finds place in the two most talked about books these days - The Accidental
Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC
Parakh.
The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay
Baru while narrating about the events that occurred during the run-up
to his reappointment (which finally did not come) in June 2009 has mentioned,
in his book The Accidental Prime Minister - about whispersinthecorridors
( on Pg. 267) saying - "A few days later whispersinthecorridors.com
reported that I would be returning to the PMO".
Similarly, former Coal Secretary PC Parakh has in his book 'Crusader
or Conspirator ?' , on Pg 142, mentioned about a report which appeared
in the whispersinthecorridors.com on March 2, 2005. The report is related
to repatriation of Parakh to his parent Andhra Pradesh cadre when the
then Coal Secretary, according to him, was not getting full political
support of his ministers and the PM was also finding himself helpless
in coming to the rescue of the 1969 batch IAS officer because he (Dr.
Manmohan Singh) required the support of the said ministers to run his
coalition government.
This speaks about the credibility that whispersinthecorridors has earned
over a period of time and how much authentic its reports are in the
opinion of the 'decision makers' of the country

B D Sharma in race for DG of SSB
Whispers in the corridors of power have it that B D Sharma is in the
race for the post of DG of Sashastra Seema Bal (SSB). The 1980 batch
IPS officer is presently serving as ADG, BSF, Kolkata. He has recently
been empanelled to be posted to the rank of as DG, GoI. The incumbent
DG, SSB is set to superannuate on 30 April.
Will Prem Singh be new DG of SSB?
The buzz around is that Prem Singh Negi is also in the race for the
post of Sashastra Seema Bal (SSB). Being the senior most name on the
panel, prospects for the 1977 batch IPS officer of Assam Meghalaya cadre,
who had previously served as DGP of Meghalaya, are learnt to be brighter.
The incumbent DG, SSB will retire April 30.
R C Tayal also in race for DG, SSB
The fresh buzz has been that R C Tayal is also in the race for the post
of DG of SSB. Previously whispers have been doing rounds that if the
appointment of successor to Arun Chaudhary, the incumbent DG, SSB, does
not take place well before time then Tayal may be given the additional
charge as DG. Tayal has recently been empanelled to be posted to the
rank of as DG, GoI. Chaudhary, a 1977 batch IPS officer of Bihar cadre,
is set to superannuate on April 30.
Eight claimants of Secretary level posts with GoI
The fast approaching date of retirement of five Secretary rank officers
has prompted the chase for 1980 batch officers. 1980 batch IAS officers
currently with GoI are; Shankar Agrawal (Rajasthan cadre IAS), Vijaya
Lakshmi Joshi (Gujarat cadre IAS), N Ravi Shankar (UD care IAS), Kapil
Dev Tripathi (AM cadre IAS), Ashok Kumar Angurana (Jammu &Kahmir
cadre IAS), Prabhudayal Meena (MP cadre IAS) and Surajait Kumar Chaudhary
(Tamil Nadu).
Reddy is first Ambassador to separate Indian Mission to ASEAN &
East Asia Summit
Suresh K Reddy currently Ambassador of India to Iraq, has been appointed
as India's first Ambassador to the separate Indian Mission to ASEAN
& East Asia Summit. He is a1991 batch IFS officer.
Singhal in race for Spl Director, ED (Northern Zone)
Whispers in the corridors of power have it that Ajay Singhal is in the
race for the post of Special Director, Enforcement Directorate. His
name has reportedly been shortlisted for the slot. The 1992 batch IPS
officer belongs to Haryana cadre.
NMA Member Secretary Pravin Srivastava's tenure
extended
The tenure of Pravin Srivastava as Member Secretary, National Monuments
Authority (NMA) has been extended for a period of three months with
effect from April 30, 2014. He is a 1980 batch IAS officer of Manipur-Tripura
cadre.
PESB advertises post of CMD of NALCO
The Public Enterprises Selection Board (PESB) has invited applications
for the post of Chairman & Managing Director of NALCO Limited falling
vacant next year on May 1, 2015. Those willing to apply for the same
can send their applications to the PESB before June 30, 2014.
Post of Director (Fin & Comm), HSL yet to be advertised
The Department of Defence Production is yet to advertise the post of
Director (Finance & Commercial), Hindustan Shipyard Limited (HSL)
after PESB failed to select suitable candidate at latter's meeting held
on November 26, 2013. The Board had recommended to the Department of
Defence Production to explore the possibility of appointing a candidate
on deputation basis as a onetime measure for a period of five years.

