?
With Prime Minister Narendra Modi becoming the third most followed
world leader on Twitter, next only to US President Barack Obama and
the Pope, he is being discussed everywhere so much so that people have
started comparing him with world leaders of the past. "Is Modi
Stalin, Hitler, Mussolini, Roosevelt or Churchill" ?

Now National Judicial Appointment Commission
?
The new Government is keen to replace the present collegium system with
a six-member National Judicial Appointment Commission (NJAC). The Government
has decided in principle that the NJAC would comprise the Chief Justice
of India (CJI), the two senior-most judges of the SC, the law minister
and the two eminent persons, The present collegium system consists only
of judges.

batch Indian Information Service officer.

The present DG of Directorate of Field Publicity, A P Frank Noronha,

Post of Director (Engg), NPCC lying vacant since April 2011
The post of Director (Engineering), National Projects Construction Corporation
Limited (NPCC) has been lying vacant since April 1, 2011. However, V
K Rattan, GM, NHPC, was selected for the post, but he did not join citing
some personal reasons. PESB is yet to advertise the post.
Sinha to move to Railway Board as ED, PG
Whispers in the corridors of power have it that Madhukar Sinha may soon
move to Railway Ministry as Executive Director, Public Grievance. In
his new stint he would be attached with MoS for Railways. The 1987 batch
IRAS officer is presently posted at Eastern Railway as Financial Adviser
& Chief Accounts Officer.
Eleesha is new PMG, Hyderabad Region
Col. M Eleesha of the 1989 batch of Indian Postal Services has taken
over charge as PostMaster General, Hyderabad Region.

Ravinder Kumar joins South Central Railway as Chief Personnel Officer.

Mrs Panda to look after charge of CMD, BBNL
Mrs Arundhati Panda (I P&T AFS,1985 batch), Director (Finance),
in Bharat Broadband Network Limited (BBNL) under the Department of Telecom,
will look after the charge of CMD, BBNL till new incumbent joins. Mrs
Panda is the most senior Director in the BBNL Board.

Two IPS officers get postings in Karnataka
Services of two officers of Indian Police Service (IPS) have been affected

Why sudden opposition to CSAT and English ?
Why is there a sudden opposition to CSAT and English after so many years?
It smells of political objective. There is nothing wrong with testing
aspiring candidate's knowledge in English language which is definitely
going to be their main language in a few years when they enter the service.
It is presumed that they will always know their own languages and so
there is no need to test them in their own languages. The entire protests
seem to be based on extremely narrow minded and parochial considerations
and will take the civil administration backwards. The agitation is strongly
objected to.

Non supply of the copy of the inquiry report
The appellant wanted to know the status of inquiry initiated against
him and sought copies of the feedbacks collected by the Inquiry
officer from the students, etc. claiming that such forms could
be his defending evidence. On first appeal, the First Appellate
Authority (FAA) directed to provide a copy of the inquiry report
as and when received from the concerned. The CIC noted that the
appellant was to be intimated about the conclusion of the inquiry
and dropping of charges against him and by the time the FAA advised
to provide a copy of the Inquiry Report, the inquiry was completed
and the charges against the appellant were dropped. As this fact
was not put up before the FAA, the CIC held that it amounts to
suppression of vital information and noncompliance of FAA orders.
The CIC observed that it is a very pathetic nonresponsive attitude
of the department against a teacher who is made to suffer without
any relief or information about the dropping of charges against
him and issued a cause notice to the PIO for imposing penalty.
The CIC also granted a token amount of Rs.1,000/ as compensation
to the appellant, for the loss suffered for the nonsupply of information.
Comments
The accused has a right to have a copy of the inquiry report,
whether it is favorable or not, upon completion of the inquiry.
He has this right both under the Right to Information Act, 2005
and under the principles of natural justice.
