LIC wins ABP News BFSI awards
LIC has won the ABP News BFSI Awards for Most Admired Insurance companies in Public Sector. Raise retirement age for Cong benefit


As on date debate in the open market that retirement age is being increased from 60 to 62 years in view of general elections. At his event whether, Congress Govt. would increase recruitment age to protect the welfare of unemployed youngsters, who are waiting for employment. If age for direct recruitment is not increased then they would become overage and they will be in disadvantageous position.

Is there any gain in increasing retirement age ?


Government trying to is likely to announce retirement age from 60 to 62 years within one or two days. Whenever such a decision is taken, debates centre on the big picture. What are arguments for ?

(i) Life expectancies are increasing. There is a shortage of good people within government. Let's tap this expertise. (ii) In any case there are extensions in "exceptional circumstances". But that's arbitrary and can be shot down by the Appointments Committee of Cabinet (ACC). Why not formalize the system by allowing extensions to everyone? The trouble with this argument is that there will be no finality about 62 either and there will be "exceptional circumstances" beyond 62. (iii), there should be parity. Professors now retire at 65. High Court judges retire at 62, Supreme Court judges retire at 65.

(ii) The counter-arguments of the big picture are also obvious. India is a young country, young need employment opportunities. Promotional avenues of existing civil servants get blocked. Often, in the private sector, people retire at 60 and there are extensions, with the qualification that extensions are at consolidated monthly emoluments, with no perks. An increase in retirement age occurs with all perks. Therefore, there are significant fiscal costs. While these big picture arguments and counter-arguments are important, my problem is that such decisions aren't taken because of logical coherence. They are ad hoc decisions, driven by myopic motives. First, increase in retirement age postpones the one-time superannuation burden of severance payments by around Rs 5000 crores. For a government that has drawn up red lines on deficit numbers, that's a desirable objective, even though it is myopic because it increases fiscal costs on future governments. Second, there's a clear political cum electoral motive. Outright, if we include Defense, we are talking about 1.5 million Central government employees.

In a broader sense, we are talking about something like 6 million, excluding State governments and quasi-government, all urban. This is therefore a significant component in that 65 million urban household figure. These two points will also be made when the 62 decision is announced. But the one that bothers me most is a third element, one that is invariably never talked about. Such ad hoc decisions are taken because of specific individuals. There is one particular individual whom government wishes to place in one particular position. Once he is placed there, government wishes him to benefit from increase in retirement age. But to ensure he is placed there, one needs to ensure those who are senior to him get out of the way first. After all, supersession is not desirable. Hence, announce the decision after some people have retired at 60 and exited. This is the way decisions are taken. At one level, there is no point complaining, because we have accepted corruption of institutions and systems as fact of life. But when this 62 decision would be announced, as it soon will, let us not pretend there are any big picture considerations involved.

India is a young country, young need employment opportunities. What will happen with those, who are waiting for employment?

Take care of committed voters


Young voters, particularly the facebook or the twitter type, are showing great affinity towards Modi or Kejriwal or NOTA. Rahul has a chance only after failure of Modi/Kejriwal and resultant disillusionment of young voters. Till then it may not be a bad strategy to take care of committed voters.

Election Commission to Act

It is now the time for Election Commission to act and do some national service apart from routine work conducting fair and free election. Fairness comes when it appears that fair work has been done. Model code of conduct will be in force as soon as general election is declared. Every political party is getting ready to promise freebies in election manifesto or election rallies. Commission should see and enforce strictly as these are not charity from Government kitty. Nothing comes free. It has to be earned. Any scheme or luring voters on the basis of caste, community, religion should disqualify the candidates and non-recognition of the party. Any scheme or policy should be based on development of state/country not to particular a class of society/community/religion. It should be for the development of state,country, society as a whole. Distributing of any gifts should be discouraged to the maximum possible. It is just equivalent to bribe the voters openly. If you give vote to us, we will provide this thing in return when we are in power.

Killing our traditional skills

During the recent past the current government have come up with 'lok lubhavan' like NHRM, MNREGA, Food Security etc., which in the long run is going to kill our traditional skills. Already we are facing shortage of Artisan and Craftsmen in big cities. Many of them have migrated back to their native places and started living in the meager peace of land. They are getting food and some funds out of MNREGA, without doing any work. They are not doing any work signing on papers indicating Rs.5000/- and actually getting only Rs.1000/-. We are only making people to become lazy and they will never be able to stand on their feet.

Basis of fixing the relative seniority of the candidates

The appellant is working as Loco Pilot (Goods) and claimed that the matter of his seniority has been pending since 2001 when he was working as assistant loco pilot. He sought to know the status of his seniority and demanded a copy of the seniority list so that he knows where he stands in the relative seniority. The respondent stated that the appellant knows what his seniority is and as far as the seniority list is concerned, that has also been given on 17.7.2012. The respondent further explained that the appellant is having a problem with the seniority which is in the nature of grievance redressal and not a matter to be taken up under RTI Act. The appellant argued that his seniority was fixed on adhoc basis without consideration of the marks he secured in the training. He had secured 83 marks in the training and that his seniority is not reflecting the 83 marks. The CIC noted that there were a number of candidates with 83 marks and the appellant wants to know the relative seniority of all those candidates who secured 83 marks; and the basis of fixing the relative seniority of all the candidates who secured equal marks. The CIC directed to provide the information.

Comments

Fixing of seniority has to be done as per transparent norms. The pubic authority should suo-motu provide such information to the employees lest they are forced to approach the information commission for their service related matters.
