Book of Prasanna Kumar Mishra released
"Sweet Tamarind", a book written by well known Odisha Bureaucrat
Prasanna Kumar Mishra (IAS-1966), former Coal Secretary to Government
of India, was released at Bhubaneswar on the 16th of February, 2014
by Major General (Rtd) Soumendra Dev Mahanti. The Book contains the
former Bureaucrat's views on governance, growing governance deficit,
citizen's entitlement, poverty, mineral resources, role of the Collector
and prevailing state of India's Bureaucracy. Mishra has adopted the
style of the Panchatantra in conveying important messages through short
pieces of lucid writing. General Mahanti described the Book as of great
relevance for the civil servants and commended the chapter on the role
of the Collector during mid fifties and twenty years later, revealed
through the tour diaries of two Collectors of Odisha--father and son.

United Aircraft Corporation (Russia) President
visits HAL (UPDATED)
A high level Russian delegation led by Mikhail A Pogosyan, President,
United Aircraft Corporation, visited aircraft manufacturing and overhaul
divisions of HAL at Nasik, recently. "They had first-hand impression
of the state of the art facilities created for Su 30 MKI manufacturing
and overhaul facilities at Nasik", said Dr R K Tyagi, Chairman,
HAL. The 4.5 generation aircraft, the main striking force of Indian
Air Force is manufactured at five Divisions of HAL Nasik, Koraput (Odisha),
Lucknow, Hyderabad and Korwa (UP).The delegation included representatives
of various Russian agencies and companies such as Rosoboronexport, Irkut
Corporation, RAC-MIG and Ural Optical and Mechanical Plant. Pogosyan
expressed confidence that Russian and Indian specialists together would
achieve the set tasks on various manufacturing programs with distinction.
At present, HAL is producing these aircraft from raw material phase
and till date has delivered 134 aircraft to Indian Air Force. HAL manufactures
around 43000 components for airframe, 6300 for engine, and 9600 for
accessories. HAL makes 72% of the components in India with 100% technology
absorption as per the scope defined in the contract. The Su-30MKI manufacturing
programme is an example of synergy between public - private partnership
as various assemblies, sub-assemblies and components are outsourced
to vendors spread across different states in India. Support for manufacturing
extends to various categories of production such as machining, sheet
metal, non-metallic components, painting, looms, tooling and assembly,
PCBs, etc. They are outsourced in the form of packages to various SMEs
and MSMEs. Prior to Nasik visit, the delegation participated in the
31st session of Indo-Russian Subgroup on Aviation (IRSA) which is a
biennial event held to discuss all the issues related to manufacture,
repair and overhaul of aircraft, aero engines and accessories under
the aegis of Indo-Russian Inter Governmental Commission on Military
Technical Cooperation (IRIGC-MTC) with Russian Federation. In addition,
issues related to ongoing projects, prospective projects and future
cooperation were also discussed. The session was co-chaired by Dr Tyagi,
Chairman, HAL, with participation of senior officers from MoD and IAF
from Indian side and Mikhail A Pogosyan, President, United Aircraft
Corporation from the Russian side that included representatives from
Federal Service for Military-Technical Cooperation (FSMTC), Rosoboronexport
and number of OEMs. The main focus was on steps for improved serviceability/
availability of the existing fleet and all the participants decided
to continue the activities initiated in this direction with the tripartite
committees that were formed with representatives from HAL, IAF and Russian
OEMs.

