Government should think about senior citizens

The government should think about senior citizens. Atleast their retirement benefits derived out of PF, PPF can be deposited with government agencies or public sector banks and earn tax free interest. May be they can put a condition that only interest can be drawn every year and that they cannot withdraw principal amount atleast for some minimum lock-in period which will help govt using the funds. Or, the government can think of any scheme which will help the senior citizens to cover the inflation.

Government in a dilemma.

One of the important mandates assigned to the 6th Pay Commission was downsizing the Government. This has not happened. On the contrary, bureaucracy has only managed to grow.

Presently, we have more than 6% vacancies in the Central Government / Public enterprises. If we were to fill them up all at once, a virtual crisis would result in the HRD, as career progression would go haywire. And this is true for all groups from A to D. Many cadres already enjoy age limit in excess of 60 years for retirement. Simply because increase in the retirement age may affect employment of youth in government services, does not therefore, appear to be a rational argument. On the contrary, the country stands to lose experienced manpower emanating from the greyed yet youthful retirees, who can be retained at a fraction of the cost of new recruits.


There is also the question of postponing payment of retirement dues. Last, but not the least, the country's youth is no more dependent only on government jobs, ever since the economy opened up in the 1990's.


Coming five years are going to be crucial for restoring the country's economic well being. Let, therefore, rational thinking take over while deciding the future of greying youth of the country engaged in public service beyond 60 years of age

Good step by Whispers

It is good that whispersinthecorridors is taking the issues of seniors in respect of their income, health etc. However, recently breaking all norms of propriety the Hon'ble LG of Delhi wiped out the Seniors and Students from the Pay and Play category of golfers at Qutab Golf Course. This Golf Course is a public course run with public funds.

This is against social justice. Anyway, Seniors - thy name is helplessness ! Students and Seniors are the Beginning and the End of any system. To ignore them is costly and inhuman.

Float tax free bonds for senior citizens


Government should float tax free bond scheme for senior citizens. Period can be 10 to 15 years. This will be a win win situation for both.

It is a fact that these gentlemen are working the same place for many years. If the DoPT has any kind of control of these officers, they should apply the same to these people also. Rules are meant to everybody irrespective of their place of posting.

Apply Rotation Transfer Policy on all

Rotation Transfer Policy of DP&T should be made applicable to all officials irrespective of cadre whether the officials belongs to CSS or CSSS. There are so many CSS officials whom could not be disturbed by the respective Ministries/ Departments because of the shield provided by the Senior Officers/Ministers in the Ministries/Departments. RTP has become a joke in some cases.

How this income is exempted from Income Tax ?

As per the provision of sec.192 of Income tax Act, the Drawing and Disbursing authorities are liable to deduct income-tax at source from the payment of salary. Naturally government and non government employees are tensed during the last 3 months in every financial year. But in Kerala a group of employees not paid a single paisa as tax. The reason they raised that the income of monks and priests are exempted from tax as per Circular issued by CBDT in 1942 ie in British Rule. The fact was that the salary and other perks to monks working in schools and colleges were given Christian monasteries and they donated the same to their monasteries. Here a fundamental fact was hided. The salary of Christian monks working in government aided schools are given from public exchequer from 1964 onwards. In the meantime the Income-Tax Act came in to force from 1-04-1961.Then how this income is exempted from Income Tax. It is prejudicial to the interest of revenue. I invite the special attention and clarification of CBDT in this matter. It is not good for creating division among the employees in levy of tax.

Nomination of Sachin Tendulkar to the Rajya Sabha

Information about Rajya Sabha nominations was denied by the Public Information Officer (PIO) on the plea that these did not come under the purview of section 2(f) of the RTI Act. The appellant contended that he only sought to know who had proposed the name of Shri Sachin Tendulkar for membership of the Rajya Sabha; and whether any other names were proposed for the same purpose. The PIO submitted that the appellant has filed various RTI applications and before coming for hearing, they were not sure about the points being raised in the present case. The Central Information Commission (CIC) directed the respondent to provide the information to the appellant as available within 30 days of the order.

Comments


There are many cases where an applicant files a number of applications on a similar issue. The public authority must have a system in place to keep track of the applications on an individual basis so that the decision of the PIO can be defended in a proper manner before the CIC.
