Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC
Parakh.
The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay
Baru while narrating about the events that occurred during the run-up
to his reappointment (which finally did not come) in June 2009 has mentioned,
in his book The Accidental Prime Minister - about whispersinthecorridors
( on Pg. 267) saying - "A few days later whispersinthecorridors.com
reported that I would be returning to the PMO".
Similarly, former Coal Secretary PC Parakh has in his book 'Crusader
or Conspirator ?' , on Pg 142, mentioned about a report which appeared
in the whispersinthecorridors.com on March 2, 2005. The report is related
to repatriation of Parakh to his parent Andhra Pradesh cadre when the
then Coal Secretary, according to him, was not getting full political
support of his ministers and the PM was also finding himself helpless
in coming to the rescue of the 1969 batch IAS officer because he (Dr.
Manmohan Singh) required the support of the said ministers to run his
coalition government.
This speaks about the credibility that whispersinthecorridors has earned
over a period of time and how much authentic its reports are in the
opinion of the 'decision makers' of the country

It is believed in political circles that in the event of Arvind Kejariwal
losing from Varanasi, upheaval will take place in AAP. Either Yogendra
Yadav or Kumar Vishwas will take over the reins of the party.

R K Mina may be given extension till his superannuation that is in January
2017. He completed his five years term on April 30 and is currently

is believed to have recommended the same. CVC is yet to give its clearance.

HUDCO celebrated its 44th Foundation day
Housing & Urban Development Corporation Ltd. (HUDCO) celebrates
its 44th Foundation Day on April 25, 2014. Speaking on the occasion.
Mrs Anita Agnihotri Secretary, Housing& Urban Poverty Alleviation
said, that as we plan our future programmes to move towards making the
vision of the slum free India a reality, HUDCO is poised to take a significant
role by supporting the growing needs of Housing and Infrastructure by
actively associating itself with the Government of India's flagship
programmes.
CMD, HUDCO , Ravi Kanth emphasised three basic requirements of human
beings - Roti, Kapraa, Makan- the costliest among them being Makan.
He said, that the endeavor will be to make the costly component of human
life as an "affordable abode" to all. Dr. Kanth suggested
that like Food Security Act, India, should also create Housing Security
Act soon. Dr. Kanth said that HUDCO has done well in its long journey
of 44 years in achieving multi dimensional growth.
HUDCO Award was given for the Best Practices to improve the Living
Environment fulfilling the need for recognition of practices that exhibit
a tangible and positive impact on environment. On this occasion, HUDCO
also awarded its best performing Borrowing Agencies and Regional Offices.
Apart from this, Long Service Awards and Awards for Best Employee of
the year were also given away by Mrs Anita Agnihotri, Secretary, Housing&
Urban Poverty Alleviation. Several HUDCO publications were also released
on the occasion.
The day was also celebrated with a Kuchipudi Dance recital by MSV Vaishnavi
and a cultural programme by the members of the HUDCO family.
CWC signs MoA with LPAI
(UPDATED)
Central Warehousing Corporation (CWC) signed a Memorandum of Agreement
(MOA) with the Land Ports Authority of India (LPAI), Ministry of Home
Affairs, GOI for operating the Cargo Terminal at Integrated Check Post
(ICP), Agartala (Tripura) on April 25, 2014. The MoA was signed by B
B Pattanaik, MD, CWC with the Chairman, LPAI. Members of LPAI and senior
officials of CWC were also present on the occasion.CWC has been operating
the Cargo Terminal at ICP, Agartala (Tripura) since November, 2013 and
facilitating the import and export grade between India and Bangladesh
through land route. CWC has been operating a similar facility at Attari
(Punjab) since April 9, 2012 and facilitating export/import trade between
India and Pakistan through land route.
Meena elected President of the ITS officers
Association (UPDATED)
A S Meena has been elected President of the ITS officers Association
(ITSA), the General Body Elections of which were held last week. The
other office bearers elected are S B Singh - Vice President and Sanjeev
Sharma - General Secretary. Meena has earlier been General Secretary
of ITSA. The officers of ITS are working in senior management and administrative
positions in the Department of Telecommunications (DOT), BSNL, MTNL,
TRAI, UID and CVC besides on many other central and state government
assignments on deputation.
5 IRTS officer of 1991 batch get SAG
(UPDATED)
As many as five officers belonging to Indian Railway Traffic Service
(IRTS) of 1991 batch have been promoted to Senior Administrative Grade
(SAG) and shifted two of them at different zones of Railways. Accordingly,
Satyaki Nath of South Eastern Railway while Ms K Padmaja of South Eastern
Railway and Shyam Sunder Gupta of Central Railway. Similarly, Rinkesh
Roy from Northern Railway was shifted to East Cost Railway and Upinder
Singh was transferred from Northern Railway to East central Railway.
4 IRS-IT officers get additional charges

