The empanelment procedures for the 1996 batch IAS officers have been initiated. Reportedly, out of 73 officers, 65 officers are in the consideration zone. Initially 78 officers formed the sanctioned strength of the batch.

Maiden CIINCA meet focuses on creating vibrant aerospace manufacturing (UPDATED)
Some of the key issues related to Indian aerospace industry such as strategy for import substitution, skill development in aerospace, taxation impacting the industry, how to develop and integrate Indian supply chain with the global aerospace OEMs were discussed at the first meeting of newly constituted Confederation of India Industry's National Committee on Aerospace (CIINCA) under the chairmanship of Dr. R.K. Tyagi. The aim of the committee headed by HAL Chairman is to create a vibrant aerospace manufacturing and service sector in India through active engagement of all stakeholders from Government, PSUs, private sector, multi-national companies, research organizations etc. Dr Tyagi informed the top representatives of these organizations that CIINCA would work closely with the Ministry of Defence and Civil Aviation, IAF, Director General of Civil Aviation, other strategic ministries, and state governments to create a conducive environment for the industrial growth and FDI in the aerospace sector. CIINCA would also like to propose taxation reforms to the Government, policy framework for MRO sector, proposals to promote R&D and innovation culture, how to leverage strength of service sector for aerospace industry.The composition of CIINCA includes companies such as RIL, BEL, Mahindra Aerospace, Walchandnagar Industries Limited, L&T, TATA Sons, Maini Precision Products, Godrej & Boyce. Cumbersome procedure for empanelment

I agree the procedure for empanelment from Director to JS (level) is cumbersome, frustrating and is based on pick and chose theory by ACC where political/personal connections/equations matter more than merits. The best course would be to ask for a write up of achievements and contributions to the nation right from the date of joining to the date empanelment which should be supported by evidences and tabulated by real data. Thereafter ACC should decide on the basis of the merits. As is a recognized fact ACRs have never been true picture of human beings. After all, as JS one becomes policy maker of the Government of India.

Number of difficulties being faced by CGHS beneficiaries Pensioners category have been highlighted in this column but Minister for H&FW still unaware of the problems and sleeping over the issue. Now how to make him awake?. He is doctor by profession and must appreciate the health problem of Sr. citizen group. He has to decide on two accounts to make the life easier for old people;

1. Direct consultation in empanelled hospitals and diagnostic tests.
2. CGHS tariff to be charged by beneficiaries holding valid CGHS card irrespective of permission from hospitals or dispensaries.

These are things to be implemented. Only a decision is required. Hospitals/Diagnostic Centres are empanelled by CGHS only simpler procedure is required to avail treatment by pensioners. Going to Govt. hospitals like RML is very painful specially in eye, dental, orthopedics, neuro etc. as no CGHS counter in these departments. Old pensioners cannot stand in Q for one hour to get the registration done another two hrs for the consultation. We need a person like Kejriwal to make Health Minister wake up. Otherwise Minister is not going to look into problems and difficulties being faced by CGHS beneficiaries pensioners. Request Minister for health & FW to do something in these issues.

Non supply of the copy of the inquiry report

The appellant wanted to know the status of inquiry initiated against him and sought copies of the feedbacks collected by the Inquiry officer from the students, etc. claiming that such forms could be his defending evidence. On first appeal, the First Appellate Authority (FAA) directed to provide a copy of the inquiry report as and when received from the concerned. The CIC noted that the appellant was to be intimated about the conclusion of the inquiry and dropping of charges against him and by the time the FAA advised to provide a copy of the Inquiry Report, the inquiry was completed and the charges against the appellant were dropped. As this fact was not put up before the FAA, the CIC held that it amounts to suppression of vital information and noncompliance of FAA orders. The CIC observed that it is a very pathetic nonresponsive attitude of the department against a teacher who is made to suffer without any relief or information about the dropping of charges against him and issued a cause notice to the PIO for imposing penalty. The CIC also granted a token amount of Rs.1,000/ as compensation to the appellant, for the loss suffered for the nonsupply of information.

Comments

The accused has a right to have a copy of the inquiry report, whether it is favorable or not, upon completion of the inquiry. He has this right both under the Right to Information Act, 2005 and under the principles of natural justice.
