Ours is a large country and there are many more institutions within the umbrella of power, it appears your site least care for them may be those institutions are not news makers. They also contribute substantially to the society and in the nation building as well. I can only appeal to you to allot space for happenings in those institutions as well.

The 160 kmph drama

Over 250 RPF personnel were deployed and 62 trains detained for the 160 kmph trial run (peak not average speed) between Delhi and Agra conducted recently by the railways. It is evident that the railway is not prepared for even this speed, infrastructure or capacity wise and it would take years to reach there. The extent to which top railway bureaucrats would go to impress or take for a ride even the PM of the country is indeed amazing.

BJP should go for PSA and Dy NSA posts for merit scientific persons
The time has come for India to make a mark in scientific research in the world. It will be patriotic if the BJP appoints Sivathanu Pillai as either Principal Scientific Adviser (GOI) or Deputy NSA. I believe he fits the role perfectly. The man has turned US$300 million India-Russia Brahmos partnership worth to US$6 billion. Also he has been holding the rank of Distinguished Scientist in DRDO for nearly 15 years. He is the senior most scientist by several years to VK Saraswat and Avinash Chander who are both known for Israel and corporate lobby.

DATE WITH RTI

RTI Act does not provide the right to supervise the day to day working

The appellant sought certain information including the weekly certificate. After receiving these documents, the appellant again wrote to the FAA to inspect records of weekly certificates signed by the officials and the dates when each of them was sent to the next officer to check their authenticity. The FAA did not reply to this communication. The case came up before the CIC where the question before the Commission was whether the appellant's request for inspection should have been allowed after the documents asked for had been provided to him, since the request for inspection was made to check the authenticity of the documents provided. The CIC held that the appellant's request virtually amounted to supervising and monitoring the day to day functions of the public authority and refused to grant any relief to the appellant. The CIC ruled that the RTI Act cannot be used for establishing an unending dialogue with a public authority about general concerns or apprehensions that an appellant may have in his mind.

Comments


Once the public authority had provided an information or complied with an order passed under the RTI Act, the obligation under the Act is fulfilled. The Section 2(j) of the RTI Act does not provide the right to supervise and monitor day to day working of a public authority.
