As the grapevine has it, Sujeet Pandey is all set to be relieved from
CBI on February 28. UP cadre 1994 batch IPS officer is prematurely repatriating
to the cadre state on his own choice.
Vinayak to join CBI in first week of March
Vinayak Vineet is all set to move from Bihar on central deputation in
the first week of March. The 1995 batch IPS officer of Sikkim cadre
is presently serving in Bihar on interstate deputation since April 2010.
In his new stint Vinayak would succeed Sujeet Pandey who is moving to
UP police on February 28.
J S Raju likely to get extension on central deputation
As the grapevine has it, 1985 batch IAS officer of Tamil Nadu cadre
Jagmohan Singh Raju, who is on central deputation since March 16, 2009
and set to complete five year term in March this year, is tipped to
get extension. He is serving as Joint Secretary, Central University
& Languages, Union Ministry for HRD. Reportedly the file for extension
has been initiated.
Tenure of Parvez Hayat as CVO, PGCIL extended
The deputation tenure of Parvez Hayat as Chief Vigilance Officer (CVO)
in Power Grid Corporation of India Limited (PGCIL) has been extended
for further two years upto January 31, 2016. He is a 1984 batch IPS
officer of Jharkhand cadre.
Subhasish Panda deputed as Director, Petroleum & Natural Gas in
GoI
Subhasish Panda has been deputed to Government of India as Director
in the Ministry of Petroleum & Natural Gas. He is a 1997 batch IAS

As the grapevine has it Wajahat Habibullah may be given as the Chairman
of National Minority Commission (NMC) for the second term. His term
as Chairman, NMC ended on February 2 this year. Previously, Dr Shafi

AAP will not be allowed to survive / or they will not survive because
of following:
a) They do not have the skill of maneuvering of corrupt politician,
bureaucrats s or businessmen.
The GoI, through unconstitutional power do any thing through EGOM and
is not held responsible. They do not make law for many things. There
is no comprehensive law / system / guidelines for many new things such
as social network, coal allocation and other resource allocation etc.
The Govt has solution for everything EGOM and when issue is raised they
say we did on recommendations and the recommending people ( Babus in
office ) say we have no authority to recommend we have sent only proposal
.
In nut shell the country is being run by lawyer without following any
law / rule.
b) As thieves do not allow honest Police to survive similar way the
corrupt of more than 60 years in power shall not allowed things to change
and Kejriwal to survive.
What Kejriwal saying is simple let me pass the Janlokpal in assembly
and recommend it to constitutional authority for ratification / approval.
What is wrong in this. He want the assembly t take responsibility in
recommending the Janlokpal.

Yes I agree with the remarks. Leaving Delhi Orphan on Jan Lok Pal issue
after serving only 49 days does not sound convincing to middle class
educated people. While some of the Ideas are very good mainly the corruption
issue they should have tried & served Delhi at least for 1 year
and shown their competence & level of Governance & made only
token participation in Lok Sabha election by fighting on 30-40 seats
that would have been more logical & sensible.

India needs employment generation
I agree with the views expressed by PRT regarding non-increasing retirement
age of Government Servants. The reasons given are valid, correct and
stand the test of today's economic mess too. India needs employment
generation, active young blood with brilliant ides for government offices.
Increase in retirement age is a temporary relief to Government but create
multiplying problems for the economy in the long run.

COAL REGULATOR
India's first Coal Regulator will be put in place through executive
order; not through legislation. This is a welcome decision. Let Government
choose the Regulator with care and not by rewarding yet another favourite
for a sinecure. In recent times, it was PK Mishra, (OR-1966) who had
opened up the sector during his stint as Coal Secretary (2002-2004)
and strived for a meaningful energy security. There need not be an age
bar when no such bar operates for a Member of Planning Commission or
even an Advisor/Principal Secretary to the Prime Minister. Let the Augean
stables be cleared by this no-nonsense, publicity-shy 70 year old former
civil servant at least for a short period of two years.

Basis of fixing the relative seniority of the candidates
The appellant is working as Loco Pilot (Goods) and claimed that
the matter of his seniority has been pending since 2001 when he
was working as assistant loco pilot. He sought to know the status
of his seniority and demanded a copy of the seniority list so
that he knows where he stands in the relative seniority. The respondent
stated that the appellant knows what his seniority is and as far
as the seniority list is concerned, that has also been given on
17.7.2012. The respondent further explained that the appellant
is having a problem with the seniority which is in the nature
of grievance redressal and not a matter to be taken up under RTI
Act. The appellant argued that his seniority was fixed on adhoc
basis without consideration of the marks he secured in the training.
He had secured 83 marks in the training and that his seniority
is not reflecting the 83 marks. The CIC noted that there were
a number of candidates with 83 marks and the appellant wants to
know the relative seniority of all those candidates who secured
83 marks; and the basis of fixing the relative seniority of all
the candidates who secured equal marks. The CIC directed to provide
the information.
Comments
Fixing of seniority has to be done as per transparent norms. The
pubic authority should suo-motu provide such information to the
employees lest they are forced to approach the information commission
for their service related matters.
