What is the character of Narendra Modi ? (DEBATE 1 )
Comparing Prime Minister Narendra Modi with dictators and fascists like
Stalin, Hitler and Mussolini, is unfair. A streak of authoritarianism
is the sine qua non for good governance. Modi's tight control on bureaucracy
is justified to that extent. But not at the cost of Ministers' supposed
marginalization, who are accountable to Parliament. They should be kept
in loop by the PMO. Endowed with qualities like excellent oratorical
skills, clarity of vision and quick decision-making ability, Modi stands
out different from all his predecessors. His body language exhibits
his firm, disciplined and hardworking approach. He seems un- interested
in most things outside politics and governance. Is he "vindictive",
one wonders ? Letting the law take its course,is not vendetta politics.
With his feet firmly on ground, his head is firmly held high! Though,
sixty days period is too short a period for Performance appraisal, a
majority of serving and retired bureaucrats are convinced that Modi
alone has the potential to extricate the country out of present mess.
India's global image has improved since he took over. Nothing can stop
him from becoming a World leader soon.

Is bullet train feasible ?
I am reminded of timely and pointed comments of the then Minister for
Railways Kharge on the Bullet train. He advised that it should not be
like - Murga Do Anna ka, lagaya Masala Do Rupya ka - which only Chefs
of Nizaam of Hyderabad could afford not our country with limited resources.
Present Govt has to understand the priorities of Railways in country
of the size of India. We cannot dole out our resources and time on such
items when we could ill afford even sufficient number of coaches in
present fast trains for the commuters who are made to travel even on
the roofs of trains. Further replacement of time old tracks, cleanliness
and reservation issues need special attention. I hope good senses will
prevail on the present Minister and he will avoid falling in the trap
of Foreign companies who want to sell their technology somehow to us.
Sir there are many other things to offer to general commuters before
you look forward to the demand of bullet trains which will serve very
small size of rich commuters who can afford air-travel. Please pay heed
to comment of former Minister.

PESB can do only little
There is very little that the PESB can do. there are posts advertised,
interview scheduled but cancelled, vacancy allowed to remain unfilled
till eligible officers get beyond maximum age limit , selected candidates
not appointed for various reasons, important positions allowed to remain
vacant etc where PESB has nothing to do. transparency and earnestness
perhaps needed than unrelated fiat.

Non supply of the copy of the inquiry report
The appellant wanted to know the status of inquiry initiated against
him and sought copies of the feedbacks collected by the Inquiry
officer from the students, etc. claiming that such forms could
be his defending evidence. On first appeal, the First Appellate
Authority (FAA) directed to provide a copy of the inquiry report
as and when received from the concerned. The CIC noted that the
appellant was to be intimated about the conclusion of the inquiry
and dropping of charges against him and by the time the FAA advised
to provide a copy of the Inquiry Report, the inquiry was completed
and the charges against the appellant were dropped. As this fact
was not put up before the FAA, the CIC held that it amounts to
suppression of vital information and noncompliance of FAA orders.
The CIC observed that it is a very pathetic nonresponsive attitude
of the department against a teacher who is made to suffer without
any relief or information about the dropping of charges against
him and issued a cause notice to the PIO for imposing penalty.
The CIC also granted a token amount of Rs.1,000/ as compensation
to the appellant, for the loss suffered for the nonsupply of information.
Comments
The accused has a right to have a copy of the inquiry report,
whether it is favorable or not, upon completion of the inquiry.
He has this right both under the Right to Information Act, 2005
and under the principles of natural justice.
