It is unfair to judge AAP as non-performers. They were new like many first comers to power like SP, BSP, even BJP but ministers in these parties started learning from their PSs and learnt all the tricks of the trade and the result is before you. At least AAP ministers were using their mind. Their learning curve may be longer but it would be different. No one can deny that AAP has changed political discourse in the country and this alone is a very laudable achievement in the short time they came to the scene. And the options available today would be even more disappointing given their past.

Hue and cry for raising the retirement age
There is much hue and cry for raising the retirement age but if one should take a glimpse around the world it can be seen that in the countries the retirement age is in Albania:65; Armenia:63; Australia:65; Austria:65; Azerbaizan:63; Belgium:65; Bosnia:65; Bulgaria:63; Crotia:65; Cyprus:65; Czech Rep:63; Colombia:62; Denmark:67; Estonia:63; Finland:68; Franch:62; Georgia:65; Germany:65; Greece:67; Hungary:62; Iceland:67; Israel:67; Italy:66; Kazakhstan:63; Kosovo:65; Lithuania:62; Netharland:67; Poland:65; Romania:64; Singapore:65; UK:65; USA:67. It is total baseless argument about the unemployment against raising the retirement age. In present perspective such as the Parliamentary Committee Report the retirement age should be raised to 65 and not 62. Nowadays there is wider scope of employment generation by virtue of globalisation and merely raising the retirement age in government sector will not have any impact on it. Simultaneously the present system of re-employing the retired personnel on contract basis as consultants should be stopped forthwith and the retirement age should be raised to 65 and stop exploiting the govt. employees by retiring them and afterwards engaging them as consultants with meagre amount of money.

Retirement age shouldn't be increased

I fully agree with the views of Mr. PRT expressed in your forum four days back that retirement age should not be increased. Increasing retirement age would be one of the worst decision taken by UPA govt., if it at all does so. More employment opportunities should be generated for the youth. They can contribute much more at much lesser cost of taxpayers money. Bringing younger generation person in govt. job will also help in reducing corruption level so often being talked about. Other govt, including congress govt. in Delhi have experimented with increasing retirement age for electoral gains which did not translate into vote gains but turned otherwise. I also agree with his idea that increasing DA, merging of 50% DA with basic and bringing better pension scheme may lead to bigger electoral gains as it benefits all and govt. employees (including retired ones for pension) rather than employees who are going to get benefitted by enhancing retirement age. Also, increasing retirement age will lead to retaining majority of inefficient employees. Govt. anyway has other ways and means to retain a person beyond his retirement age, if his services are required beyond this period. Hence, a big no..no... against increasing retirement age.

Not all govt officers want raise in retirement age

It is a myth that all government officers want retirement age to be increased; a lot of them want to retire at 60 and live peacefully. It is only those who want to cling on as sarkar ka jawain for two more years who are clamoring for it. If the government must raise the age it should do it in a phased manner. It could raise it by six months on 1st January or 1st April every year, so that it is done over four years.

Admiral Joshi resigns


There is no example except armed forces where head of a government organisation resigns. Not even during biggest blunders. No cabinet Secretary ever resigned because they are expert in blaming others. Even No DG police/para mil force ever resigned. Not even when more than 70 CRPF Jawans killed by Naxals in Chattisgarh. These people take VRS when they have to join politics or join some other job outside.

EC should declare poll dates


The Election Commission should not delay any more in announcing the dates for the General elections so that the model code of conduct comes into force.Otherwise this Government will carry on with so many decisions damaging to the country in the long run.Already they are on an overdrive to help their cronies by regularising the houses for the squatters,giving extensions to the top honchos of Navratna PSUs,preparing to take the Ordinance route for their vote catching ideas on graft ,signing bilateral agreements for sharing seats with foreign airlines at the cost of Air India etc.etc.

It seems to me that Whispers is scared of printing comments which are critical of the Americans and the BJP.So let us see if Whispers has the courage to print this! Now that the UN itself has informed the court in New York that Devyani Khobragade was on their rolls and therefore enjoyed diplomatic immunity at the time of her arrest the GOI should file a suit of defamation and also seek billions of dollars as compensation on Devyanis behalf.Since America flouted diplomatic immunity and outraged the modesty of a married lady the GOI too should respond likewise and arrest the US ambassador and have modesty outraged. Only then will the Americans learn some manners.

Basis of fixing the relative seniority of the candidates

The appellant is working as Loco Pilot (Goods) and claimed that the matter of his seniority has been pending since 2001 when he was working as assistant loco pilot. He sought to know the status of his seniority and demanded a copy of the seniority list so that he knows where he stands in the relative seniority. The respondent stated that the appellant knows what his seniority is and as far as the seniority list is concerned, that has also been given on 17.7.2012. The respondent further explained that the appellant is having a problem with the seniority which is in the nature of grievance redressal and not a matter to be taken up under RTI Act. The appellant argued that his seniority was fixed on adhoc basis without consideration of the marks he secured in the training. He had secured 83 marks in the training and that his seniority is not reflecting the 83 marks. The CIC noted that there were a number of candidates with 83 marks and the appellant wants to know the relative seniority of all those candidates who secured 83 marks; and the basis of fixing the relative seniority of all the candidates who secured equal marks. The CIC directed to provide the information.

Comments

Fixing of seniority has to be done as per transparent norms. The pubic authority should suo-motu provide such information to the employees lest they are forced to approach the information commission for their service related matters.
