Will Central Government employees get 50% DA merger in7th Pay Commission?
Presently, the employees are getting 90% DA and they will get another
10% DA increase soon. It will take their total DA to 100% of pay. Merger
of 50% DA with basic pay was done by the 5th Pay Commission while the
6th Pay Commission had refused to do so. The Commission has to recommend
wage revision for the 50 lakh Central Government employees and pension
revision for 30 lakh pensioners.

Dr T R K Rao has been selected for the post of Director (Commercial)
in National Mineral Development Corporation Limited (NMDC) at a Public
Enterprises Selection Board (PESB) meeting held on February 24, 2014.
As many as 11 persons were interviewed for the same. Dr Rao, who belongs
to an Indian Railway Traffic Service (IRTS), is presently Vice-Chairman

HAL bags SODET Gold Award for innovation in
successive years (UPDATED)
G C Pati, Secretary, Defence Production, has said it is important to
value outstanding contributions made by individuals and the organizations
in technology driven sectors such as defence. He was speaking at the
awards ceremony of Society of Defence Technologists (SODET) held at
Mumbai today in presence of HAL Chairman Dr R K Tyagi and heads of other
organizations. Pati called for handholding of Government and private
organization to give more thrust on innovation to strengthen India's
indigenisation and self-reliance drive. He urged the innovators to involve
all the players from worker to the highest officer in the organization
and inculcate the team spirit in innovative efforts. SODET awarded engineers
and technologists from various organizations for their efforts in technology
development and innovation. HAL's Nilesh Chaudhari, Sr. Manager and
his team from Nasik Division, won the Gold for technology innovation
for the year 2011-12, and the team led by Dheeraj Kumar, Dy. Manager,
Korwa Division won the Gold award in the same category for 2012-13.
The award carries a certificate and cash prize.

Is there a gain in increasing retirement age to those who matter?
All who are blue eyed in UPA and also blue eyed in NDA and will always
get good post retirement jobs and will never retire. Most of these fellows
create their coteries who help each other - come UPA or NDA. Best strategy
is to keep the opponents busy either by giving some favours or by creating
trouble for them. I find this strategy works well. The beneficiary has
to have no spines of his/her own. It is good if he does not have local
base. A Brahmin who has potential but is docile enough not to stand
up will foot the bill. A pathan with his roots in Afghanistan, an Ansari
from Momin Ansars of Medina, a Qureshi from the clan of Quresh in Mecca
or a Zaidi from the tribe in Yemen are seen as Muslim representatives.
You have to be a Sikh to succeed in any field though. I heard people
talking like this. I don't have arguments to confront them. Any one
who can guide me how to contest such statements? Who so ever comes to
power in 2014 will be a silent spectator except that he/she will/ may
add a few more to the list of beneficiaries. I don't think there is
a case for increase in retirement age. A professor PM was convinced
to make retirement age of teachers 70. We know the quality of university
products which hardly sells else where but professors are the pampered
lot. I don't know any industry/ venture that creates such a low quality
product rewards its workers but workers who can get the ears of the
PM can definitely defy this logic.

Ineptitude at higher levels
I am pained to see the ineptitude at the higher levels which is the
prime reason for all lapses. If the top most level office is honest
and disciplined, then only the lower level employees would have some
fear and do their work properly. I am sure, this attitude would find
no place in China where wrongdoers get the boot right away. Mr. Anurag,
please convey my salutations to your dad also.

Basis of fixing the relative seniority of the candidates
The appellant is working as Loco Pilot (Goods) and claimed that
the matter of his seniority has been pending since 2001 when he
was working as assistant loco pilot. He sought to know the status
of his seniority and demanded a copy of the seniority list so
that he knows where he stands in the relative seniority. The respondent
stated that the appellant knows what his seniority is and as far
as the seniority list is concerned, that has also been given on
17.7.2012. The respondent further explained that the appellant
is having a problem with the seniority which is in the nature
of grievance redressal and not a matter to be taken up under RTI
Act. The appellant argued that his seniority was fixed on adhoc
basis without consideration of the marks he secured in the training.
He had secured 83 marks in the training and that his seniority
is not reflecting the 83 marks. The CIC noted that there were
a number of candidates with 83 marks and the appellant wants to
know the relative seniority of all those candidates who secured
83 marks; and the basis of fixing the relative seniority of all
the candidates who secured equal marks. The CIC directed to provide
the information.
Comments
Fixing of seniority has to be done as per transparent norms. The
pubic authority should suo-motu provide such information to the
employees lest they are forced to approach the information commission
for their service related matters.
