Whispers in the corridors of power have it that Dr Anil Kumar is running
ahead in the race of ADG, Forest. He is a 1980 batch IFS officer of

made it as DG, Forest. Reportedly, the appointment is expected to take
place by the end of this month.
Upgradation of Balmer Lawrie on the cards?
If some top sources are to be believed Balmer Lawrie, a Mini-Ratna PSE
under the Ministry of Petroleum and Natural Gas, under the Govt of India,
is being tipped for upgradation. The Cabinet Secretariat, reportedly,
has sought further clarification from the Dept of Public Enterprises
on the up-gradation of Balmer & Lawrie.
Will a Pvt Sector executive be CMD of Scooters India Ltd?
The coveted slot of CMD, Scooters India Ltd, has been lying vacant since
April 2013. Presently, Rajesh Kumar Singh, Joint Secretary, Heavy Industries
is holding an additional charge of CMD, SCI. If the buzz has to be believed
there has been a strong view in the Government of India to have a Private
Sector executive for the slot. Though PESB has re-advertised the post
for which retired CPSE executive upto the age of 62 years and private
sector executives are eligible for application.
Post of Joint Director (Admn) ED is yet to be advertised?
The post of Joint Director (Admin) Enforcement Directorate has been
lying vacant since June 30 after the retirement of M G Atri. The post
is yet to be advertised.
Uttarakhand CS poised for Chairman, State Electricity Authority
Whispers in the corridors of power have it that Uttarakhand Govt would
appoint Subhash Kumar, the incumbent Chief Secretary, as Chairman of
Uttarakhand State Electricity Authority. The 1977 batch IAS officer
of Uttarakhand cadre has got six months extension beyond April 2014.
He will retire on October 31 this year.

The Public Enterprises Selection Board (PESB) has failed to select right
candidate for the post of Managing Director, HMT Machine Tools Limited
at a selection meeting. Only two persons were interviewed for the same.
The Board has recommended the Department of Heavy Industry to explore
possibility of appointing a candidate on deputation basis or make alternate

Our PM Narendra Modi is trying to become Hitler. In fact 50 per cent
Hindus are liberal in this country and hence Modi cannot become Hitler.

Surely good things being contemplated by Health Minister will not augur

Equivalent expenditure will incur on sending CGHS patients to private
hospitals
The amount which the Government spends on treatment of CGHS patients
through Government hospitals will be almost equivalent to the expenditure
which they will incur on sending CGHS patients to private hospitals.
Treatment of CGHS patients in Government involves availing hospital
facilities, salary & wages of employees, diagnostic tests, office
expenses, building maintenance etc. Government hospitals are meant for
the poor. The conditions for CGHS patients were relaxed in order to
avoid rush at Government hospitals. If the paraphernalia of CGHS itself
is abolished the Government will be saving a lot of money. For the Government
employees every where there should be scheme of medical insurance.

Disclosure of Justice Mukul Mudgal Committee report regarding
lobbying
The appellant sought information regarding documents/correspondence
on meeting(s) of PMO with Walmart lobbyists, files notings/correspondence
on setting up of Justice Mukul Mudgal Committee to probe lobbying
by foreign companies mentioning terms and reference, action taken
on the same and steps taken to prevent lobbying etc. During hearing
before the Central Information Commission (CIC), the respondent
stated that the report has now been laid down in the parliament.
The CIC directed to provide the information while appreciating
the efforts put in by the appellant. The CIC also directed that
such information as can be made available, be updated on their
website u/s 4(2) of the Act, so that the public need not file
an application to obtain the information.
Comments
As per section 8(1)(c) of the RTI Act, 'There shall be no obligation
to give any citizen information, the disclosure of which would
cause a breach of privilege of Parliament or the State Legislature'.
However, after the report is laid before the parliament, there
is no exemption available to the report and it is liable for disclosure.
