Tomar chairs 162nd meeting of ESI Corporation
(UPDATED)
Narendra Singh Tomar, Union Minister of Labour & Employment, Steel
and Mines has said that ESIC will keep the insured persons and their
family members in centre while deciding any issue. The Corporation also
approved for a pilot project to be taken up in three States initially,
in order to give wider access to the Labour force in the country. This
will facilitate the beneficiaries to have health care facilities in
general health system of the States. A wider access of health care facilities
will be ensured through initiative for larger number of people in the
country. . Based on the experience of the pilot project, it will be
replicated throughout the country. The Minister informed that the Corporation
has decided to set up State Executive Committee to further improve the
conditions of the dispensaries at lowest level. He also instructed the
ESIC to conduct a large scale inspection by the Members of the Corporation
and other officers to have a first hand status report of ESIC Hospitals
as well as the ESI Hospitals run by the State Govts and give a report
to the Corporation for taking decision for improvement in the secondary
medical care of ESI Scheme. Narendra Singh Tomar, Union Minister of
Labour & Employment, Steel and Mines, Vishnu Deo Sai, Union Minister
of State for Labour & Employment, Steel and Mines released a Poster
on 'Vision and Mission of ESIC' in the 162nd Meeting of the ESI Corporation

Trade Unions, Employers Federations and Medical profession present during
the Meeting welcomed the new Chairman and LEM as well as the new MOS,
L&E. The agenda related to consideration of recommendations of the
Sub-Committee on 'Medical Services and Medical Education'; policy with
regard to giving wider access to the labour workforce on the larger
health care system and optimum utilization of ESI Hospitals; policy
for occupational diseases centres; policy for purchase of medicine and
quality testing, etc. were discussed and important policy decisions
were taken. The ESI Corporation has approved the recommendations of
the Sub Committee on Medical Services and Medical Education, providing
for improvements in the medical services of ESI Scheme for the benefit
of the IPs and their family members.

The best and right moment to define or speculate modi sahbe would be
when he submits his report card after five years as promised by him.
He might prove to be the best prime minister so far. But actual result
cannot be announced in advance. All Indians should pray for prime minister's

Don't blame Railways alone
As per procedure the level crossings are constructed on 50-50 cost sharing
between Railways and State Government. If the States do not spend their
share and don't construct roads over the tracks, then it is not the
responsibility of Railways. The Railways itself is crumbling wherein
the politicians did not allow fare to be raised during the last 10 years
(Laloo and Mamata the biggest culprit). Till late 1990s the Railways
were running on profits. Laloo fudged figures and Mamata gave largesse.

Why don't you look at IAS/IPS etc. in states. These services occupy
about 60 percent to 70 percent of cadre strength. In any state, there
are more number of secretaries/ commissioners, than DMs, ADLDMS &
other staff. The field level is short of staff at the expense of super
time posts

New initiatives of CBDT
CBDT has taken new initiatives to focus of corporate bosses and making
data base people using SUV, spending in Malls etc. but again it is not
targeting the people whose taxable income is more than 1 crore. New
Govt. should increase tax base of people having taxable income of more
than 1 crore. Another step taken by CBDT to see the interest earned
in Cooperative banks more than 10,000/ in a year and screen those account
holders about TDS. This is again targeting the people whose income may
be between 5-10 lakhs and will be small tax payers. Whatever Govt. does
it always settles with small tax payers only. Govt. never cross the
limit of 20-30 lakhs for screening purpose. It means CBDT will look
only small or medium tax payers. Why CBDT cannot prepare list people
owning cars costing more than 20 lakhs, owning property more than 1
crore, staying in 5 star super deluxe hotels, traveling abroad, earned
huge income thru stock options etc. Let FM should give the number in
Parliament people who filed ITR having income more than 1 crore in AY
2014-15. The figure given by earlier FM with smile was around 42,800.
Unexplained smile? Will new FM also follow the same?

Economic Census by MOSPI
Provisional results of Economic Census released by M/o Statistics on
30th July 2014 reveals its efficiency and competence. It has taken Ministry
16 months to complete the field work of the Census compared to more
arduous field work carried out by its sister oganisation, Registrar
General of India for completing the Population Census in just 30 days
in 2011. Use of Census Enumeration Blocks for collection of information
from establishments is really questionable when doubts have been raised
by even the RGI Officers about identification of census enumeration
blocks at this stage. Lack of field supervision by trained and experienced
regular staff of State Governments and Statistics Ministry is one issue
which will raise doubts about the authenticity of the data collected.
Leaving the field work to contract investigators and contract supervisors
who have no accountability has never been successful. It will be interesting
for the Ministry to analyse the data for Gujarat vis-à-vis other
States to establish the strength of claims made during the 2014 general
elections about growth story.

of a department/section every five years by rotation.

RTI Act does not provide the right to
supervise the day to day working
The appellant sought certain information including the weekly
certificate. After receiving these documents, the appellant again
wrote to the FAA to inspect records of weekly certificates signed
by the officials and the dates when each of them was sent to the
next officer to check their authenticity. The FAA did not reply
to this communication. The case came up before the CIC where the
question before the Commission was whether the appellant's request
for inspection should have been allowed after the documents asked
for had been provided to him, since the request for inspection
was made to check the authenticity of the documents provided.
The CIC held that the appellant's request virtually amounted to
supervising and monitoring the day to day functions of the public
authority and refused to grant any relief to the appellant. The
CIC ruled that the RTI Act cannot be used for establishing an
unending dialogue with a public authority about general concerns
or apprehensions that an appellant may have in his mind.
Comments
Once the public authority had provided an information or complied
with an order passed under the RTI Act, the obligation under the
Act is fulfilled. The Section 2(j) of the RTI Act does not provide
the right to supervise and monitor day to day working of a public
authority.