Four senior officers of Indian Revenue Service of Income Tax cadre have
been given additional charges. Accordingly, S Ravi has been given the
chare of CCIT-I, Bangalore while Kiran Oberai Vasude will hold the charge

Cong should reinvent itself
Who will be the next PM, nobody knows. As parties, there is no difference
between the Congress and the BJP. But the Congress deserves pity. Since
long it has ceased to be political party and has become a family company.
This is unfortunate. It should come out of the family shell, and reinvent
itself. There may be temporary set back, but ultimately it will emerge
as a strong political force. I am saying this although I am not it supporter.
But country needs a strong political party at the Centre. BSPs, SPs
TMCs and the like will fizzle out sooner or later. Another reality,
in fairness. Many, many of those who pressed button on lotus did not
vote for BJP but for Modi and nobody knows this better than BJP itself
(excluding Advani). People have placed hopes on Modi but only time will
tell whether they are right.

Election 2014 to be landmark
Election 2014 is going to be a land mark in the political history
of India. The way Nehru family is behaving is an indication that they
are desperate and fear that the Nehru Dynasty will lose political control
for ever with the coming of Modi and AAP party in the political arena.

Renewal of CGHS cards
Renewal of CGHS cards are taking nearly three months to issue and is
causing problems specially to pensioners in emergency as there is no
one to look after the single old person. Situation is still worse when
left one is female. This work is done at Bikaner House. The working
is horrible, less said better. There is no courtesy and politeness in
dealing their own old colleagues. No respect and regard to pensioners
coming to enquire about their cards. I will request DG, CGHS to make
surprise visit on next first working day before coming to his office
to take the stock of situation and find out solution. This is going
on since long. It clearly shows that Sr. officers lack in their vision,
innovation and professionalism in tackling the issue. Even problem areas
have not been identified. If problem areas are known then it can be
handled. Say there is shortage of staff, then extra staff can be put
up to clear pending works. Overtime and bonus can be given to finish
the work in specified time. In case agency is not able to deliver the
cards, employ multiple agencies to deliver the cards on zonal basis.
If some other problem that can also be tackled in professional way.
Govt. is talking about e-governance and on-line services, here is case
of off-line service and takes three months to deliver the cards. If
unable to handle work internally, outsource like issue of passport which
takes four-five days for tatkal and thirty days for normal. There is
example of Election Commission to issue voter cards thru special camp
organised on 9.3.2014 on all India basis and collection the forms from
different polling booths. In Delhi alone 1.7 lakhs voter were registered
and cards were issued before polling day. It is not clear why it is
taking so much time. In renewal case whole data base is available and
information of those cards coming for renewal is to be shared with printing
agency with change of validity period. Where is sticking point in renewal
cases? No action plan is available to clear the pending works. It is
just going on. The pending work can be cleared with some extra efforts
and hard work.It will be great relief to pensioners facing emergency
and are being humiliated and embarrassed at the empanelled hospitals
and diagnostic centres going for treatment and tests for cashless option
when there is validity period is over.

Mess in ICFRE highlighted in CAG report
The mess created in ICFRE has been highlighted in the CAG report. Now
this organisation is lying headless for about one year. This prestigious
institute is dying and if not taken care of will be completely dead.
A dead organisation can't be revived, despite any cure and care taken
later on. The PMO should soon decide the fate of this organisation.

Accessing priced publications under the RTI Act
The appellant filed an application under the RTI Act seeking copy
of all printed publications, published by National Library Kolkata
since its formation, along with a soft copy of all publications
in CD. The Public Information Officer (PIO) informed that it could
be supplied against payment of their cost price along with the
requisite postal charges. The appellant claimed that he is below
poverty line in view of his confinement in jail since 2006 and
demanded that the information should be supplied free of cost.
The Central Information Commission (CIC) ruled that the publications
sought by the Appellant cannot be regarded as information 'held
by' or 'under the control of' the public authority.
Comments
Unless an information is exclusively held and controlled by a
public authority, that information cannot be said to be an information
accessible under the RTI Act. In many orders, the CIC has ruled
that once an information is brought into the public domain by
means of a priced publication sold through book stores, the said
information cannot be said to be 'held by' or 'under the control
of' the PIO and would cease to be an information accessible under
the RTI Act.
