ONGC mines 6 medals for India from Commonwealth (UPDATED)
Sportspersons on the rolls of Energy major ONGC have contributed six medals to India's impressive kitty in the recent Commonwealth Games 2014 at Glasgow-one Gold, three Silver and two Bronze. ONGC had a rich representation of 20 sportspersons to the Indian contingent that participated in the Games. Hockey stars Gurvinder Singh Chandi and Akashdeep Singh were given cash incentives of Rs 1.5 lakh each for the Silver Medal they fetched India. Pawan Kumar received Rs 2 Lakh for winning bronze in wrestling (86kg category) and Arpinder Singh received Rs 2 lakh for his Bronze medal in Triple jump.

Several shortcomings


While the procedure looks right on paper, it has several short comings. Some of them are; 1. How is the assessment of ACRs done ? Under the existing ACR system every officer has been given a final grading by the concerned officers under whom he/she had worked .How does the committee then down grades or up grade the grading without any additional input ? 2. Is there any guideline for assessing officers reputation ? It is highly subjective and hence liable for misuse/bias.3. Individual officer is not informed of reasons for not empanelling him/her. It is time that entire procedure is reviewed and make it more objective and transparent.

Extremely frustrating


The empanelment process for JS level posts at the centre is not just difficult but extremely frustrating & time consuming for the Group-A services officers. While 1995 batch IAS officers have already been empanelled and some even posted as JSs, even 1991 batch officers of Group A services haven't been empanelled so far barring the IA&AS. With subjective criteria such as reputation etc coming in now, it will be even more tougher to break the glass ceiling. What's the point of making a rule but following it selectively ?

Non supply of the copy of the inquiry report

The appellant wanted to know the status of inquiry initiated against him and sought copies of the feedbacks collected by the Inquiry officer from the students, etc. claiming that such forms could be his defending evidence. On first appeal, the First Appellate Authority (FAA) directed to provide a copy of the inquiry report as and when received from the concerned. The CIC noted that the appellant was to be intimated about the conclusion of the inquiry and dropping of charges against him and by the time the FAA advised to provide a copy of the Inquiry Report, the inquiry was completed and the charges against the appellant were dropped. As this fact was not put up before the FAA, the CIC held that it amounts to suppression of vital information and noncompliance of FAA orders. The CIC observed that it is a very pathetic nonresponsive attitude of the department against a teacher who is made to suffer without any relief or information about the dropping of charges against him and issued a cause notice to the PIO for imposing penalty. The CIC also granted a token amount of Rs.1,000/ as compensation to the appellant, for the loss suffered for the nonsupply of information.

Comments

The accused has a right to have a copy of the inquiry report, whether it is favorable or not, upon completion of the inquiry. He has this right both under the Right to Information Act, 2005 and under the principles of natural justice.
