As a matter of proud

finds place in the two most talked about books these days - The Accidental
Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC
Parakh.
The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay
Baru while narrating about the events that occurred during the run-up
to his reappointment (which finally did not come) in June 2009 has mentioned,
in his book The Accidental Prime Minister - about whispersinthecorridors
( on Pg. 267) saying - "A few days later whispersinthecorridors.com
reported that I would be returning to the PMO".
Similarly, former Coal Secretary PC Parakh has in his book 'Crusader
or Conspirator ?' , on Pg 142, mentioned about a report which appeared
in the whispersinthecorridors.com on March 2, 2005. The report is related
to repatriation of Parakh to his parent Andhra Pradesh cadre when the
then Coal Secretary, according to him, was not getting full political
support of his ministers and the PM was also finding himself helpless
in coming to the rescue of the 1969 batch IAS officer because he (Dr.
Manmohan Singh) required the support of the said ministers to run his
coalition government.
This speaks about the credibility that whispersinthecorridors has earned
over a period of time and how much authentic its reports are in the
opinion of the 'decision makers' of the country

The impact of WHISPERS

After almost one year battle, SAIL CEO, Narendra Kothari has had the

Lahiry, CMD, BCCL and Kothari were short-listed by the Search Committee
after interviewing 15 candidates for this post on May 30, 2013. A Search
committee was constituted after the ACC scrapped earlier selection of
PESB.
Singh is now DIG, SSB FHQ
Ashok Kumar Singh has joined SSB FHQ as DIG. The 1995 batch IPS officer
of UP cadre has succeeded Chanchal Shekhar as FHQ who has further moved
to Srinagar as DIG, J&K Sector SSB.
15 officers in race for Spl Dir, ED (Northern
Zone)
It is reliably learnt that the Department of Revenue has shortlisted
as many as 15 candidates for the appointment to the crucially important
slot of Special Director, ED. As many as 25 applications were received
by the GoI. CVC is reportedly yet to start its bit.
Shalabh Tyagi appointed Director in UPSC
Shalabh Tyagi has been appointed as Director in Union Public Service
Commission (UPSC), Delhi, for a period of five years. He is a 1998 batch
IRSEE officer.

Is Central Staffing Scheme promotion biased ?
The rank of Joint Secretary, GOI is equivalent to rank and pay (SAG)
scale of Major General rank in Army/Air Force/Navy. An officer in armed
forces take almost 33 years to get to this rank. Officers in Group A
civil services namely Central Secretariat Service, IES, ISS, IRS, IDAS
and others take almost 27 to 28 years of service to get promoted. Some
of the Group A take even 33 to 34 years of service to get promoted to
this rank and scale. How is it that only IAS officers are promoted to
JS, GOI (SAG) scale only after 19 to 22 years of service?

Congress can carry bureaucracy with it in future Elections
Congress can carry bureaucracy on its side in future Elections in States
and at centre. For this, UPA should increase retirement age of bureaucrats
between May 12 and May 16 next month. During this period Election Commission
code will no more be in force, and UPA government shall still be in
Power to take this decision in Cabinet and implement it quickly.

CIC has backlog of over 20,000 cases
The Central Information Commission constituted sometime in 2005 is
carrying a backlog of more than 20,000 cases at the end of March, 2014.
Presently, at the rate at which the disposal of cases is taking place
vis-à-vis receipt of new cases, there is no likelihood of liquidation
of this pendency at any time in future. May be the pendency may mount
further.
Information is a fast perishing commodity. What is information today
may be irrelevant tomorrow. As time is the essence of getting information
and making it for useful end, such delays in getting response to RTI
requests and consequent delays in CIC ranging up to a year or two is
obviously a wastage of public money and effort. Apparently the purpose
of having a CIC for effective implementation of RTI Act gets defeated.
Some of the organizations like insurance companies, Railways and MCD
do not bother about RTI as CIC has been rendered toothless.
Should there be not an audit of CIC to see what purpose it is serving
other than giving parking slots to retired bureaucrats.

CGHS Working ?
So much has been said about CGHS working as there are problems and
beneficiaries are facing problems one after other. It is now for DG,
CGHS to monitor personally and resolve the problems at the earliest
to avoid un- necessary harassment to beneficiaries. It looks that the
main problems are cashless treatment in empanelled hospitals, timely
issue of CGHS cards with life time validity, allowing direct consultation
of pensioners to empanelled hospitals etc. These are regular things
which can be easily managed and resolved. For an IAS officer it is routine
work. If these problems are not resolved early, then it becomes clear
about mismanaging the official work and dereliction of duties. Who will
be responsible for denying medical help to the needy beneficiaries?

Full bench orders for disclosure of third party vigilance
file notings
Copy of the note sheets and correspondence pages of a vigilance
file of the third party were denied by the PIO under section 8(1)(h).
The PIO informed that the noting is based on investigation reports
received from CBI, an organisation now exempt under section 24
of the RTI Act. The PIO also argued that investigation has been
initiated under Prevention of Corruption Act, which is a specific
enactment as opposed to the RTI Act which is a general Act. The
appellant contended that it is not apparent as to how disclosure
of information would impede investigation. The third party stated
that he has no objection if the information sought by the Appellant
is provided. The matter was referred to the full bench of CIC
which directed to disclose the information after applying severability.
Comments
Disclosure of vigilance matters has been a matter of debate. Unless
the investigation is impeded by disclosure, the same cannot be
denied under section 8(1)(h). Neither the name / designation of
the person recording the noting is liable to be disclosed nor
is any other indication in the correspondence which may reveal
reveal the identity of the author of the noting.
