Whispers finds place in books creating political turmoil
As a matter of proud for all our surfers, who have faith in what we publish, whispersinthecorridors.com finds place in the two most talked about books these days - The Accidental Prime Minister by Sanjaya Baru & Crusader or Conspirator ? of PC Parakh.

The Prime Minister Dr. Manmohan Singh's former Media Adviser Sanjay Baru while narrating about the events that occurred during the run-up to his reappointment (which finally did not come) in June 2009 has mentioned, in his book The Accidental Prime Minister - about whispersinthecorridors ( on Pg. 267) saying - "A few days later whispersinthecorridors.com reported that I would be returning to the PMO".

Similarly, former Coal Secretary PC Parakh has in his book 'Crusader or Conspirator ?' , on Pg 142, mentioned about a report which appeared in the whispersinthecorridors.com on March 2, 2005. The report is related to repatriation of Parakh to his parent Andhra Pradesh cadre when the then Coal Secretary, according to him, was not getting full political support of his ministers and the PM was also finding himself helpless in coming to the rescue of the 1969 batch IAS officer because he (Dr. Manmohan Singh) required the support of the said ministers to run his coalition government.


This speaks about the credibility that whispersinthecorridors has earned over a period of time and how much authentic its reports are in the opinion of the 'decision makers' of the country

India's top business houses are world class

With opening of economy they have made a name for themselves across the world. What they need is credible government. They don't require so much political patronage.So all business house will prosper if we can have stable government. I see no reason why Reliance Tata, Bharti Airtel, Sterlite, Adani & few others will not become world's most respected business houses. Let us not look for Political patronage but a mechanism which avoids fly by night operators. India has best business brains.
Let the political establishment create atmosphere for ensuring proper climate for encouraging honest business houses.

Renewal of CGHS cards


There is suggestion, a special campaign can be organized by CGHS like income tax department opening 20 counters at Mayur bhawan and special counters at Pragati Maidan for depositing ITR forms in last five days of FY. Banks are open last four days of FY irrespective of Saturday or Sunday for depositing any kind of tax. Property tax offices are also open to clear the arrears. As self appraisals are being written for FY 2013-14, so safely 31.03.2014 can be taken as the last date for renewal application in first phase. The data base of all CGHS beneficiaries are available. The applications received up to 31.03.2014 for renewal are compiled and scrutinized by 01.05.2014 and ready for sharing of data with printing agency. 2nd & 3rd May 14, the information of all renewal application given to printing agency for making cards and on 5th May, printed CGHS cards for all applicants upto 31.03.14 are given to CGHS office. On6th May 14, cards are dispatched to beneficiaries address. It will avoid, beneficiaries visiting CGHS office. In this way first phase, applicants upto 31.03.2014 are covered. In second phase, applicants upto 30th April,14 can be covered and in third phase cards can be delivered in normal way in fifteen days of receipt of renewal application. In this special campaign there will be no Saturday or Sunday. Officials should be suitably compensated for additional work. If required, additional staff can also be deployed. Election Commission has organized many camps to issue voter identity cards before Assembly or Parliament elections. But basic philosophy is to finish work in specified time. Govt. has introduced citizen charter in which many public services are included and are completed within specified time frame. The similar approach can be adopted to finish the renewal of CGHS cards on priority basis.

Congress re-inventing itself


Indira Gandhi became PM 2YRS after Nehru's death and certainly Nehru's ghost could not have made her the PM .Later Indira got assassinated and Congress made Rajiv the PM. Later Rajiv got assassinated in 1991 and Congress reached its nadir and took refuge under Sonia. She rejected PM's job despite even the Left clamoring for it. One has to give even a devil his due. All the parties including the BJP/SP/BSP/even left have a tendency to promote their kin's political future.

Accessing priced publications under the RTI Act

The appellant filed an application under the RTI Act seeking copy of all printed publications, published by National Library Kolkata since its formation, along with a soft copy of all publications in CD. The Public Information Officer (PIO) informed that it could be supplied against payment of their cost price along with the requisite postal charges. The appellant claimed that he is below poverty line in view of his confinement in jail since 2006 and demanded that the information should be supplied free of cost. The Central Information Commission (CIC) ruled that the publications sought by the Appellant cannot be regarded as information 'held by' or 'under the control of' the public authority.

Comments

Unless an information is exclusively held and controlled by a public authority, that information cannot be said to be an information accessible under the RTI Act. In many orders, the CIC has ruled that once an information is brought into the public domain by means of a priced publication sold through book stores, the said information cannot be said to be 'held by' or 'under the control of' the PIO and would cease to be an information accessible under the RTI Act.