BEML rolls out 136 Metro Car to Delhi Metro
RS6 project (UPDATED)
BEML LIMITED, the only Public Sector manufacturing Metro Cars in the
Country has rolled out 136th Metro Car to Delhi Metro Rail Corporation
Limited (DMRCL), the final consignment for deployment in the RS6 Project
of Delhi Metro. At a function held at the Company's Bangalore Complex,
Mangu Singh, Managing Director of DMRCL has flagged of the 136th Intermediate
Metro Car in the presence of P Dwarakanath, CMD and Directors of BEML.
Besides, HS Anand, Director (RS) and Senior Executives of Delhi Metro,
Executives and Employees of BEML were also present on the occasion.
With the roll out of the said 136th Metro Car, BEML has fulfilled all
the contractual obligations and supplied the entire lot of consignment
on time. While addressing the gathering after rolling out ceremony,
Mangu Singh MD, DMRC said that Punctuality is the prime focus for serving
the commuters in Delhi Metro, wherein It has achieved 99.7% punctuality
because of Quality Metro Cars supplied by major suppliers like BEML.
BEML has bagged an Order worth Rs.923.44 Crores from Delhi Metro in
March 2011 for the supply of 136 Intermediate Cars for its prestigious
RS-6 Project for replacing the existing 4-Car train sets to 6-Car train
sets for enhancing passenger carrying capacity. The Intermediate Metro
Cars for RS-6 project of Delhi Metro is developed indigenously by BEML
which predicates the technical prowess and expertise attained by BEML
over the years. With this successful execution, BEML has also substantially
curtailed foreign exchange outflow from India and has proven successful
absorption of niche technology leading to self-reliance of the country
in the urban rail transport sector. BEML has forayed into the manufacture
and supply of hi-tech Metro Cars during 2002. Since then, BEML had made
significant strides and emerged as the preferred destination of metro
coach manufacture in the country. BEML has so far supplied more than
520 state-of-the-art metro coaches to Delhi Metro, 144 coaches to Bangalore
Metro and 36 coaches to Jaipur Metro. Thus, the Company has so far rolled
out more than 700 metro cars to various metro corporations in India,
all in service of the nation.

Kejriwal has bitten more than he can chew. He has embarked upon cleansing
the system without looking into improving the institutional machanisms.
He could haver begun first with freeing Income Tax Department from redtapism
and public harrassment. Today the IT Department is sending notices to
honest tax payers by showing tax paid as tax unmatched and thereby causing
mental agony and harrassment.

Why don't they take action ?
When the rule books provide several methods to prevent members coming
into the well as well as acting disgracefully, Why are the speaker and
the Chairpersons of Lok sabha and Rajya Sabha shy of using them. Why
are they scared of naming the recalcitrant members and eject them using
Marshals. Two words conveniently used by these luminaries are 'please"
and 'adjourn' and in the process make the august body the laughing stock
of the world. While the unruly members should be blamed, but the blame
for the non-functioning of the Parliaments also rests on the speaker
and chair persons.

Post of DG very important
The post of Director General is very important in today's scenario.
The Government of India should seriously review the name of recommended
person from the panel and also review the selection process of DG, ICFRE.
The selection process seems to provide benefits to the selected persons
of particular group, therefore the process need to be reviewed by an
independent body at GoI/Cabinet level.

Dishonesty everywhere
The irony is law maker is the law breaker in India. Secondly if we have
criminals as politicians, what can be expected of them, they are a shame
what they do in Parliament/legislative assemblies, this is certainly
an insult to the democratic institutions. Unless Election Commission
makes a requirement of verification of 3 generation character antecedents
for the legislators as a pre-requisite of filing nomination by MPs/Legislators,
nothing will improve in India. Mind it even for peon's job, this is
done.

What a fantastic idea of administration !
It will be interesting to know for the readers of this column that,
according to a well-known Malayalam daily (Malayala Manorama) that published
a series of investigative reports in its editorial page, the Kerala
Ministers and others of equal rank can appoint 30 persons in their personal
staff, whether there is sufficient infrastructure available for them
such as office space and other facilities. A member in the personal
staff becomes eligible for State pension after spending just two years.
Those who have completed two years in the personal staff may leave the
job with pension and newer persons can be appointed in similar fashion
to get pension! Perhaps the State Ministers cannot engage their own
kith and kin in their personal staff. For that, there is an adjustment
with other Ministers on a reciprocal basis i.e. you engage my relative
and I will engage yours ! What a fantastic idea of administration, if
true! The investigative report also says that the monthly pension is
also not a measly amount but something that we consider comfortable,
say Rs.30000/- or more. No educational qualification is needed for appointment
in personal staff! They can do any petty jobs including looking after
the cattle in the fields. I do not know if this type of State funding
is available anywhere else in the country.

Filing of defamation case for wrongly
forwarding the name to Anti-Corruption branch
The appellant
sought a copy of the letter written by the vigilance department
to the anticorruption branch and the name of the person who forwarded
his name wrongly to the anticorruption branch. The Public Information
Officer (PIO) replied that the appellant's name was inadvertently
added to the list. Further, the copy of letter sought contains
the complete facts of the cases which are to be probed hence barred
from disclosure under section 8(1)(h). The appellant stated that
he wants to file a case of defamation against those who have included
his name without any basis. The information furnished to him will
be sufficient enough to secure his reputation and file cases for

Comments
In the post RTI era, the decisions made by any authority are
open to public and hence, can be challenged. The enhanced levels
of accountability call for improvements in the levels of scrutiny
in decision making process.
