What bureaucracy feels about Manmohan Singh's regime ?

There has been a lot of hue and cry over the (mis)rule of the UPA under Prime Minister Dr Manmohan Singh. The alarming defeat of the Congress party in the recently held state Assembly polls has only added fuel to the fire. We invited the decision makers to make their own assessment regarding the above notion about Dr Singh's tenure and found that the majority of them rate his performance as below average.

If RC Pant, a surfer, felt that we do have an Economist in our Prime Minister Dr. Man Mohan Singh but he lacks certain leadership qualities which are very much essential in political arena, another surfer Rajkumar Bajpai said that Manmohan Singh's lack luster performance which resulted in Congress's disgraceful defeats in State Assembly polls has been below average.

Another surfer Ramesh Chhabra however said, "I do not know the economic policies of Dr. Man Mohan Singh. But I will honor him as a great politician who runs the government very smoothly, efficiently & completed his tenure as PM twice".

Yet another surfer RP Pande said, " I would rate Dr ManMohan Singh the worst ever P.M, of India. He has failed miserably in all areas".

By and large the main reasons behind his below average performance, as pointed out by the decision makers who wished anonymity, were

Manmohan Singh, the unelected PM, failed to lead the political and permanent Executive from the front. Unconnected with the masses and usually reticent, he never engaged with the grassroots. Bureaucracy looks forward to an assertive CEO, which he is not.

As ministers owe allegiance to Sonia Gandhi and their parties' Supremo, the PM is divested of all authority. The PMO is ruled by the Congress High Command. A "bureaucratic caucus" in the PMO transformed all Congress's orders into Cabinet decisions.

Backseat driving by extra-Constitutional authorities subverted legitimate, competent authorities in central government. All top appointments were made, on quid pro quo basis, on recommendations of business houses, builders mafia. Mediocrity is encouraged at the cost of Merit. Honest civil servants are either marginalized or punished.

The PM embroiled in scams, has lost moral authority to question his ministers who have direct access to "high command".

The Congress is a Past master in making compromises with UPA allies in the name of electoral adjustments in exchange of protection from its caged parrot.

Supreme arrogance, insensitivity and incapability of the Congress and its economist PM to check inflation also contributed to his below average performance..

Secretaries and Ministers in GoI
The wind has started blowing and the result is visible. Secretaries in the Government have now started ignoring the calls of the Ministers in the Government of India.

Drop in profit of Coal India
There has been 11.4 per cent drop in net profit of the Coal India ltd for the third quarter ended December at Rs 3,894.09 crore.Net profit was at Rs 4,395.11 crore during the same period a year ago. What a performance ?

There were two winners of second prize in the category "Conservation of Heritage" while in the Category Landscape Planning & Architecture the Jury abstained from recommending second prize.

Arvind Kejriwal has probably got good intentions. But his methods are questionable. He is apt to call every one opposing him names. He relapses into wild allegations (without proof)against every body who is not from his party. He keeps denigrating every institution. He has no respect for anybody. He is a practitioner of the art of doublespeak. In a democratic polity, one has to display restraint which he apparently does not possess (or maybe he likes sensationalizing which gives him media coverage). As Mahatma Gandhi said, the ends do not justify the means. He seems to have lost focus (or maybe he never had any). He is also given to making shallow, vacuous promises (does he never study issues or think before making promises). A master of the art of taking U-turns, he keeps changing his colours (and promises). The Congress has done a great disservice to the nation since it is corruption by their coalition partners and government which has brought things to such a pass that mavericks like Arvind Kejriwal are being taken seriously by the country. Now, Arvind Kejriwal is trying to create a situation where he can resign from the Delhi Chief Ministership because he is not finding time to attend to his party matters for the upcoming elections for which he is creating a drama over the "janlokpal" issue. If he can do that, he kills two birds with one stone- he goes in a blaze of glory, simultaneously, he gets time before the parliamentary polls to organise his party nationwide. Being Chief Minister of Delhi is now simply tying him down.

