How appointments are made in Modi Government ?
There is a new CSB functioning in the Modi Government. The concerned
Secretary and CSB members are called at Cab Sec and provided with the
Dossiers of names on the panel for JS & Dir only half an hour before
Cab Secy joins them for CSB. They are asked to go through the dossier
and have as much as consultations & cross-check over the names on
the panel given to them only half an hour earlier.Within that time-frame
CSB Members are asked to come up with their views on the best suited
candidates.

the Pope, he is being discussed everywhere so much so that people have

Will Arunendra Kr be CEO of the restructured
Railway Board?
The whispers have started doing rounds in the corridors of power that
Arunendra Kumar may be the CEO of the restructured Railway Board which
is expected to take place soon. It would be a matter to be seen whether
the the body would see the supremacy of IAS officers or the Railway
cadre officers.
Ravi wins race of Chairman, Jt Intelligence Committee
Ravindra Narayanan Ravi will head the Joint Intelligence Committee as
its new Chairperson. The former Kerala cadre IPS officer of 1976 batch
had served IB as Special Director. It is reliably learn that senior
IPS officers Amitabh Mathur (1977 batch IPS of Manipur- Tripura cadre)
and P J Hanneman (1979 IPS of Assam-Meghalaya cadre) were also in the
race. Ajit Lal recently completed his tenure as Chairman, JIC on July
31 this year.
Will Rohit Nandan get three months extension ?
Will Air India CMD Rohit Nandan get three months extension on August
11? One can wait and watch. Tenure of 1982 batch UP cadre IAS officer
Rohit Nandan is coming to an end on Monday.
Bains to be PS to MP CM
Iqbal Singh Bains who is returning from the central deputation will
now be Principal Secretary (PS) to Madhya Pradesh Chief Minister Shivraj
Singh Chauhan. The 1985 batch IAS officer Bains who is presently Joint
Secretary, Indian Overseas Affairs, has been repatriated to the parent
Madhya Pradesh cadre. Formal orders of Bains are expected to be issued
this week.
Approx 150 projects to get clearance at one
go?
It is reliably learnt that as many as 150 projects may soon be given
clearance at one go. The meeting of National Board for Wild Life is
scheduled to take place on August 12. If the buzz becomes true all it
would prove to be Modi's master-stroke for the long pending developmental
projects.

Debasis Sen, ED, IOCL, has been waiting for the orders for the post
of Director (Planning & Business Development), Indian Oil Corporation
Limited (IOCL). Vacancy against the post has arisen on August 1, 2014.
Post of Director (Infra), DFCCIL vacant since March
The post of Director (Infrastructure), Dedicated Freight Corridor Corporation
of India Limited has been lying vacant since March 1, 2014. However,
D S Rana, CPM, DFCCIL, has been selected for the post, but his orders
are awaited.
All eyes on new CMD, BDL
All eyes are set on the declaration of name of new Chairman& Managing
Director, Bharat Dynamics Limited (BDL) withheld by the Public Enterprises
Selection Board (PESB) in view of High court orders. However, the Board
has interviewed as many as 10 persons for the post, but not declared
the name at its selection meeting on June 11, 2014.
Om Prakash Li is new Prl RC of Uttarakhand in Delhi
After Alok Kumar Jain made it as the first Chief Commissioner of Uttarakhand
State Right to Service Act the Govt of Uttarakhand has assigned Om Prakash
Li with the additional charge of Principal Resident Commissioner . The
1988 batch IAS officer of Uttarakhand cadre is presently serving as
Principal Secretary, Health, Govt of Uttarakhand.

There is a professor in Madhya Pradesh who has worked with 60 IAS officer.
Dr D P Singh, Professor of Zoology, has always been in the Madhya Pradesh
Secretariat for the last 20 years before taking VRS from service. Incidentally
, he has a record which shows that he worked with 60 IAS officers during
his career.

Modi trying to model as Margrate Thatcher !
Narendra Modi has all the qualities to become World leader. Presently
he is trying to model himself as Margrate Thatcher. The U K PM Margrate
Thatcher had turned round the British economy.

Will Sushama prevail in future ?
I am sure, Narendra Modi may not be able to complete his full five year
period. He has become power centric and does not believe in de-centralisation
of powers. He interferes even in petty issues like posting of PSs/OSDs.
The work in most of the Minister's office has come to a grinding halt
as one only finds inexperienced and Hindi speaking saffron brigade as
support staff and not the usual experienced Pillais and Iyers known
for their secretarial acumen.. There is already dissention. According
to astrological predictions, Mrs. Sushma Swaraj may emerge as the unanimous
PM at the end of three years. She has the grace, charm and intelligence.

