OVL to raise USD 2.5 billion with international banks
ONGC Videsh Limited (OVL), the overseas arm of Oil and Natural Gas Corporation Limited (ONGC), has entered into separate agreements with two consortiums of international banks to raise USD 2.5 billion by way of offshore borrowings to finance its acquisition of 10% participating interest in Rovuma Area I Block in Mozambique offshore. The first facility for a five year term amounting to USD 1.775 billion was signed with consortium of reputed international banks, including ANZ, Bank of Nova Scotia, BTMU, DBS, Mizuho, RBS, Societe Generale, SBI and SMBC. The Company had initially planned to raise USD 1.0 billion through this long-term facility; however, decided later to upsize the same in view of overwhelming response from the banks. SMBC took the leadership role in this facility with commitment of USD 700 million and acting as Facility and Escrow Agent. This is the single largest offshore 5-year loan facility arranged by an Indian company during the last three years. The second facility is in the nature of a bridge finance of USD 725 million for a one year term with consortium of reputed international banks including ANZ, BNP Paribas, BTMU, Citi, DBS, RBS and SBI. In this Facility Citi took the leadership with Facility and Escrow Agency roles. In April, 2013, the Company had made its inaugural offshore USD bond offering of dual-tranche Reg-S notes in international markets aggregating USD 800 million to finance its acquisition of participating interest in ACG field in Azerbaijan and the associated cross-country BTC pipeline. The 5-year tranche of USD 300 million was priced at T+ 190 bps and the 10-year tranche of USD 500 million was priced at T+210 bps. The yields of these tranches were 2.574% and 3.756% respectively. The notes were issued at the lowest-ever coupon achieved by an Indian issuer in the 5-year and 10-year tenor in the USD bond market. This was also the largest-ever Reg-S only transaction by an Indian issuer in the USD bond market. In January 2014, the company had raised USD 1.5 billion 1-year bridge loan facility from a consortium of 9 banks to finance the acquisition of participating interest of 6% in the Rovuma Area I Block in Mozambique offshore from Videocon. With these three offshore loan facilities and the bond transaction, OVL has raised USD 4.8 billion from the international market in the current financial year. “We are extremely pleased with the strong enthusiasm shown by top global banks at extremely fine pricing leading to market defining transactions. In the backdrop of a volatile global economic environment, such interest is reflective of ONGC’s robust credit profile and underlines the strong India story.” Said Sudhir Vasudeva, CMD, ONGC and Chairman, OVL.

5 IPS officers shifted in Tamil Nadu
As many as five officers belonging to Indian Police Service (IPS) have been transferred and posted at different places in Tamil Nadu. Accordingly, P Thamaraikannan has been appointed as Inspector-General of Police, Administration, Chennai while Abhash Kumar will now be Additional Commissioner of Police, Law and Order (North), Chennai Police and A Amalraj is Deputy Inspector-General of Police, Salem Range. Similarly, Sanjay Kumar has been posted as Deputy Inspector-General of Police, Thanjavur Range and M S Nisha Shekar was made Assistant Superintendent of Police, Kottakuppam sub-division, Villupuram district.

Power sector should gear up for new challenges: Sinha (UPDATED)
Indian power sector is on threshold of adding large capacity which shall reduce the demand supply gap considerably. Now we need to focus on setting benchmarks in the areas of reduction in land requirement, water usage and other resources said P K Sinha , Secretary , Power, Government of India while addressing the power professionals attending Indian Power Sector (IPS)- 2014 aptly themed Powering Tomorrow Strategize Today in New Delhi. The conference organized by NTPC is an annual event to commemorate start of generation from first 200 MW unit from NTPC- Singrauli in 1982. Sinha expressed his satisfaction on the growth of power sector in the current year and stressed on use of latest technologies and new initiatives for improving the sector. The inaugural session of the conference was addressed by Mrs Neerja Mathur, Chairperson, CEA, Dr Arup Roy Choudhury, CMD, NTPC & DVC and N N Misra, Director (Operations) NTPC. Business Excellence Awards for Best Performance were presented on the occasion to NTPC- Ramagundam and runner up shield to NTPC-Unchahar by Secretary Power and Chairperson CEA. Sinha also released the Best Practices Manual for Super Critical units brought out by NTPC and US AID on the occasion along with two compendiums on technical papers of power plant operations. In her address Mrs Neerja Mathur, Chairperson CEA complemented NTPC for organizing this conference for knowledge and experience sharing. She stressed on the need for efficiency, sustainability and energy conservation in the power sector. Speaking on the occasion Dr. Arup Roy Choudhury, CMD, said that NTPC was formed to accelerate power generation in the country and will continue to augument Government of India's plan through capacity addition and creating benchmarks in generation. He spoke of tremendous scope for growth of power sector in view of the low per capita consumption of electricity in the country compared to the world average.

It is not a question of speed that poses threat to AAP, it is their excessive posturing on one issue ignoring others. Corruption is no doubt a very important factor which has led to malfunctioning of Governance in the country and this needs to be rooted out. But concentrating all their energy on this issue and that too on taking on who they perceive to be corrupt instead of rooting out the procedural flaws in the system which let corrupt flourish is not going to improve Governance for which they have been voted to power in the very first election they fought. They seem to be ,no doubt ,in a hurry to prove themselves to be worthy of trust of the people of this country who found in them a saviour from the dysfunctional, corrupt mafia-like rulers but the way they are going about is soon going to disillusion people about them.AAP leaders should therefore pause , reflect and chalk out their strategy in such a manner that the momentum they gained stays with them and helps them in the Lok Sabha elections. Otherwise it would becoming with a bang and ending with a whimper for them.

AAP is still in the protester mode .It announced certain measures before the election on the presumption that they will be in the opposition and can embrass Congress or BJP .Now they are in power and it has gone into their head and hence are behaving in an immature manner .People are not going to vote them in Lok sabha elections if they continue this way.

"Ministerial Monopoly over PSUs "

Accumulation of massive board level vacancies in central PSUs as reported in Whispersinthecorridors.com is disturbing. Concentration of discretionary powers by ministries resulted in vacancies, some as old as one to two years. The time schedule for finalising selection/ extension/ non-extension of tenures of functional directors approved by the Appointments Committee of the Cabinet, is not adhered to. In a monopolistic situation, no one can be held accountable for delay as orders for slow-down , come from the top. The PESB,as an independent , professional body , has been disempowered and kept out of the loop.

Nomination of Sachin Tendulkar to the Rajya Sabha

Information about Rajya Sabha nominations was denied by the Public Information Officer (PIO) on the plea that these did not come under the purview of section 2(f) of the RTI Act. The appellant contended that he only sought to know who had proposed the name of Shri Sachin Tendulkar for membership of the Rajya Sabha; and whether any other names were proposed for the same purpose. The PIO submitted that the appellant has filed various RTI applications and before coming for hearing, they were not sure about the points being raised in the present case. The Central Information Commission (CIC) directed the respondent to provide the information to the appellant as available within 30 days of the order.

Comments


There are many cases where an applicant files a number of applications on a similar issue. The public authority must have a system in place to keep track of the applications on an individual basis so that the decision of the PIO can be defended in a proper manner before the CIC.
