs in this our oldest and holiest city. It is
a city of chaos. With no pavements for pedestrian to walk or foot over
brid1ges to cross the road ,no traffic lights to regulate the traffic,
the ill-trained traffic police messing up the traffic, travel in the
city is a nightmare. Imagine it taking us more than two hours to cover
a distance of 8 kilometres from Sarnath to the city. As for our temples
there, with crowds pushing you ,one only wants to get out of those premises
safely. Take a boat ride to the ghats and you see bodies burning on
Harishchandra and Manikarna ghats with muck going into the Ganges. There
are four Dhobi ghats (though by name one) where dhobis are washing clothes
and putting them for drying on the steps leading into the river. No
wonder Ganges is so polluted and no wonder three issues are in focus
during the polls-the river, the sewer and the weaver .Will any of the
candidates fighting to become an M.P from this place deliver on this.
I have my doubts because the problems of Varanasi are gigantic. To clean
the allround mess in this city of cities is no easy task.

Full bench orders for disclosure of third party vigilance
file notings
Copy of the note sheets and correspondence pages of a vigilance
file of the third party were denied by the PIO under section 8(1)(h).
The PIO informed that the noting is based on investigation reports
received from CBI, an organisation now exempt under section 24
of the RTI Act. The PIO also argued that investigation has been
initiated under Prevention of Corruption Act, which is a specific
enactment as opposed to the RTI Act which is a general Act. The
appellant contended that it is not apparent as to how disclosure
of information would impede investigation. The third party stated
that he has no objection if the information sought by the Appellant
is provided. The matter was referred to the full bench of CIC
which directed to disclose the information after applying severability.
Comments
Disclosure of vigilance matters has been a matter of debate. Unless
the investigation is impeded by disclosure, the same cannot be
denied under section 8(1)(h). Neither the name / designation of
the person recording the noting is liable to be disclosed nor
is any other indication in the correspondence which may reveal
reveal the identity of the author of the noting.