Modi's work alone will speak for itself
On Narendra Modi, one cannot help but admire the person who started
life selling tea and rose to the eminence which he has today by dint
of merit and sheer hard work. He did not have parents, grandparents
and great grandparents who were rich, powerful or political. He did
not have lobbies rooting for him. He belonged to no dominant caste which
could muscle him to power in his state. He has no inherent "vote
bank", no 11%/ 14%, no combination like KHAM, MY, Jatavs+ Brahmins,
Bramhins+Dalits+ Muslims etc. Of course, the victory over the UPA is
not only an NDA victory, it is also a loss of the UPA. The UPA came
to a sorry pass also because of its own faults including massive corruption
and the inability to reduce spiraling inflation. That the NDA could
cash in is to the credit of the NDA (other contenders like AAP, SP,
BSP, left parties, RJD, JD(U) etc, though vociferous and adept at using
the media, could not effectively place themselves in the public mind
as worthy enough). Modi's success in the elections is two fold. He won
in his own party, the right to become contender for PM, over other contenders.
Then, he delivered in the elections. His performance in the Presidential
style campaign is his greatest performance till date. He is a mass leader,
that he has proved. He is taking steps towards being a statesman (his
reaching out to all allies including potential ones, the drive for better
relations with neighbouring countries, the mature approach in handling
media, his selection of officers to man senior positions, his calibrated
and measured approach in all things, his restraint and timing are all
pointers). He is also quickly learning the ropes about being an able
administrator at the Centre (he has proved himself at the State level
but the Centre is new for him). That he has kept out his seniors in
politics is inevitable and necessary, since the victory is his, leadership
has to be his mantle and the seniors cannot don it by proxy. However,
Ministerial offices may require talent which issue he will probably
have to apply his mind to since it is humanly difficult for each Minister
to effectively man three Ministries. He also has to deal with the propaganda
machine of the Congress, AAP, leftists, RJD, JD(U) and others who have
their knives out (since they know that if he succeeds, they will be
finished forever). With respect to the propaganda of these parties that
on economic issues and issues like inflation, the response of the Government
does not appear to be yielding quick results, he has been taking and
has to continue to take sound decisions. It must also be realised that
the question of judging Modi as PM immediately is also a little early.
But by all accounts, he has acquitted himself well enough and deserves
to be in the top job which he has earned after decades of service to
the nation at various levels (as opposed to (1) the inheritors, (2)the
rookies who tend to feel that barring themselves every one else is at
fault, and also (3) those amongst the self made who made it but never
cared for the country). This country has a lot of politically committed
groups who may not exactly like him, but in the end, his work will speak
for itself.

Can somebody explain the process of empanelment. In the earlier years,
continuous 'outstanding' in the ACR were the main consideration; now
I am told it is graded to the scale of 10. What is the grade needed
to be considered as 'outstanding'

Why sudden opposition to CSAT and English ?
Why is there a sudden opposition to CSAT and English after so many years?
It smells of political objective.
There is nothing wrong with testing inspiring candidate's knowledge
in English language which is definitely going to be their main language
in a few years when they enter the service. It is presumed that they
will always know their own languages and so there is no need to test
them in their own languages.
The entire protests seem to be based on extremely narrow minded and
parochial considerations and will take the civil administrations backwards.
The agitation is strongly objected to.

Disclosure of Justice Mukul Mudgal Committee report regarding
lobbying
The appellant sought information regarding documents/correspondence
on meeting(s) of PMO with Walmart lobbyists, files notings/correspondence
on setting up of Justice Mukul Mudgal Committee to probe lobbying
by foreign companies mentioning terms and reference, action taken
on the same and steps taken to prevent lobbying etc. During hearing
before the Central Information Commission (CIC), the respondent
stated that the report has now been laid down in the parliament.
The CIC directed to provide the information while appreciating
the efforts put in by the appellant. The CIC also directed that
such information as can be made available, be updated on their
website u/s 4(2) of the Act, so that the public need not file
an application to obtain the information.
Comments
As per section 8(1)(c) of the RTI Act, 'There shall be no obligation
to give any citizen information, the disclosure of which would
cause a breach of privilege of Parliament or the State Legislature'.
However, after the report is laid before the parliament, there
is no exemption available to the report and it is liable for disclosure.