Implementation of existing Income Tax laws
What is needed to improve IT Budget collection is the implementation of existing Income Tax laws starting from potential tax evaders. It can only possible by having rational transfer posting/Training opportunity/ deputations policy for IRS officer with the each level of seniority on the line of IAS cadre. Compilation or creation of high value service/ consumer sector transaction data base to chase evaders and encourage voluntary tax compliance.

Stop chasing the existing tax payers
Instead of chasing people who are exhibiting their high income, through high value cars, premium star apts, houses, five star hotel stay / entertainment, etc the department of chasing only the people who pay tax regularly because they earn legal income; and the poor senior citizens and pensioners. It is very easy to track high cost car owners, high cost foreign travellers, owners of real estate which will increase the percentage of tax payers in India and increase the revenue collection. Just stop chasing the existing tax payers and target the dept people to bring to net atleast 1 crore additional new people in the tax net every year for the next five years.

Lopsided Direct Taxation !
The argument placed in these columns that the Income Tax Administration chases the low Income groups allowing HIGs to make merry of the loopholes. In the name of containing CAD, the unscrupulous companies who are bringing in the Dollars are left out of tax net. The burden falls on the poor low salaried class. The Tamil Nadu state Budget on 13/2/2014 proposing no hike in Tax rates should become a model at National level. The future lies in making each treasury rupee give more. In other words the focus must be on efficient spending not over spending. For once the Budget makers may apply common sense instead of economic jargons.

Meira Kumar as PM ?
I beg to differ on Meira Kumar as PM. Once a Speaker, President, Vice President or Governor/Lt Governor, his her role being neutral, should never be allowed to join political set up or any political party or a Government, it is certainly against the true spirit of the Constitution, also when do Indians come out of caste, religion and divisive politics.

Meira Kumar - as PM?
Alas! It Happens. Things apparent and things real are two different things. It will not be the first time, if it happens, that someone will be from outside the Gandhi family. Manmohan Singh is an example. Democracy does not bar any clan or caste to be out of politics. It is an open field for all. The fact, invariably, is: when any one from the so-called weaker section is in power he/she changes colour from what when not in power. Unless you are serving the interest of any political party, nobody is going to listen to you. You can invoke the offices of Vice President of Congress Party, Home Minister, Social Justice Minister, Chairman of National SC Commission, LG of Delhi, Home Secretary, Police Commissioner etc. without any useful results. Even acknowledgement of your grievance letter is a far cry. It is not just jugglery of words but the Real Facts. One can't even meet them even if one is a retired Ambassador, without any political base. I heartily pray that a former diplomat becomes the next PM of India.

Totally irrational, uncalled for and arbitrary decisions. Why should CIT-Judicial hold the post of CIT-Audit-1. It is like rubbing salt into the wounds. Both posts have no value and everybody tries to avoid them

Search and selection committee has no meaning
If Vinod Ranjan is in the race of DG, ICFRE and selected as DG, ICFRE, then there is no meaning to have search and selection committee under the renowned person like Dr. Kasturirangan, Dr. Ramaswami, Dr. V.Rajagopalan etc. The qualification and criteria for the post is already manipulated by MoEF to provide entry to few in -eligible officers.

DATE WITH RTI

Filing of defamation case for wrongly forwarding the name to Anti-Corruption branch
The appellant sought a copy of the letter written by the vigilance department to the anticorruption branch and the name of the person who forwarded his name wrongly to the anticorruption branch. The Public Information Officer (PIO) replied that the appellant's name was inadvertently added to the list. Further, the copy of letter sought contains the complete facts of the cases which are to be probed hence barred from disclosure under section 8(1)(h). The appellant stated that he wants to file a case of defamation against those who have included his name without any basis. The information furnished to him will be sufficient enough to secure his reputation and file cases for defamation. The respondent agreed to share the information with the appellant.


Comments

In the post RTI era, the decisions made by any authority are open to public and hence, can be challenged. The enhanced levels of accountability call for improvements in the levels of scrutiny in decision making process.