Why a Ministry is using delaying tactics for the appointment of a Public
Enterprises Selection Board (PESB) selected person on the Board of a

Housing & Urban Development Corporation Ltd. (HUDCO) celebrates
its 44th Foundation Day today. Speaking on the occasion. Mrs AgnihotriSecretary,
Housing& Urban Poverty Alleviation said, that as we plan our future
programmes to move towards making the vision of the slum free India
a reality, HUDCO is poised to take a significant role by supporting
the growing needs of Housing and Infrastructure by actively associating
itself with the Government of India's flagship programmes.
CMD, HUDCO , Ravi Kanth emphasised three basic requirements of human
beings - Roti, Kapraa, Makan- the costliest among them being Makan.
He said, that the endeavor will be to make the costly component of human
life as an "affordable abode" to all. Dr. Kanth suggested
that like Food Security Act, India, should also create Housing Security
Act soon. Dr. Kanth said that HUDCO has done well in its long journey
of 44 years in achieving multi dimensional growth.
HUDCO Award was given for the Best Practices to improve the Living Environment
fulfilling the need for recognition of practices that exhibit a tangible
and positive impact on environment. On this occasion, HUDCO also awarded
its best performing Borrowing Agencies and Regional Offices. Apart from
this, Long Service Awards and Awards for Best Employee of the year were
also given away by Mrs Anita Agnihotri, Secretary, Housing& Urban
Poverty Alleviation. Several HUDCO publications were also released on
the occasion.
The day was also celebrated with a Kuchipudi Dance recital by MSV Vaishnavi
and a cultural programme by the members of the HUDCO family.

Regulators
All the regulators are now from so called powerful lobby from IAS
. We do have expert from banking, insurance, power, telecommunication,
etc but regulators are ex bureaucrats only? Should not regulator in
particular field should be from panel of expert, prepared/updated every
year from vast talent pool.

CGHS Beneficiaries: Help needed
CGHS beneficiaries specifically pensioners need help from some one to
resolve ongoing problems about availing treatment and diagnostic test
purposes in empanelled private hospitals. CGHS is taking its own sweet
time to revise the rates under the cover of tender. As per media report
majority of empanelled hospitals have stopped cashless treatment. Now
if beneficiaries tells that he is pensioners, he does not get an appointment
for tests or consultation. This can be verified by giving calls to various
empanelled hospitals for tests or consultation. The time will be given
after 10 or 15 days. pensioners are further suffering due to not having
valid cards as validity period is over and new cards have not been issued.
Again CGHS will give excuse of work load and agency not able to deliver
the cards in time. These things are going on in a loop since long and
will continue unless someone take strict action not doing their duties
properly. In fact no body is bothered about beneficiaries and such mess
has been created. Minister H&FW is not even bothered to listen the
real problems being faced by CGHS beneficiaries. At least some solution
should be worked out for this dilemma by DG, CGHS, an IAS officer of
Addl. Secretary rank who should take keen interest in resolving the
issues. Not big issue for an IAS officer.

Full bench orders for disclosure of third party vigilance
file notings
Copy of the note sheets and correspondence pages of a vigilance
file of the third party were denied by the PIO under section 8(1)(h).
The PIO informed that the noting is based on investigation reports
received from CBI, an organisation now exempt under section 24
of the RTI Act. The PIO also argued that investigation has been
initiated under Prevention of Corruption Act, which is a specific
enactment as opposed to the RTI Act which is a general Act. The
appellant contended that it is not apparent as to how disclosure
of information would impede investigation. The third party stated
that he has no objection if the information sought by the Appellant
is provided. The matter was referred to the full bench of CIC
which directed to disclose the information after applying severability.
Comments
Disclosure of vigilance matters has been a matter of debate. Unless
the investigation is impeded by disclosure, the same cannot be
denied under section 8(1)(h). Neither the name / designation of
the person recording the noting is liable to be disclosed nor
is any other indication in the correspondence which may reveal
reveal the identity of the author of the noting.
