Sikri to be either Secretary General Lok
Sabha or CVC ?
Rumour mill says that D K Sikri will either be Secretary General of
the Lok Sabha or the new CVC. Former Secretary Justice in the GoI Sikri
is retired 1975 batch IAS officer of Gujarat cadre. His meeting with
Prime Minister Narendra Modi has fuelled speculations to this effect.
Is CIC defunct ?
If the Right to Information Act 12 (1) is taken into account the Central
Information Commission is defunct without the Chief Information Commissioner.

Public Enterprises Selection Board (PESB) is believed to have scrapped

Dynamics Limited (BDL) in view of High Court orders. The Board had interviewed
as many as 10 persons for the post, but not declared the name at its
selection meeting on June 11, 2014.

Can you share the reasons for not holding the CSB now a days for Director
level appointments.

Separate queue for retired employees
There should be separate queue for retired Central Government employees
both in the CGHS dispensaries and Government hospitals having also an
air conditioned enclosure for their sitting. There should be bare minimum
annual health check-up for all categories of employees. This can alert
them in advance. As a result the Government will also be saving huge
medical bills, which could occur because of the lackadaisical attitude
of the employee. Some things have also to be looked into a lady Central
Government employee can make her husband (even if he is employed in
private company or doing business) and her in-lass dependants (even
if her father-in-law is doing business). Some of the male employees
also make their parent dependents even if the fact that their father
is running a shop. Such a facility cannot happen if the male employees
father is getting pension.

Raw marks scored by an unsuccessful candidate in Civil Services
(Mains)
The appellant asked for scores in some of the papers of Civil
Services Exam 2011. The Public Information Officer (PIO) informed
appellant that as per rules of Civil Services (Main) Examination
2011, "papers on Essay, General Studies and optional subjects
of only such candidates will be taken cognizance of as attained
such minimum standards as may be fixed by the Commission at their
discretion for the qualifying papers on Indian languages and English
and therefore the marks in Essay, General Studies and Optional
Subjects will not be disclosed to those candidates who fail to
obtain such minimum qualifying standards in Indian language and
English paper". As the appellant had failed to attain minimum
qualifying marks in Hindi, his papers in Essay, General Studies
and Optional Subjects have not been taken cognizance of. The PIO
submitted during the hearing before the CIC that the information
being sought was denied in terms of the gazette notification issued
by the government of India on Feb 23, 2011 for the Civil Services
Exam 2011, which clearly stipulates that if a candidate fails
to obtain minimum qualifying marks in Indian language paper, marks
in respect of other papers will not be disclosed to the candidate.
It was further submitted that the information being sought has
not attained final shape as the marks are neither tabulated nor
moderated. The CIC directed the PIO to provide the information
sought by the appellant. The CIC added that the Public authority
is free to clarify that these are raw marks and have not been
moderated.
Comments
As per Section 22 of the RTI Act, the provisions of RTI Act shall
have effect notwithstanding anything inconsistent therewith contained
in the Official Secrets Act and any other law for the time being
in force. Hence, the sections of the RTI Act alone can be used
to deny information.
