Indian Revenue Service officer of Income Tax cadre, Arbind Modi, who

Why this discrimination ?
On retirement, Govt. employees and PSU employees can get their leaves
encased upto 10 months of leaves.
For Govt. employees, the entire encashment amount is income tax free.
But for PSU employees, only Rs. 3 lakhs is tax free. On rest of the
encashment amount PSU employees have to pay income tax. This causes
suffering to senior citizens who retire from PSUs. In this election
year, it is proposed that this disparity be removed. This way Government
can get millions of additional votes from PSU employees and their family
members (about one crore votes). Alternatively, opposition can take
it in their manifesto.

Misuse of office perks and facilities
One does not talk about one form of corruption, which is also killing
our finances. Misuse of office perks and facilities by the Senior Bureaucrats
and Ministers. These people take staff car facilities, personal staff
and stationery staff much more than their entitlement. Further, in order
to satiate their needs they mulch the PSUs and other offices. Anything
extra on the accounts of the exchequer much more than the entitlement
is moral and illegal. In addition the Government employees who are unpunctual
and derelicting duty are also in one way indirectly making a dent on
the scare resources of the government finances. Their acts are also
illegal and immoral.

Indians Ignorant of Indians !
The tragic death of a young man from Arunachal Pradesh in Delhi has
been condemned by the civil society. However, protests are being carried
in and out of the media calling it "racism", without realizing
the politicization such irresponsible use of the English language can
lead to. what happened with the young student and also experienced by
others from the NE in Delhi or elsewhere in India is primarily due to
ignorance of Indians about Indians. How many would be comfortable in
correctly taking the name of one Indian from another part of India?
We are a nation taking pride in diversity but making little efforts
towards integration. How many of us know the people's representatives
in the parliament? Have they ever registered their gracious presence
by taking up national issues, influencing policy or strengthening the
Rule of Law in India or even the NE state from which they come? Have
we actively promoted visits of people to the NE States? Even after the
DoNER existing for more than a decade there is hardly any visible achievement
towards increasing general understanding between people from the NE
and others. The DoNER has not made, to my best knowledge, any attempt
as to how, why or for what we should be proud of India and Indians in
the NE states as an integrated part of India's common history and culture.
What has been done in the name of culture? Unless the nation comes to
a sensible decision to promote one language for day to day interaction
and culture to bond together, ignorance is bound to create problems.
Basically we lack respect for each other, institutions and rule of law.
Equality vouches no superior or inferior.

Details of vigilance file in one's own case
The appellant was suspended for accepting illegal gratification
and on the recommendation of the CBI and in consultation with
the CVC, prosecution was sanctioned. A penalty of "Dismissal
from service" was imposed on the appellant after following
the prescribed procedure including advice of the UPSC. Copies
of entire file of CBI, Ahmedabad along with note-sheets and all
papers and various papers of the same file pertaining to his own
case was sought by the appellant. PIO informed that the Appellant's
request in respect of a file confidentially held by the public
authority and thereby falls with the scope of Section 11(1) read
with section 2(n) of the RTI Act, being third party information.
The Commission ruled that since the case has been finally disposed
of by the CBI Court and consequent upon conviction of the appellant,
he was imposed a penalty of dismissal from service by the competent
authority, the file notings pertaining to his case can be disclosed
now.
Comments
In respect of vigilance cases, the view of the CIC has varied.
In many cases, severability under section 10 has been ordered
to prevent disclosure of the identity of the officers who have
dealt with the case.
