I have been following up this website from past some time and my day does not ends unless I go through its contents once a day. Kudos for it. PM Modi deserves encomiums for truncating the Appointments Committee of the Cabinet ( IE, Aug 13) to fast-track appointments at higher echelons. Under earlier dispensation, the ACC was reduced to a sham. No decision could be taken without the covert approval of the infamous "high command". The then PM was only a ceremonial head. Memoirs of Sanjay Baru and K. Natwar Singh confirm this. Incidentally, seeking ex-post facto approval of HM, is redundant. This could be dispensed with if the intelligence input is made available to PM for taking a holistic view.

Disclosure of Justice Mukul Mudgal Committee report regarding lobbying

The appellant sought information regarding documents/correspondence on meeting(s) of PMO with Walmart lobbyists, files notings/correspondence on setting up of Justice Mukul Mudgal Committee to probe lobbying by foreign companies mentioning terms and reference, action taken on the same and steps taken to prevent lobbying etc. During hearing before the Central Information Commission (CIC), the respondent stated that the report has now been laid down in the parliament. The CIC directed to provide the information while appreciating the efforts put in by the appellant. The CIC also directed that such information as can be made available, be updated on their website u/s 4(2) of the Act, so that the public need not file an application to obtain the information.

Comments

As per section 8(1)(c) of the RTI Act, 'There shall be no obligation to give any citizen information, the disclosure of which would cause a breach of privilege of Parliament or the State Legislature'. However, after the report is laid before the parliament, there is no exemption available to the report and it is liable for disclosure.
