Ten new posts of Judges are believed to have been created in the Madhya
Pradesh High Court.
Dr Raju in race for Addl Secy, Legislative Affairs
Whispers in the corridors of power have it that Dr G N Raju is in the
race for Additional Secretary, Legislative Affairs. Reportedly, he had
appeared for the interaction at Cabinet Secretariat on August 1. He
is serving with the Department of Legislative Affairs as JS. The post
has fallen vacant after the appointment of Dr Sanjay Singh as Secretary,
Legislative Affairs.

With the last date of applying for Director (HR), Indian Oil Corporation
Ltd (IOCL) passing away last week, the countdown for selection of a
suitable candidate for the coveted post has started. As many as 16 internal
candidates have applied for the same.

Whispers in the corridors of power have it that Andrew Lyngdoh may soon
be empanelled to be posted in Govt of India as Joint Secretary or equivalent.
He is 1991 batch Indian Forest Service officer of Assam-Meghalaya cadre.

Mohd Shahzad has been empanelled for the post of Joint Secretary in

Agrawal likely to join central deputation
Sanjeev Sharan Agrawal is expected to join central deputation at Deputy
Secretary/ Director level in Government of India. He is a 1996batch
Indian Telecom Service officer.
Chawla likely to return to parent cadre
Arunish Chawla, who is working as Joint Secretary in the Ministry of
Finance, is expected to return to his parent cadre after completion
five years' tenure on central deputation in August. He is a 1992 batch
IAS officer of Bihar cadre.

carved Telangana State for creating a reliable and accurate database

No intention to check corruption
While the new proposal on judicial appointments is welcome, but if laws
were the solution to check corruption, we should not have had corruption
in our country as we have so many laws, made so easily that full enforcement
is almost impossible. Actual issue in our country is lack of "Neeyat"
to check corruption. If there is a will to reward honesty and merit
and punish all those who go against it...corruption will be largely
taken care.

Order disposing the review petition against dismissal
The Appellant was an employee of the Bank and was dismissed from
service in 2001. He had filed a review petition, which was disposed
of. He sought a copy of the original order signed by the Reviewing
Authority to dispose of his review petition. It was denied by
the Public Information Officer (PIO) under Section 8(1)(d) and
Section 8(1)(e) of the RTI Act, on the ground that it was internal
and confidential information. The Appellant submitted that he
is entitled to receive the information sought by him and wants
to be sure that his review petition was disposed of by the competent
reviewing authority. The CIC observed that it is not apparent
how disclosure of this information can harm the competitive position
of the Bank or of a third party. The CIC held that Section 8(1)(e)
is not relevant because the Appellant is asking for information
regarding disposal of his own Review Petition and not that of
a third party.
Comments
If information pertains to an individual, it would be difficult
for a PIO to deny to the same individual claiming it as personal
or fiduciary information of a third party.
