This is about ongoing debate on the FORUM regarding allowing Government Pensioners the facility of directly taking OPD facilities from empanelled hospitals, After putting-in more than 39 years of Government Service, I retired this year. I hardly visited CGHS dispensaries during those 39 years, mainly because of poor facilities; harassment by doctors; poor quality medicines, and; careless attitude of doctors. Now after retirement, I visited a dispensary at Mahavir Enclave, Palam, thinking that I have enough time now, and that may be they treat pensioners in a better way. I was disappointed. There were about 100 or more persons standing outside doctors room. These two doctors were assigned to attend to senior citizens only. It took almost 4 hours to reach the doctor, who listening to my problem simply asked me to go to Safdarjung and meet a Surgeon. On a plain paper he mentioned ,"Referred to Surgeon at Safdarjung or RML Hospital", and disposed me off in two minutes refusing to see even the ultrasound report which was done during my Annual Medical Check-up last year.


I have given my prime years to Government at the cost of my health and social obligations, even ignoring my family. There are many like me. We atleast deserve to be treated in a better way by providing medical OPD facilities at Govt Recognised Hospitals. Will the New Dynamic Healthy Minister Consider this plea?

Order disposing the review petition against dismissal

The Appellant was an employee of the Bank and was dismissed from service in 2001. He had filed a review petition, which was disposed of. He sought a copy of the original order signed by the Reviewing Authority to dispose of his review petition. It was denied by the Public Information Officer (PIO) under Section 8(1)(d) and Section 8(1)(e) of the RTI Act, on the ground that it was internal and confidential information. The Appellant submitted that he is entitled to receive the information sought by him and wants to be sure that his review petition was disposed of by the competent reviewing authority. The CIC observed that it is not apparent how disclosure of this information can harm the competitive position of the Bank or of a third party. The CIC held that Section 8(1)(e) is not relevant because the Appellant is asking for information regarding disposal of his own Review Petition and not that of a third party.

Comments

If information pertains to an individual, it would be difficult for a PIO to deny to the same individual claiming it as personal or fiduciary information of a third party.
