United Bank of India's Chairperson Archana
Bhargava quits
United Bank of India's Chairperson and Managing Director Archana Bhargava
has resigned. The Kolkata-based lender has recently witnessed a sharp
spurt in non-performing assets (NPAs). The Union government had accepted
voluntary retirement request of Bhargava who was appointed the head
of the state-run bank in April 2013.

Prashant Rao, ED, DMRC, has been selected for the post of Director (Technical),
Electronics Corporation of India Limited (ECIL) at a Public Enterprises
Selection Board (PESB) meeting held on February 21, 2014. As many as

4 officers of Maharashtra State Service get IAS cadre
As many as four officers of State Civil Service of Uttarakhand have
been awarded an Indian Administrative Service (IAS) cadre against vacancies
of 2012. The officers are: Yugal Kishore Pant, Ranveer Singh Chauhan,
Dheeraj Singh Garbiyal and Atul Kumar Gupta.
Ensure participation of SC/ST/OBC/Minority in Selection Board'
The Department of Personnel and Training (DoPT) has asked all the Departments
under the Government of India to ensure mandatory one member belonging
to SC/ST/OBC and one member belonging to Minority community in Selection
Committees or Board of more than ten members.

Affairs department while C T Wangdi will now be Secretary-Cum-State
Relief Commissioner, Land Revenue & Disaster Management Department
and B N Sharma is Principal Director-cum- Secretary, Mines, Minerals
& Geology Department.

As many as six officers belonging to Indian Administrative Service (IAS)
of 1984 batch have been promoted to the grade of Chief Secretary in
Haryana. The officers: Navraj Sandhu, Roshan Lal, SS Dhillon, Hardeep

First aerospace HR Round Table Conference
held (UPDATED)
Indian Aerospace Industry is in the process of ballooning into a massive
revenue and employment generator in the coming decade and to tap this
India needs better training and education infrastructure supported by
a pragmatic policy-industry-academia ecosystem, said Dr. R.K. Tyagi,
Chairman, HAL in his keynote address at the first aerospace HR Round
Table Conference held on theme "Challenges and Opportunities for
Talent Management in the Aerospace Industry",. A meager 2 % of
Indian population is vocationally skilled. In comparison, the ratio
is 75% in Germany, 96% in Korea, 80% in Japan and 68% in UK. Besides
the challenge of filling this gap, extensive training is required to
be given to the aspiring young talent to match high standards of aerospace
industry, he added. Delegates from different fields within the broader
aerospace sector were present at the conference organized by Indian
School of Petroleum and Energy.

One cannot come to any sane conclusion in two months. The AAP has done
a tremendous job by ordering probe by ACB against RIL and others. the
very fact that officers of unimpeachable character like TSR Subramanian,
Eas Sarma, Naval Chief Tahiliani and Kamini Jaiswal are supporting Arvind
Kejriwal shows that he means business and not like other petroleum ministers.
i am stunned by the number of kudos he is receiving in facebook, twitter
and other public fora. give him some time. when you gave 60 years to
Congress and BJP, why cant you wait and have patience?

Retiremet age should not be increased
This pertains to your news regarding rumour being rife about Govt. increasing
the retirement age to 62 yrs. This should not be done to provide more
employment opportunities to young people and also help in reducing the
government financial burden as the pesons who are about to retire draw
a hefty salary as compared to a person joining at the entry level. Ofcouse,
the younger generation will also contribute to more productivity. Being
election year UPA govt. must be thinking that it will gain more votes
by doing this. On the contrary, this will lead to loss in votes as the
persons who are about to retire, their subordinates want to see their
back as soon as possible for various reasons. The number of suborninates
are much higher(1000 times) than their boss. The subordinate will vote
against this move. Further, increasing retirement age will only help
those who are about to retire now or at most next few years and not
all govt. employees. Even those who are getting benefited will vote
as per their choice as around retirement age people loyalty towards
political party do not change. also, they know that once the retirement
age has been enhanced it will not be immediately lowered and even after
enjoying this advantage, they will vote as per their favourites/loyalties.
Infact, to get more votes, UPA govt. should consider hefty increase(18-20%)
in the Dearness Allowance(DA) to all govt. and PSU employees. This will
benefit each and every employee and will lead to gain in their vote
share. Hope, people in UPA take this suggestion seriously.

Increase retirement age
On February 6, 2014, the Chhattisgarh Assembly passed an amendment bill
to raise retirement age of state government employees from 60 to 62
years. Few other states have also increased. I think it is time and
now is the minute when the Central Government should increase the retirement
age of all central government employees (civil service and others) from
60 to 62 years. A parliamentary committee has recommended that retirement
age should be increased from 60 years to 65 years

Basu who spoiled Bengal and Mr Manmohan Singh Who destroyed India. Both
followed the policy of "Sab chalta hai".

MoP should have decided six months ago
MoP should have decided about their replacement six months back. They
better ask PESB to advertise the posts of all Directors. Failing this
NHPC shall be without full time Directors also. CMD is also not full
time.

Lack of competency and lackadaisical attitude
I am a Secretariat Officer. I work in Ministries/Departments. The outside
world knows which Government Department is corrupt and which is not.
My intention was not to point out corruption. My intention was to point
out the lack of competency and lackadaisical attitude of the Government
employees, which I know are also there in the IT Department. Your are
a Group 'A' organized service officer. The British imperialism still
exists in some of the elite services of the country. Your comments smacks
of feudalism. My father was also a group 'A' organized service officer
and retired from Special Secretary level. He use to travel by 610 Bus
from his office in Rail Bhawan to Vinay Marg regularly at that level.
He could not purchase a car during his entire 34 years career. At the
age of 80 years also he travels by Bus and Metro to Railway Hospital
in Connaught place from Vasant Kunj on regular basis. I am also on the
path of Shri Kejriwal. So please don't try to teach me honesty. You
belong to state where for even getting money out your GPF account you
have to grease the palm of the Government officials. Please indicate
to me you address, I am ready to slug it out with you on the subject
of corruption and the need for doing your in Government in an expeditious
manner.

Filing of defamation case for wrongly
forwarding the name to Anti-Corruption branch
The appellant
sought a copy of the letter written by the vigilance department
to the anticorruption branch and the name of the person who forwarded
his name wrongly to the anticorruption branch. The Public Information
Officer (PIO) replied that the appellant's name was inadvertently
added to the list. Further, the copy of letter sought contains
the complete facts of the cases which are to be probed hence barred
from disclosure under section 8(1)(h). The appellant stated that
he wants to file a case of defamation against those who have included
his name without any basis. The information furnished to him will
be sufficient enough to secure his reputation and file cases for
defamation. The respondent agreed to share the information with
the appellant.
Comments
In the post RTI era, the decisions made by any authority are
open to public and hence, can be challenged. The enhanced levels
of accountability call for improvements in the levels of scrutiny
in decision making process.
