The file of M K Goel for the appointment as Chairman and Managing Director,
Power Finance Corporation Limited (PFC) is reportedly stuck up with
Central Vigilance Commission (CVC) for its clearance. The post has been
lying vacant since September 13, 2013 whereas Goel was selected for
the post on December 16, 2013.
Rathore to vacate a JS slot in MoEF
As the grapevine has it Brij Mohan Singh Rathore is all set to repatriate
to Madhya Pradesh. The 1982 batch IFS officer is serving with Department
of Environment & Forest (GoI) as Joint Secretary. He is completing
his tenure under central deputation on August 24.
Tenure of JS in HRD Khare ends this month
The tenure of Amit Khare as Joint Secretary in the Ministry of Human

Pranab Mukherji, President of India, bestowed "Honor of Excellence"
award to seven top industrial leaders that included Dr R K Tyagi, Chairman

self-reliant India. The President gave away these awards at the inaugural
function of Indian Institute of Engineering Science and Technology (IIEST),
Shibpur (West Bengal). He dedicated the institute to the nation on August
24, 2014. The institute has also been conferred with the status of 'Institute
of National Importance' through enactment in the Parliament. Dr Tyagi
is an engineer in Electronics & Telecommunications from IIT Roorkee
and has served ONGC (1976-2003) where he rose to the position of General
Manager. He was CMD of Pawan Hans (2007-12) before taking over as Chairman
HAL in March 2012. Prof. M Anandakrishnan (Chairman, Board of Governors,
IIT Kanpur), Mrs Justice Manjula Chellur, Chief Justice of Kolkata High
Court, T Arun Vijay, Member of Parliament, Dr. Partho Chatterjee, Education
Minister (West Bengal) were present on the occasion. The erstwhile Bengal

C S Verma, Chairman SAIL elected first President
of Indian Steel Association (UPDATED)
The Indian steel industry is the 4th largest steel producer in the world
and is poised to become the 2nd largest producer in the coming years
with the capacity expected to reach 300 million tonnes by 2025. The
industry, however, faces various challenges on this course in terms
of adequate growth, markets, raw materials and technology. The industry
leaders have often felt the need of a forum where they can deliberate
the issues of common concern. Taking a step towards this, major steel
producers of India came together and formally launched the Indian Steel
Association at a meeting attended by industry leaders from SAIL, Tata
Steel, JSW, RINL, JSPL, Essar in the presence of G Mohan Kumar, Secretary,
Ministry of Steel. C S Verma, Chairman, SAIL was unanimously elected
as the first President of the Indian Steel Association and Sajjan Jindal,
Chairman & Managing Director, JSW, T V Narendran, MD, Tata Steel,
P Madhusudan, CMD, RINL will be apex committee members. Open to any
steel producer with a yearly capacity of at least 2 million tonnes per
annum, the Indian Steel Association aims to transform the steel industry.The
association envisions to work towards transforming the Indian steel
industry as a global leader acclaimed for its Quality, Productivity
& Competitiveness. Steel producers with capacity less than 2 million
tonnes can be affiliate members. It was a shot in the arm for the Indian
steel association to receive recognition from World Steel Association
during the meeting. A certificate to this effect was presented on behalf
of Chairman and Board of Directors of World Steel Association. Dr. Edwin
Basson, Director General, World Steel Association, was present during
the meeting and he outlined the role and responsibilities of such an
association in a competitive scenario. In the meeting, Secretary Steel,
G Mohan Kumar, in his address to the association, stressed that the
members of the association were expected to work with cohesion, collaboration
and coordination to deal with the common issues of concern of the Indian
Steel industry. Verma thanked the members for reposing confidence in
him by electing him as the first President of the Indian Steel Association
and mentioned that he looked forward to work along with the other members
so that the Indian steel industry plays a catalyst role in the economic
growth of the country.

the company were present with him on the occasion. Speaking about performance
of the company, he said that during year the Company crossed 43,000
MW capacity and the current installed capacity is 43,128 MW. 1,835 MW
new capacity was added during the financial year 2013-14. NTPC has awarded
work for 4,150 MW capacity and exceeded the capex target of Rs. 20,200
crore during the year. He informed that the capex of the company has
been increasing steadily since 2011-12 with an exceptional and unprecedented
feat of exceeding targets by about 7.5% in 2013-14. The adjusted profit
increased by 16.44% reaching Rs. 10,562 crore and the total income increased
by 8.5% reaching Rs. 74,708 crore. During the AGM shareholders gave
consent for a total dividend of Rs. 5.75 per share for the year. Regarding
the growth of the sector he said India currently has one of the lowest
annual per capita power consumption of 917.18 kwh in the world which
is the lowest among BRICS nations. Demand, supply and consumption trends
will be the key to the growth of the sector. He said I am confident
that the future will see growth in the economy, fuelling more demand
for power.

Pain of pensioners
Dear Health Minister,
Feel the pain of pensioners. For one consultation in CGHS approved
hospital, a pensioner patient has to visit his dispensary four times
to get the medicine finally issued from CGHS dispensary. If the doctors
of the Pvt. recognised hospitals are not to be trusted where is the
guarantee for the doctors of govt. hospitals. A head of the department
of Safdargunj Hospital is still languishing in jail. AIIMS Delhi has
recently come into controversy for corruption. No doctor would refuse
commission, be he of Pvt. Hospital or Govt. Hospital. kindly help out
the pensioners. Simplify the procedure.

Why should Rajgopalan be even allowed to apply for a post which is
attached to MOEF. He becomes eligible for this just because he worked
in MOEF in administration. These kinds of unethical practices adopted
by those in power should be banned and those who are propagating them
should be penalised to say the least.

Raw marks scored by an unsuccessful candidate in Civil Services
(Mains)
The appellant asked for scores in some of the papers of Civil
Services Exam 2011. The Public Information Officer (PIO) informed
appellant that as per rules of Civil Services (Main) Examination
2011, "papers on Essay, General Studies and optional subjects
of only such candidates will be taken cognizance of as attained
such minimum standards as may be fixed by the Commission at their
discretion for the qualifying papers on Indian languages and English
and therefore the marks in Essay, General Studies and Optional
Subjects will not be disclosed to those candidates who fail to
obtain such minimum qualifying standards in Indian language and
English paper". As the appellant had failed to attain minimum
qualifying marks in Hindi, his papers in Essay, General Studies
and Optional Subjects have not been taken cognizance of. The PIO
submitted during the hearing before the CIC that the information
being sought was denied in terms of the gazette notification issued
by the government of India on Feb 23, 2011 for the Civil Services
Exam 2011, which clearly stipulates that if a candidate fails
to obtain minimum qualifying marks in Indian language paper, marks
in respect of other papers will not be disclosed to the candidate.
It was further submitted that the information being sought has
not attained final shape as the marks are neither tabulated nor
moderated. The CIC directed the PIO to provide the information
sought by the appellant. The CIC added that the Public authority
is free to clarify that these are raw marks and have not been
moderated.
Comments
As per Section 22 of the RTI Act, the provisions of RTI Act shall
have effect notwithstanding anything inconsistent therewith contained
in the Official Secrets Act and any other law for the time being
in force. Hence, the sections of the RTI Act alone can be used
to deny information.
