Dear Health Minister -

You must have read pathetic tales of pensioners vis a vis CGHS. These grievances have appeared on this site more than dozen times. After attaining age of 60 years and after retired, pensioners are largely undergoing a phase of trauma and depression. As the years pass by their physical strength also gets diminishing. All faculties start working at around 50% or less. By the age of 65 years they are only kind of skeletons. Not only this in some cases they become widowers. And children in most cases have already left them after marriage or otherwise and live in other countries/cities meaning thereby no emotional support at hand.

So devoid of physical strength, continuous fight to remain medically not fit or very fit but only workable they are required to undergo the following ordeal by CGHS

1. Stand in long queues for hours in local CGHS dispensary
2. To Spend money in taxis etc to reach hospitals like Willingdon hospital for referrals.
3. Again stand in Queues for their turn for hours to see the specialists.
4. Again in Queues to take medicines / injections

Health Minister - this is torture?

Kindly now ask Health Ministry to wake up from deep slumber and take care of your pensioners and do the following immediately for pensioners or atleast for pensioners who have attained 65 years of age.

1. Whether OPD or Indoor or all major / minor surgeries / procedures allow them to go to any empanelled hospital of their choice directly, absolutely no need to be got referred / forwarded by local dispensaries.
2. Similarly, all diagnostic/other tests in any empanelled hospital directly without need of being referred to.
3. Most minimal interface with any CGHS outfit
4. All cashless or say reimbursable basis with CGHS card
5. Today with IT technology everything is possible.

Please do it.

Order disposing the review petition against dismissal

The Appellant was an employee of the Bank and was dismissed from service in 2001. He had filed a review petition, which was disposed of. He sought a copy of the original order signed by the Reviewing Authority to dispose of his review petition. It was denied by the Public Information Officer (PIO) under Section 8(1)(d) and Section 8(1)(e) of the RTI Act, on the ground that it was internal and confidential information. The Appellant submitted that he is entitled to receive the information sought by him and wants to be sure that his review petition was disposed of by the competent reviewing authority. The CIC observed that it is not apparent how disclosure of this information can harm the competitive position of the Bank or of a third party. The CIC held that Section 8(1)(e) is not relevant because the Appellant is asking for information regarding disposal of his own Review Petition and not that of a third party.

Comments

If information pertains to an individual, it would be difficult for a PIO to deny to the same individual claiming it as personal or fiduciary information of a third party.
