versed in the tricks and tantrums of politics. He is National Vice President
and prior to that he served as BJP State President for Madhya Pradesh
till December 2012. Still cayying the credentials as a former journalist
he serves as Editor of 'Kamal Sandesh'-- BJP's mouthpiece. Jha commands
a solid backing of RSS stalwart Suresh Soni.
Dr Anil Jain:
A native of Firozabad, he is a qualified MBBS and renders part-time
services to Indraprastha Apollo Hospital, New Delhi as a Senior Consultant
Surgeon. He holds key positions in the BJP as National Secretary and
Co-In-charge of Haryana BJP. Jain had once played crucial role in stepping
down of Ramesh Pokhariyal, the then CM of Uttarakhand.
Mukhtar Abbas Naqvi:
He is the Muslim face of the BJP. He is party's National Vice President,
sitting Rajya Sabha Member from Uttar Pradesh and a former Union Minister
of the Vajpayee Govt. Having foot firmly grounded, Naqvi has very good
terms with all the BJP stalwarts. Since he belongs to Allahabad, he
commands the confidence of Rajnath. His political credentials within
the party are impeccable.
Saroj Pandey:
A Lok Sabha Member from Durg whom Rajnath picked up to lead BJP's 'Mahila
Morcha' as its National President. She started her political career
at the local municipal level and rose to become the Mayor of Durg. She
is one of the most acceptable female faces of the BJP.
Ramapati Ram Tripathy:
Rajnath's confidence in Tripathy reflects by the fact that he was handed
over the command of Election Management Committee for UP ahead of 2014
Lok Sabha election. A qualified 'Aayurvedic' doctor and a former UP
state BJP President; he is a member of UP legislative Council. He belongs
to Gorakhpur and has a command over regional politics in Western UP
& Bundelkhand.
Vijay Goel
Goel shares the list with Sudhanshu Mittal as Rajnath Singh's confidente
in Delhi. Goel, Delhi BJP President, was promoted as BJP's CM candidate
but lost the race to Harshvardhan. In 1977 he was elected as DUSU President
as ABVP candidate. He has been the MP for the 11th, 12th and 13th Lok
Sabha from Chandni Chowk and Sadar constituencies of Delhi. He has proved
his mettle in governance as Union MoS for several ministries in the

Indu Gupta, 1979 batch Indian Postal Service officer, presently posted

DEBATE - What bureaucracy of the country feel

There has been a lot of hue and cry over the (mis)rule of the UPA under
Prime Minister Dr Manmohan Singh. The alarming defeat of the Congress
party in the recently held state Assembly polls has only added fuel
to the fire. We invite the decision makers to make their own assessment
regarding the above notion about Dr Singh's tenure and feel free to

as a head of the government?

Gratuity limit for government and PSU employees be enhanced.
Gratuity limit was Rs. 3.5 lakhs in the year 1986. Salary has increased
18 times since the year 1986, mostly because of inflation. In the year
1996, 5th Pay Commission had recommended removal of ceiling for gratuity.
However, Govt. did not make any change in the then 10 year old ceiling
of Rs.3.5 lakhs. In the year 2006, after a gap of 20 years, gratuity
ceiling was revised from 3.5 lakhs to Rs.10 lakhs. Govt. servant salaries
have increased almost two times since the year 2006. Thus, here is a
strong case for increasing gratuity ceiling from present Rs.10 lakhs
to Rs.20-30 lakhs. It would have very little financial implication.
In any case, if it is not done now, it will be revised in the year 2016
by 7th Pay Commission. Why not this Govt. take credit in election year
by enhancing gratuity limit for Govt. and PSU employees. Alternatively,
opposition can make it a part of their manifesto.

In which country such crusades have been successful ?
While all wish the best of luck to AAP in its crusade against corruption
in government, we have to ask ourselves in which country such crusades
have been successful and how and why? Before Hong kong joined China
it was practically rid of corruption. The method was quite simple. An
entirely independent anti corruption agency was set up with full police
and judicial powers of arrest and punishment. No one was to be spared.
Corruption nearly disappeared and Hong kong boasted one of the cleanest
administrations in the world. Although Delhi, like other Indian states
has an anti corruption bureau under police officers on deputation from
Union Territories cadre, it is debatable if they are anti corruption
or pro corruption given an absence of political will , in the past,
to deal with the cancer of corruption in public life. The anti corruption
bureau , which works under the overall supervision of the Director of
vigilance of Delhi and who functions as the eyes and ears of the Chief
Secretary needs to be strengthened and made effective and should be
personally directed by Arvind Kejrival as Chief Minister.If this happens
then fiascos like the Bharti episode can be avoided. So far Delhi Police
has been known only for high handedness, bribery and brutality. Women
who dared to go to police stations alone to register complaints were
routinely molested. The men always had to pay up. This is both a fact
and reality of Delhi Police whatever its other virtues. So to make the
Delhi Police pro people and shed its role as bully of the people will
take a lot of doing. Besides Delhi Police continues to be under the
Central Govermnment.So the only viable alternative now available is
to strengthen the anti corruption bureau and make it directly accountable
to the CM.

AAP govt. is transparent and pro-poor
No one can assess the performance of a government in a months
time. AAP 's performance is better than the other government e.g MP,
RP & Chhattisgarh. The main thing is that the AAP govt. is transparent
and taking the decisions in the interest of poor people. Other govt.
decisions are influenced by business tycoons and favoritism. This is
difference between AAP and other govts.

Procuring information from different divisions of MHA
Information about the casualties during the 1947 Partition, the
number of displaced persons who crossed over the border was sought
by the appellant. The Public Information Officer (PIO) provided
part information while the rest was denied stating that it was
not maintained. The appellant submitted that the Ministry of Home
affairs have told him to write to separate divisions. The CIC
directed the PIO to procure the information as available from
the relevant divisions and provide it to the appellant.
Comments
Section 5(4) of the RTI Act puts an obligation on the PIO to procure
the information from the different sections of the office and
provide it to the applicant.
