A couple of
Secretary level postings are expected to take place in the Government
of India this week.
Ranjan Mathai on way out ?
Indian High Commissioner in London Ranjan Mathai seems to be on his
way out. Former Secretary, MEA, Mathai is a retired 1974 batch IFS officer.
CIC is headless
After the retirement of Rajiv Mathur, the prestigious post of Chief
Information Commissioner (CIC) is headless. The Government has not named
successor of Mathur.
Changes in top posts with Fin Min ruled out?
If some highly placed sources in politics & bureaucracy are to be
believed, reshuffle of Secretaries with Finance Ministry is ruled out
now. Reportedly, PMO seems to be in the favour of stability in the top
positions in Finance. Speculations would go on till the expected reshuffle
of Secretaries takes place.
Will the selection of VC (CVC) get delayed?
Whispers in the corridors of power have it that the selection of Vigilance
Commissioner may get delayed. The PIL, questioning the selection process,
filed is scheduled for hearing in Supreme Court on August 29. One can
only wait & watch.
V Rajagopalan unlikely for Chairman NBA ?
It is reliably learnt that V Rajagopalan, the incumbent Secretary, Dept
of Environment & Forest, may miss the chance for Chairman, National
Bio-diversity Authority. Reportedly, the PMO is apprehensive in accommodating
the mutually conflicting views of present & former Union Ministers
over his selection process. The 1978 batch IAS officer of UP cadre is
set to superannuate on August 31.
Deputation tenure of Adviser to ED, ADB ends this month
Central deputation tenure of Sudhakar Shukla as Adviser to Executive
Director, African Development Bank (ADB) is coming to an end in August
2014. He is a 1985 batch IES officer.

World leader is US President Obama. Don't equate Narendra Modi with
five World leaders. He will deal problems with iron hand.

Lame excuse
It is a tame excuse given by Health minister in removing Sanjiv Chaturvedi
from the post of CVO AIIMS .Officer of any service, be it All India
Services or other Group A services can be posted as CVOs on deputation.
It has been two years since this officer has been in this post. The
fact of the matter is that he has been removed as he had become a thorn
in the flesh for the corrupt elements in the AIIMS. During his time
there, about dozen vigilance cases have been booked against several
personnel. This has been revealed under an RTI enquiry by Subhash Aggrawal
a much celebrated RTI activist. It is really sad that even under new
regime honest officers have no place. This officer was hounded by Haryana
Government for his zealous campaign against forest grabbers and only
an appeal to the President brought him reprieve from the persecution
by his state cadre.Now the Health Ministry has done the same. While
the Prime Minister seems to be sincere in changing the bureaucratic
culture, some of his Cabinet members appear to be helpless before the
wily bureaucrats. The health minister certainly appears to be so .So
it seems is the Minister of Urban Development against Directorate Of
States.From a personal knowledge of a particular case of house allotment
I find things remain the same in this department which also reeks of
corruption. One feels disappointed after one hoped things would definitely
change with Modi at the helm of affairs.

All the technical posts should be handled by the technocrats but unfortunately
these post are occupied by the bureaucrats who even don't know the basic
of the field. They are holding the post only because they are IAS/IPS/IFS.
In Civil Aviation sector all the posts which are highly technical i.e.
Air India, DGCA , Airport Authority are headed by these people only.

Raw marks scored by an unsuccessful candidate in Civil Services
(Mains)
The appellant asked for scores in some of the papers of Civil
Services Exam 2011. The Public Information Officer (PIO) informed
appellant that as per rules of Civil Services (Main) Examination
2011, "papers on Essay, General Studies and optional subjects
of only such candidates will be taken cognizance of as attained
such minimum standards as may be fixed by the Commission at their
discretion for the qualifying papers on Indian languages and English
and therefore the marks in Essay, General Studies and Optional
Subjects will not be disclosed to those candidates who fail to
obtain such minimum qualifying standards in Indian language and
English paper". As the appellant had failed to attain minimum
qualifying marks in Hindi, his papers in Essay, General Studies
and Optional Subjects have not been taken cognizance of. The PIO
submitted during the hearing before the CIC that the information
being sought was denied in terms of the gazette notification issued
by the government of India on Feb 23, 2011 for the Civil Services
Exam 2011, which clearly stipulates that if a candidate fails
to obtain minimum qualifying marks in Indian language paper, marks
in respect of other papers will not be disclosed to the candidate.
It was further submitted that the information being sought has
not attained final shape as the marks are neither tabulated nor
moderated. The CIC directed the PIO to provide the information
sought by the appellant. The CIC added that the Public authority
is free to clarify that these are raw marks and have not been
moderated.
Comments
As per Section 22 of the RTI Act, the provisions of RTI Act shall
have effect notwithstanding anything inconsistent therewith contained
in the Official Secrets Act and any other law for the time being
in force. Hence, the sections of the RTI Act alone can be used
to deny information.
