in the Government of India. The posts include Special Secretary (Home)
Special Secretary (Security) Bureau of Civil Aviation, Civil Defence,
SSB (Retiring this month), Three posts of Special DG in CRPF and two
post posts of Special DG in BSF. Several officers of 1979 and 1980 batch
are waiting in the wings for posting.
D K Rao's chances are over for contesting
L S Elections from Andhra
Chances for Devarapalli Kishore Rao are now over for contesting Lok
Sabha elections from Guntur or Bapatala seat in Andhra Pradesh. The
1980 batch IAS officer of Gujarat cadre had been expecting to have NOC
after putting in his papers for VRS in December 2013. Presently he is
serving as Member Secretary, Gujarat State Human Right Commission. He
is scheduled to retire in June 2015.

Ms Vijay Laxmi Joshi likely to move as Secretary
Ms Vijay Laxmi Joshi, who was appointed as Special Secretary, Ministry
of Commerce, is expected to move as Secretary in other Ministry in Government
of India this month end. She is a 1980 batch IAS officer of Gujarat
cadre.
Vishwanathan is Spl Adviser to the President
of India
Dr T K Vishwanathan has been appointed as the Special Adviser to the
President of India. The former Law Secretary, GoI and former Secretary
General of Lok Sabha has been appointment for expert advice on the post
electoral scenario.
Dr Rajiv Sharma unlikely to be CMD, MMTC
The penal of Dr Rajiv Sharma for the post of CMD, MMTC is expected to
be scrapped as he is reportedly being given an important assignment
in his cadre. He is a 1982 batch IAS officer of Andhra Pradesh cadre.
D S Deshi gets extension as CMD, MMTC
The tenure of additional charge to D S Deshi as CMD, MMTC, has reportedly
been extended by the Government of India. He is a 1982 batch IAS officer
of Haryana cadre.
B K Bansal in race of DG, Vigilance (CBEC)
Whispers in the corridors of power have it that Bhushan Kumar Bansal's
name is under consideration zone for the slot of DG, Vigilance (CBEC).
The 1981 batch IRS (C&CE) officer is presently serving as Chief
Commissioner, Delhi, CUS.
V K Gupta in race of Member (Engineering), Railway Board
Whispers in the corridors of power have it that V K Gupta, GM Northern
Railway, is in the fray of Member (Engineering), Railway Board. Subodh
Jain, the incumbent Member, is scheduled to superannuate on April 30.
Gupta is 1976 batch IRSE officer.
Rajiv Bhattacharya facing teething troubles
Rajiv Bhattacharya, whose name was forwarded for the post of Managing
Director, Ferro Scrap Nigam Limited (FSNL), is facing teething troubles
as his file lying stuck to CVC, due to some technical reasons. The post
has been lying vacant since August 23, 2012 with Antony Chacko joining
HMT.
Tenure of M S Rana, CMD, SPMCIL extended
The tenure of M S Rana as Chairman-cum-Managing Director, Security Printing
& Minting Corporation of India Limited (SPMCIL) is reported to have
been extended for further one month.
Bandyopadhyay's appointment delayed for want of CVC clearance
The appointment of G Bandyopadhyay, GM, CIL, as Director (Finance),
Western Coalfields Limited (WCL) is getting delayed for want of clearance
from Central Vigilance Commission (CVC). The post has been lying vacant
since September 2013.
V M Arora is poised to be empanelment as JS, GoI
Vasu Mitra Arora is poised to be empanelled as Joint Secretary with
GoI. The 1985 batch UP cadre officer of Indian Forest Service is serving
as Project Director, UP Participatory Forest Management & Poverty
Alleviation Project. Reportedly, he has got the clearance from CVC.
Sameer Rastogi is poised to be empanelment as JS, GoI
Sameer Rastogi is poised to be empanelled as Joint Secretary, GoI. The
1988 batch Himachal Pradesh cadre officer of Indian Forest Service.

143 Group-B officers poised to be Assistant Commissioner under CBEC
As many as 143 Superintendants (Group-B) under Customs & Excise
are all set to be promoted to the rank of Assistant Commissioner, Custom
& Excise. Reportedly Election Commission would give its clearance
by next week.
Retired ED causes loss to a profit making PSU unit
One of the profit making units of a Maharatna Public Sector Undertaking
(PSU) surprisingly slid into financial crisis with holding a retired
Executive Director responsible for the same. The raw materials purchased
by the unit head were of sub standard affecting the production in this
financial year.
Anirudh Kumar to join as Director (M&RB), BEML Ltd on April 18
Anirudh Kumar, Executive Director, Hindustan Aeronautics Limited (HAL),
is expected to take over the charge as Director (Metro & Rail Business),
BEML on April 18, 2014.

as General Manager (Marketing Planning), Headquarters, Delhi in Air

Nine posts of Judges vacant in Jharkhand HC
As many as nine posts of Judges have been lying vacant against approved
strength of 20 in Jharkhand High Court. One posts of permanent Judges
while 8 posts of Additional Judges are vacant.
69 posts at Law officers lying vacant in CBI
As many as 69 posts at Law officers have been lying vacant in the Central
Bureau of Investigation (CBI) against sanctioned strength of 340 while
there is actual strength of 271.
Sinha joins as Addl GM, Central Railway
Naveen Chandra Sinha has taken over as Additional General Manager, Central
Railway. Prior to this, he was as Chief Operations Manager, South Western
Railway, Hubli. Sinha, an Officer of Indian Railway Traffic Service
(IRTS) of 1975 batch, has rich and varied experience in Operations and
Commercial branches and has held several important managerial posts
on Indian Railways.
Khan gets CVC clearance for JS empanelment, GoI
Dr Jamal Ahmed Khan has, reportedly, got the CVC clearance, who is under
consideration zone for JS empanelment. The 1980 batch IFS officer of
Gujarat cadre is presently serving as APCCF (FM).

