As the grapevine has it, an ADG slot is awaited to be vacant vice Banshi

been empanelled to be posted as DG, GoI. Two posts of ADG have already
lying vacant vice Himmat Singh and R K Hazela.
Yadav gets CVC clearance for JS empanelment in GoI
Whispers in the corridors of power have it that Vinod Kumar Gupta has
got CVC clearance. Yadav is under consideration zone for Jt Secretary
Empanelment, GoI. The 1988 IFS officer of West Bengal cadre is presently
serving as Conservator of Forests, Western Circle, Kolkata.
Jyoti Kalash empanelled as Joint Secretary
Jyoti Kalash, 1990 batch IAS officer from Nagaland cadre, has been empanelled
as Joint Secretary to the Government of India. Kalash is presently posted
as Resident Commissioner, Nagaland House, New Delhi.

As the grapevine has it, Vijay Kumar is all set to move to Delhi as
Director, Publication Division. The Indian Information Service officer
is presently serving as Director, PIB in Patna.
Transfers and postings of IRSME officers
A number of officers belonging to Indian Railway Service of Mechanical
Engineer (IRSME) have been transferred and posted at different zones
of Railways. Accordingly, M Saquib, JAG/IRSME, Northern Railway, has
been transferred and posted to RDSO, Lucknow in the same capacity while
S Kabeer Ahmed, HAG/IRSME/DLW, was shifted to South Central Railway
and A K Singh, HAG/IRSME/ Central Railway, is being moved to DLW. Similarly,
A K Garekar, HAG/IRSME/ DLF/MWH/ East Central Railway, has been transferred
to Central Railway; D K Agarwal, SAG/IRSME/RDSO, to Northeast Frontier
Railway; Ravinder Gupta, SAG/IRSME, to Northeast Frontier Railway and
posted as CSO; Ved Bhushan, JS/IRSME/ South Central Railway to Western
Railway; M Srinivas, SS/IRSME/Western Railway to South Central Railway
and P Srinivas, SG/IRSME, South Western Railway was transferred to Railway
Board and posted as Director/ Safety(ME).
Bibhu Dutt Mishra posted as OSD in Principal CCIT office, Delhi
Indian Revenue Service officer of Income Tax cadre, Bibhu Dutt Mishra
has been appointed as OSD in the office of Principal CCIT (CCA), Delhi
region.
Tripathy is new Police Commissioner Chennai
The Election Commission has appointed J.K. Tripathy as new Police Commissioner,
Chennai. He is a 1985 batch IPS officer.

Global green award to HAL (UPDATED)
HAL has bagged the 'Global Green Award-2014' in recognition of its environmental
and sustainable practices. HAL was one of the companies from 52 countries
which received the award from Charbel S Tabet, President, Association
Otherways Management & Consulting (France) at a function in Berlin,
Germany recently. HAL's several CSR and Environment related initiatives
resulted in company getting this global recognition", says Dr R
K Tyagi, Chairman, HAL. Venkateswara Rao, DGM (HR) received the award
on behalf of HAL. The selection criterion was based on information,
polls and voting. A voting process was carried out by mail, Internet,
based on the concepts such as customer satisfaction, leadership, continuing
education and training, business results, ISO 9001 - 14001-22000, TQM
and TQCS (Top Quality Customer Satisfaction Standards). The information
was gathered through consultation of the media (print and electronic)
consultancy companies, advertising agencies, trade fairs and exhibits,
Chamber of Commerce, embassies, polls including the online Macro Poll
which was analyzed by the Global Green Award Selection Committee.

NBCC inks MOU with Directorate of Forensic Science Services, Ministry
of Home Affairs in Government of India for the construction of State
of Art Central Forensic Science Laboratory at Bhopal, Pune and Guwahati.

4 IAS officers transferred in Tamil Nadu

As many as four officers of Indian Administrative Service (IAS) have
been transferred and posted at different places in Tamil Nadu. Accordingly,
Hanish Chhabra has been appointed as Collector, Salem while Rajendra
Ratnoo will now be Collector, Vellore and Mrs S Madhumathi is Collector,
Erode. Besides, Dr R Nanthagopal has been appointed as Deputy Secretary,
Industries.
2 IPS officers get additional charges in Chhattisgarh

Two IPS officers have been given additional charges in Chhattisgarh.
Accordingly, R K Vij has been assigned an additional charge of Additional
Director General, Telecommunication, PHQ, Raipur while Purushottam Gautam

Inordinate delay in implementing verdicts
I agree to the views expressed regarding inordinate delay in implementing
the verdicts delivered by the various benches of CAT/High Courts/Supreme
Court either under one pretext or the other. Government must issue instructions
in this behalf and the officers responsible for keeping the verdicts
of the Hon'ble Courts unimplemented without any valid reasons be brought
to book. It would be a lesson to all officers and would boost the others
to get justice on time.

System of selecting members
'EC should set an example, EC should be courageous' the wish goes
on. But who are these members of the EC.A lackluster darer helped by
political support. Naturally they become only scare crows. There should
be a proper system of selecting members keeping politicians away from
the selection process.

DATE WITH RTI

Ground for seeking transfer
A query was raised in the RTI application seeking information
relating to transfer application of employees. The Public Information
Officer (PIO) denied the information under section 8(1)(j) as
third parties had objected to disclosure. The Central Information
Commission (CIC) observed that in the absence of any larger public
interest, the information is not to be disclosed.
Comments
An order of Transfer or posting is an administrative order and
is liable to be disclosed suo-motu by the public authority. An
employee may seek transfer on personal or official reasons and
as per section 4(1)(d), every public authority shall provide reasons
for its administrative or quasi-judicial decisions to affected
persons. However, the CIC has held that the specific ground for
transfer is personal in nature and is not liable to be disclosed.
