Now election dates to be announced after March 7 ?

There is a buzz that the PMO informally requested the Election Commission to announce poll schedule after PM returns from Mayanmar on March 7.The Election Commission is believed to have agreed to it.

In a revisit of hysteron proteron, the process of selection of the Members of the Lokpal is reminiscent of putting the cart before the horse. Why else should the Search and Select Committee be appointed by the Apex Committee after the DOP & T had advertised inviting applications from persons for the Members in Lokpal. In response well over 305 persons have applied. (Seems as if between the IIC and Lokpal Membership, half of Delhi will be on tenterhooks.)

What Search will the Search Committee Do? Logically and Legally the Search Committee should re-advertise the post. But the dashed hurry of the Government and the fact three names for the Govt/Civil Society posts of members having already been doing the rounds, seems as if the high profile Committee shall only stamp its approval on the fait accompli.

Dr Ashwani Kr poised to be DG, ICFRE, Dehradun
The ongoing speculations over the appointment of new DG, ICFRE, Dehradun may soon come to an end. If some top sources are to be believed the selection committee has zeroed down on Dr Ashwani Kumar, a 1980 batch IFS officer of UP cadre, for the post. The post has been lying vacant since June 2013 after V K Bahuguna's retirement. As many as seven applicants had been shortlisted from among 20 candidates. One can wait and watch.

Mehboob Alam to head NDRF

Mehboob Alam will head the NDRF . Name of 1981 batch IPS officer of Tamil Nadu cadre has been cleared for the post.

Who would be new DGP of Chhattisgarh ?

As the grapevine has it, Chhattisgarh is all set to get a new DGP before the imposition of election code of conduct expected in the first week of March. Presently Amar Nath Upadhyay is in-charge of DGP. Upadhyay, a 1985 batch IPS officer of Chhattisgarh cadre, was given the charge of DGP after Dr Anand Kumar's name, a 1981 batch IPS officer of MP cadre, entered into a rough weather zone recently. Even though the name of the new DGP is no longer a guessing game one can wait & watch only.

Raise retirement age for Cong benefit


As far as the young are concerned they are a NOTA type electorate or the AAP type. Congress has voters only among the old who know a little about Gandhi or Nehru or Indira-and these are the 55+ yrs crowd. No wonder the UPA may gain at least the votes of those people who are confirmed Congress voters. Therefore if the Congress increases the retirement age it can at least retain its 28% traditional votes.

Traditional Skills of Value

They have suffered terrible discrimination when the British Government categorized them as "criminal" tribes and independent India mercifully termed them as "infamous" tribes!We have yet to wake up to the value of their traditional skills. The developed countries have stunningly turned these skills in to awfully paying professional skills, by employing technology and upgrading their skills. We started with a wing in the Home Ministry and have so far created 3 distinct ministries/departments to serve their interests. Excepting for maintaining their age old skill levels, we have done nothing more. So the western countries have taken to high levels skills like snake catching (shown extensively on National Geographic etc), whereas we have banned the artistes from performing on streets, something which first attracted foreigners' attention to the land of the snake charmers & rope trick performers. Tool making (Gadariya Lohars),bird catchers (Bahelias)-International Bird Day was celebrated last week-, rope dancing (Nat)-see on Discovery the walk from one hill to another in Canada etc-,Animal stunts(Madari)and almost every profession associated with these tribes. They have made wrestling a billion dollars business by upgrading skills & making it a high profession; we only ridicule our akhadas. When will we learn to recognize our strengths and weaknesses and convert the weaknesses in to strengths? We had made a wonderful start with the Traditional Knowledge Library. Our Skill Commission has yet to aspect these traditional skills kindly. Each one these traditional skills is worth trillions of dollars, only if we understood them and accord them their rightful place.

Basis of fixing the relative seniority of the candidates

The appellant is working as Loco Pilot (Goods) and claimed that the matter of his seniority has been pending since 2001 when he was working as assistant loco pilot. He sought to know the status of his seniority and demanded a copy of the seniority list so that he knows where he stands in the relative seniority. The respondent stated that the appellant knows what his seniority is and as far as the seniority list is concerned, that has also been given on 17.7.2012. The respondent further explained that the appellant is having a problem with the seniority which is in the nature of grievance redressal and not a matter to be taken up under RTI Act. The appellant argued that his seniority was fixed on adhoc basis without consideration of the marks he secured in the training. He had secured 83 marks in the training and that his seniority is not reflecting the 83 marks. The CIC noted that there were a number of candidates with 83 marks and the appellant wants to know the relative seniority of all those candidates who secured 83 marks; and the basis of fixing the relative seniority of all the candidates who secured equal marks. The CIC directed to provide the information.

Comments

Fixing of seniority has to be done as per transparent norms. The pubic authority should suo-motu provide such information to the employees lest they are forced to approach the information commission for their service related matters.
