Ms Razdan to be new UPSC Chairperson
Rajni Razdan will take over as Chairperson of the Union Public Service
Commission (UPSC) on August 17. Haryana cadre 1973 batch retired IAS
officer Ms Razdan would succeed D P Agrawal.
Repatriation of a dozen JS level IAS officers this month
Around one dozen IAS officers working at Joint Secretary level in Government
of India are likely to repatriated to their respective parent cadres
in August, 2014.
Couple of AS level postings this week
A couple of Additional Secretary level postings are expected to take
place in the Government of India this week.
Empanelment at JS, AS and Secretary level not easy
Empanelment at Joint Secretary, Additional Secretary and Secretary level
posts is not an easy process. It involves assessment of ACR dossiers
by Experts Panels comprising retired Secretary level officers, constituted
with the approval of the Appointments Committee of the Cabinet (ACC).
After assessment by the Experts Panel, all relevant records are placed
before the Civil Services Board (CSB)/Screening Committee of Secretaries
(SCOS). Keeping in view the grading of the officer, consideration norms
applicable for empanelment under the orders of the ACC, such as the
general reputation of the officer, the types of assignment handled,
the variety of experience exposed to and vigilance status, the CSB/SCOS
makes recommendation regarding empanelment to the ACC.
Srivastava race for MRB (Electricals), CVC
clearance awaited
Whispers in the corridors of power have it that Pradeep Kumar Srivastava
is also in the race for Member (Electricals) Railway Board. His name
has been sent to CVC for clearance. The slot has fallen vacant after
the retirement of Kul Bhushan on July 31. Srivastava, an IRSEE officer
of 1977, is GM, South Central Railway.
1984 to 1986 86 batch IRS (C&CE) officers poised for promotion as
CC
As the grapevine has it, IRS (C&CE) officers belonging to 1984,
1985 & 1986 batches are poised to be promoted as Chief Commissioner.
The file is reportedly lying with the Finance Minister which may soon
be sent to the ACC for its ratification.
Selection of CBDT Members this month only
Whispers in the corridors of power have it that selection of CBDT Members
is getting delayed. The Department of Revenue has referred the matter
to ACC for bench-marking; a statutory requirement after the cadre restructuring
of CBDT.
Debasis Sen yet to get CVC clearance for Director, IOCL
The Central Vigilance Commission (CVC) is yet to give clearance to Debasis
Sen, ED, IOCL, for the appointment as Director (Planning & Business
Development), Indian Oil Corporation Limited (IOCL). The vacancy of
this post is arising on August 1, 2014.
Ms Bhatnagar yet to get CVC clearance for
Director, BLC
The Central Vigilance Commission (CVC) is yet to give clearance to Ms
Manjusha Bhatnagar, GM, MRPL, for the appointment as Director (HR &
CA), Balmer Lawrie & Company Limited (BLC). The vacancy of this
post has been lying vacant since June 1, 2014.
Departments delaying appointments files to ACC
The Department of Personnel and Training (DoPT) has expressed concern
over delayed submission of files by other departments to the Appointments
Committee of Cabinet (ACC) for appointments at Board level in Central
Public Sector Undertakings.
DoPT asks PESB to advertise post a year in advance
The Department of Personnel and Training (DoPT) has asked the Public
Enterprises Selection Board (PESB) to advertise the posts one year before
a vacancy arises at Board level in any Central Public Sector Undertakings.
Sandip Roy likely to return to parent cadre
Sandip Roy, who is presently Director in the Ministry of Overseas Indian
Affairs on central deputation, is expected to return to his parent cadre
in August. He is a 1995 batch IA&AS officer.

A post of Joint Secretary level is falling vacant in the Ministry of

Narendra Modi should not be compared with anyone. I don't know whether
any political leader who reached top has seen real poverty as NAMO did.
We must have patience to give him time to work. Let's not expect magic
from him.

Natwar Singh's book has been subjected to political criticism and inane
issues like Rahul prevailing on Sonia not to accept PM office even as
his exact words on camera were "I don't want to lose my mother".
The significant issue relates to the diktats of America not to appoint
Natwar Singh as the External Affairs Minister. Indira Gandhi raised
the issue of foreign hand and it was in political fashion to talk on
the subject. That interference of this kind continued till 2004 and
during the 10 years of UPA is a matter that should have been debated
by well informed people. Natwar Singh is a career diplomat with high
reputation and integrity and must be taken seriously (the drum beating
toughies in Delhi not mattering at all). One can understand the interest
of foreign governments to control and regulate, install and remove regimes
at will to serve their interests, managing political parties and elections
similarly, but one fails to digest the enigmatic silence of the GoI
on such subjects of national interest and sovereignty. There is another
significant development that has escaped notice of our brilliant investigative
journalists- it is the effective use of the leftists by Uncle Sam all
these years.

Non supply of the copy of the inquiry report
The appellant wanted to know the status of inquiry initiated against
him and sought copies of the feedbacks collected by the Inquiry
officer from the students, etc. claiming that such forms could
be his defending evidence. On first appeal, the First Appellate
Authority (FAA) directed to provide a copy of the inquiry report
as and when received from the concerned. The CIC noted that the
appellant was to be intimated about the conclusion of the inquiry
and dropping of charges against him and by the time the FAA advised
to provide a copy of the Inquiry Report, the inquiry was completed
and the charges against the appellant were dropped. As this fact
was not put up before the FAA, the CIC held that it amounts to
suppression of vital information and noncompliance of FAA orders.
The CIC observed that it is a very pathetic nonresponsive attitude
of the department against a teacher who is made to suffer without
any relief or information about the dropping of charges against
him and issued a cause notice to the PIO for imposing penalty.
The CIC also granted a token amount of Rs.1,000/ as compensation
to the appellant, for the loss suffered for the nonsupply of information.
Comments
The accused has a right to have a copy of the inquiry report,
whether it is favorable or not, upon completion of the inquiry.
He has this right both under the Right to Information Act, 2005
and under the principles of natural justice.