Reshuffle of IAS officers in Bihar
A number of officers belonging to Indian Administrative Service (IAS)
have been transferred and posted at different places in Bihar. Accordingly,
Manish Kumar Verma has been appointed as Managing Director, North Bihar
Power Distribution Company Limited, Patna while Laxmi Prasad Chauhan
will now be additional Chief Executive Officer, Bihar Rural Livelihood
Project, Patna with additional charge of Director, GPF, Patna and Navin
Chandra Jha was made Director, Horticulture with additional charge of
Mission Director, Bihar State Horticulture, CEO, Bihar Watershed Development
Society. Besides, Sanjay Kumar Agrawal has been appointed as District
Magistrate, Purnia; Ajay Yadav as District Magistrate, Samastipur; Aadesh
Titarmare as District Magistrate, Supaul; Shashi Shekhar Sharma was
made additional Member, Revenue Board, Patna and Rajesh Prasad Singh
was made Director, Planning and Training Patna with additional charge
of additional charge of additional CEO, Bihar Skill Development Mission.
4 IPS officers shifted in Bihar
Four Indian Police Service (IPS) officers have been transferred and
posted at different places in Bihar. Accordingly, Kumar Akele has been
posted as Superintendent of Police (weaker section), Crime Investigation
Department (CID), Patna while Ms Kim was made Superintendent of Police,
Bhojpur and Satyaveer Singh will now be Superintendent of Police, Traffic,
Patna. Besides, Rajeev Mishra has been appointed as Senior Superintendent
of Police, Darbhanga.

in Haryana (UPDATED)
Navraj Sandhu has been assigned an additional charge of Additional Chief
Secretary, Food and Supply Department in Haryana. He is a 1984 batch

Mass scale recruitment in IRS
This has reference to the re-jointer by R.Sivaraman, the former Secretary
(Revenue) under the caption Comment on mass scale recruitment in IRS
ill informed. In the backdrop of countrywide upsurge against black money
witnessed during 2011, the then Union Law Minister
Veerappa Moily has suggested to the Finance Minister to merge the CBEC
and CBDT to tackle black money effectively. He has cited the example
of UK where the Direct and Indirect Taxes Departments were merged into
Her Majesty's Revenue and Customs (HMRC). Moily felt that a unified
department to cover both direct and indirect taxes would provide enormous
information advantages on a single business across various taxes that
they pay. This would make tax administration more information based
as cross-information is not available when two departments are separate.
However, even though suggestion was a pragmatic one, it was turned down
by the then FM. In any organization the purpose of Cadre Review at regular
interval is to mitigate the stagnation at every stage. Whereas in CBEC,
the benefit of CR is accrued only to the direct recruit IRS and the
lower strata remains stagnant. Neither the association nor the administration
is serious to address this issue. Furthermore, even though the feeder
cadres are recruited through SSC, the seniority is fixed on regional
basis with the result the promotion chances also vary from region to
region. Shri R.Sivaraman, former Secretary (Revenue) was one of the
finest officer and pillar of strength to honest officers of his period
like late Shri Kailash Sethi and others and it will be highly improper
to belittle his contribution to CBEC and its field formations. What
is the purpose in mere creation of posts of Chief Commissioner (TAR)
or Commissioner (TAR) if tax arrears are mounting? I would suggest that
in order to effectively control the tax arrears in direct taxation,
detaching the Arrears wing from CBEC and forming a separate Arrears
Recovery Board with sweeping statutory powers similar to the one created
in banking sector will help to show progress in arrears collection.

Ground of transfer incorrect
The decision of CIC that ground of transfer of an employee is personal
is incorrect. When a person provides a ground requesting the authorities
to transfer her to a particular place/post, then if it is revealed,
other persons familiar with the circumstances of the petitioning employee
can bring to the notice of the authorities if there is any falsehood.
Hence in Public interest the information ought to be given and not denied.

Mismanagement of MES Group A civilian officers
Thanks for bringing out the state of mismanagement of MES group A civilian
officers to the knowledge of other services. This is a continuing saga
to which the IDSE officers the hapless sufferers. Due to deliberate
mismanagement most officers retire with 8700 GP. I would request to
bring out our plight more frequently on this forum. Thanks again.

Another DPC in process
There is another DPC in process for JAG post (60 number). which is already
delayed beyond a year. Vacancies pertains to DPC year 2013-14.Other
than Cadre controlling Authority, the HoD ie E-in-C is responsible for
this plight. He is owning this post as additional charge and his first
priority is to look after the welfare of Corp of Engr whereas affairs
of MES comes as IInd priority.

DATE WITH RTI

Ground for seeking transfer
A query was raised in the RTI application seeking information
relating to transfer application of employees. The Public Information
Officer (PIO) denied the information under section 8(1)(j) as
third parties had objected to disclosure. The Central Information
Commission (CIC) observed that in the absence of any larger public
interest, the information is not to be disclosed.
Comments
An order of Transfer or posting is an administrative order and
is liable to be disclosed suo-motu by the public authority. An
employee may seek transfer on personal or official reasons and
as per section 4(1)(d), every public authority shall provide reasons
for its administrative or quasi-judicial decisions to affected
persons. However, the CIC has held that the specific ground for
transfer is personal in nature and is not liable to be disclosed.
