IDES affairs ?

DPC proposals of 3 HAG level post (additional DG) and 31 SAG level posts( chief Engineer) in indian defence service of engineers ( IDSE) are over delayed. Out of the above 1 HAG level post and 28 SAG level posts are already vacant. This situation due to indifferent attitude of cadre controlling authority has created vacuum at the senior level, leading to adhocism in appointment of officiating incumbents to these posts. These officers are required to deal with defence related infrastructure projects worth more than 10000 crores. Adhocism is leading to delay in these projects.

There are a number of cadre issues of the civilian gp A cadres of military engineer services which are not being addressed due to the fact that the senior most post of the cadre , i.e. the post of DG(pers) in military engineer services is lying un filled since 01 January 2013 for last 15 months due to some internal indecision . This post is being occupied by a junior army officer while 3 officers of ADG level are available for manning this post within the cadre.

Haj Committee delegation calls on President (UPDATED)

Comment on mass scale recruitment in IRS ill informed

The feed back comment on mass scale recruitment in the IRS is ill informed. With such mass recruitments in the past IRS officers stagnated for years without promotion which I rectified and brought down recruitment in a manner to improve promotion chances. Yes I did take action against corrupt customs officers three were sentenced to jail for corruption and three others were involved in mumbai bomb blasts. were removed under article 311 .One of them helped a notorious smuggler and got shot when he was being criminally prosecuted The department is fully aware of it and they also know it was during my time that more than Rs 500 crs was spent on accommodation to the IRS officers.It was I who computerised customs operation when the whole department resisted it. Today I am glad that the whole department is computerised which effort met with resistance from customs officers and custom house agents .The then Chairman Govindaraj would not even attend the inauguration of the new customs house in delhi whose construction I personally supervised. Five past chairmen attended the function and openly accepted my contribution to reforms and the welfare of IRS officers The IRS officers should now stop this IAS baiting.I visited customs border check posts on foot near the Myanmar border, indo Pak border which no Customs officer ever visited and was duly acknowledged by Tarun Roy - then Chairman in a dignified manner before the present PM. The report is on file. Now regarding revenue increase it is in proportion to price and GDP increase and not perceptibly more. The income tax revenue is more than 70% by way of TDS.

I do not want to debate more which I am prepared to do and take on anybody. Before I conclude I have great admiration for the character and courage of certain IRS officers with whom even now I am in contact. Every service has black sheep, corrupt and indolent officers and people are aware of the number of IAS ,IPS and others charged with corruption . It must be remembered that everyone has a role to play in nation building. It is because of these bickering amongst various services of the nation it is described as crabs in a bottle trying to pull down everyone else. This should change.

Cut down entire bureaucracy

The bureaucracy is growing many times than what is needed. Only Narasimharao had the guts to prune the IAS specially Joint Secretaries. Now we need to cut down entire bureaucracy by at least 40 percent so that the rest are fruitfully employed. The IAS,. IPS IFS and forest services and also IRS Customs and Income Tax should be halved.

RTI comments are not correct


The amount is reimbursed on the basis of visiting place in LTC and Medical bills.This cannot be private info. If the reimbursement is sought. many cases of dismissals have occurred on the basis of false bills claims etc. the action to give false info is malafide.Your opinion is misleading all officers.

Cadre restructuring in Railway Board

Recent Cadre Restructuring in Railway Board was held to have been wrongly done, which file was later referred to DoPT. DoPT has also expressed similar views and further directed the Railway Board to take corrective measures within a specific time frame. A few officers in the Secretary Directorate are reportedly trying to keep that file in dark till the time Kataria is posted as PS in the Ministry.

Helpless Election Commission !

Election Commission gave a message for Ethical Voting. Excellent message to the voters. This is first time. But what happens to election commission when watches TV news about one of the top religious leader in Delhi gave a speech and appeal to particular community to vote for one particular party. EC can judge is it clear violation of model code of conduct?. Then what election Commission is doing? Can EC do any thing? Let EC should also ethical. EC is constitutional body, it has all powers in hand to ban such appeal. EC can change and clean the politics of the country. This is dangerous trend which has started. Let EC rise to the occasion and do something which can be remembered by the coming generation. EC should set an example that election is free from caste, community, religion etc. It can not happen automatically. It has to be exerted. Candidates are using un-parliamentary languages in public forum. What people of the country expects from such people when they are elected and go to parliament? They will be using same language in parliament also because no one has told them that it is wrong to use such foul language and you are UNFIT to go to parliament "a worship place of democracy". Let God help us.

Court decisions be implemented fast


I agree with the views. Court decisions must be implemented fast. Action against Head of Department is necessary. Apart from this most of the people especially Government servants may not be aware that if there is a time frame given by the Hon'ble court, one can approach the court (simple letter with copy of judgement) for contempt of court orders and also claim compensation for harassment too.

Railways affairs !

Is travelling by inspection carriages a crime, particularly when it is permitted by rules? Are Railway officers the most corrupt officials in Indian bureaucracy? Are they the only ones seeking favours from the political masers? Why were there no such leaks when CRB's used to be from other departments?

Sumit Bose - a gentleman to the core

Sumit Bose, IAS (1976), ex-Doon, Stephens and LSE, superannuated on March 31, 2014. A gentleman to the core and the epitome of integrity, efficiency, courtesy and selfless service, it would be difficult to find a more unassuming person. He brought a rare dignity to the office of Revenue Secretary (& Finance Secretary). Amongst the finest officers of the IAS, his is a breed that is vanishing fast. He would be sorely missed by his colleagues and subordinates both in the IAS and the IRS. The Government would do well to consider utilising his services in some capacity in the national interest.

DATE WITH RTI

Ground for seeking transfer

A query was raised in the RTI application seeking information relating to transfer application of employees. The Public Information Officer (PIO) denied the information under section 8(1)(j) as third parties had objected to disclosure. The Central Information Commission (CIC) observed that in the absence of any larger public interest, the information is not to be disclosed.

Comments

An order of Transfer or posting is an administrative order and is liable to be disclosed suo-motu by the public authority. An employee may seek transfer on personal or official reasons and as per section 4(1)(d), every public authority shall provide reasons for its administrative or quasi-judicial decisions to affected persons. However, the CIC has held that the specific ground for transfer is personal in nature and is not liable to be disclosed.
