It is heard that the CBI/CVC is investigating the movement of all such saloons for the last one year and saloon movements are being monitored at the saloon siding at New Delhi station. As result, the officers will be able to render their services minimum two years at one place and will not face transfers in shortest period.

HAL crosses Rs. 15,000 cr milestone; wins most efficient Navratna award (UPDATED)
HAL has notched-up the highest ever turnover of Rs. 15,180 crores for the FY 2013-14 surpassing the previous year's figure of Rs. 14,324 crores. "We crossed the psychological barrier of Rs. 15,000 crores and the production has been pretty good as we produced 60 aircraft and helicopters, achieved the initial operational clearance (II) of LCA and filed record 209 patents during the year", said Dr R K Tyagi, Chairman, HAL. "We are preparing the company for 2020 and beyond", he added. HAL's Value of Production (VOP) for FY 2013-14, stood at Rs. 15,296 crores as against the figure of Rs. 14,202 crores of the previous year. The operating profit went up to Rs. 1,651 crores in the FY 2013-14 as against Rs. 1,194 crores in 2012-13.In the meantime, HAL received the "Most Efficient Navratna 2013" award at the fifth Dalal Street Investment Journal Awards night held in New Delhi yesterday. HAL Chairman, Dr Tyagi received the award from the jury. The awards were presented to the various PSUs in different categories in recognition of their performance and contribution to the Indian economy. Some of the HAL highlights for the FY 2013-14 included Initial Operational Clearance (IOC) received for Light Combat Aircraft (LCA), sea level, night level and high altitude trials successfully done for IJT, induction of first completely Indian manufactured Hawk Advanced Jet Trainer by INS Dega, Visakhapatnam, dedication of ALH-Dhruv, Garuda Vasudha to the nation for exploration of mineral wealth, contribution of structures for Mars Orbiter Mission (MOM) and Crew Module structure assembly for the Human Spaceflight Programme (HSP) to ISRO. Besides the prudent financial management, the company took several initiatives on R&D front, indigenisation, quality, customer support, IT, HR and CSR. HAL played a vital role during the Uttarakhand flood relief operation during July 2013 as its ALH-Dhruv performed effectively in a massive rescue and relief operation, clocking more than 600 hrs of flying.

SAIL registers growth of 7 % in sales in 2013-14 (UPDATED)
SAIL has achieved 7 % growth in sales volume with 12.1 million tonnes (MT) sales in FY'14, as compared to 11.3 MT sales in FY'13. Growth in domestic sales was supported by impressive growth in exports which registered a growth of 28 % at 0.47 MT compared to 0.36 MT in FY'13. Production of saleable steel at 12.9 MT in FY'14 was 4 % higher than FY'13. Continued emphasis on value-added steel production resulted in growth of 6 % with 5.3 MT special quality steel produced in FY'14 as against 5.02 MT in FY'13. Chairman, SAIL C S Verma congratulated the SAIL collective for the remarkable improvement in performance and exhorted them to make 2014-15 an inflection year with operationalising and stabilising majority of the facilities coming up under MODEX for the company during the year. The accomplishment coming at a time when steel industry worldwide is facing stiff challenges, has emboldened the company to plan for a double digit growth in the new fiscal. Projects worth Rs. 10,000 crore have been operationalised by Steel Authority of India Limited (SAIL) in the financial year 2013-14, thus setting an all-time record for the company. This takes the total operationailsed projects under the ongoing Modernisation & Expansion Plan (MEP) to around Rs. 23,000 crore till date. 2.5 million tonnes (MT) hot metal capacity has been added in 2013-14 and coke-making & sinter-making capacity of SAIL has also been enhanced during the year.

IRS (C&CE) RECRUITMENT

It is unfortunate that M R Sivaraman who was Revenue Secretary more than a decade ago questions the wisdom of Finance minister in ordering new intake of 247 IRS (C & CE) officers in 2014 and 350 in 2015. As RS he always harassed Customs officers as corrupt and displayed dictatorial tendencies and he interfered in to working of officers with grave consequences. He should understand the phenomenal rise of tax revenue, duty foregone, refunds, rebates, seizures and cadre restructuring. He should come out of hate the Non-IAS Syndrome and give his good ideas to TARC established by Government.

Election Commission & CBDT
Welcome step taken by CBDT along with EC to scrutinize the IT return of successful candidate in general election. But CBDT should compulsorily scrutinize the IT return of all candidates who are fighting election and ask for the information of last five years compulsorily . Then find out how their wealth has increased in last five years. CBDT being Govt. body and FM may not permit this but with help of EC which is constitutional body may help in this matter for clean politics. It should not be merely to make money and enjoy power. A Govt. servant who enters in Gr"A" service may not earn even one crore in whole service but see these political people earn in crores and crore in less than five years. CBDT to learn the process of earning money and find out the loop holes in tax system, if any. CBDT should spare small tax payers from scrutiny and sending notices but concentrate more in this area. IT department has DRI and research wing to support the activities. Let CPC should complete the ITR returns without referring to local IT fellow. CBDT should also learn how some people started from 200 rupees and made more than 600 crore (media report). Some started business with 2000 rupees and made more than 60,000 crores (media report). How? Whether they have paid due tax or our tax system is failing to tax them as per existing law. These loop holes can be plugged and tax system will be more efficient. This is just submission for EC and CBDT.

CAT's Cause list
Another reason for burgeoning list of cases in CAT is the apathy shown by Information Commissioners on appeals made in RTI matters. At the initial stage of RTI, penalty for non responsiveness was imposed in a number of cases. RTI worked as a tool for grievance redressal and many issues did not need appeal before CAT. CIC has now been rendered toothless and there exists no fear in flouting RTI rules by the PIO. In fact, Public Information Offers openly defy the RTI rules and when approached, CIC decisions on the net would reveal, CIC merely warns the PIO to furnish the information to the applicant.

One should agree that decisions decided in favor of Govt. Employees are not implemented and the Govt. instead of solving the problem moves to High Court/Supreme Court. If some one goes to court the departments think otherwise and he is simply made a scape goat by his officers. No body bothers about his mental trauma one goes through. It is high time the superiors in various government departments should be made responsible and the High Court/ Supreme Court should not entertain cases if they are not of fundamental nature. The responsible officers should be fined heavily including entry in their ACR to teach a lesson to Head of the offices.

Is information about dependency of a government employee personal?

The appellant wanted to know whether a particular government employee has shown her parents to be dependent on her and what benefits she has availed for her parents. He further asked whether the government employee was on leave on a particular date and if so, whether she was on out station leave and the station to which she had gone. The information was denied as being personal information which is exempt from disclosure under section 8(1)(j) of the RTI Act. The Central Information Commission (CIC) held that information about dependency is not personal. The CIC observed that leave information cannot be termed as personal information and directed to provide the same. Further, the CIC held that whether she was on out station leave on the date and the name of the station is personal information and need not be disclosed.

Comments

On the basis of information about dependency, an employee claims certain benefits like LTC, and medical benefits. Therefore, information about dependency which has been made by a government employee to obtain benefits is not a personal information. Whether a government employee is on leave is not personal information, but the name of the station where the employee went on a holiday is personal.
