Is UIDAI heading towards a leadership crises ?
If one tracks the movements and expected exits from UIDAI one would
not deny that UIDAI is heading towards a crises like situation. Nandan
Nilekani's expected exit, ahead of Lok Sabha Elections, is being seen
as a big setback to the Aadhar Project. Alok Kumar, DDG, UIDAI, has
recently moved to MHA as Joint Secretary. Exit of another six DDGs are
expected in a row. In case all the expected exits, most of them are
for certain, come true the UIDAI would certainly face a whole lot of
difficulties, for a short while, in accomplishing its mammoth task ahead.
Is UIDAI really heading towards a leadership crises?
OECD economies expected to grow at 1.9 per cent in 2014
World economic growth for 2013 and 2014 remains at 2.9% and 3.5% respectively.
The OECD economies are recovering and are expected to grow in 2014 at
1.9%, compared to 1.2% in 2013, unchanged from previous month's forecast.
China's growth remains unchanged at 7.8% for both 2013 and 2014, while
India's forecast remains at 4.7% and 5.6%.

Mathur as Chairman
The GoI has constituted 7th Pay Commission with retired Judge of the
Supreme Court Justice Ashok Kumar Mathur as Chairman. Vivek Rae Secretary
Petroleum who is retiring by this month end will be Full Time Member-Secretary.
Dr Rathin Roy who is Director , NIPFP will be part-time Member. Ms Meena
Agarwal OSD, Department of Expenditure will be Secretary of the Commission.

Book of Tripura Chief Secretary, S K Panda

The book "Making One Plus One Eleven--Some Experiences of Tripura"
penned by the Tripura, Chief Secretary, Dr Sanjay Kumar Panda, was released
by the Tripura Chief Minister, Manik Sarkar on February 1, 2014. The
book focuses on the development of this small state and its glorious
tradition experienced by the author. Panda is a 1980 batch IAS officer
of Manipur - Tripura cadre.

Sindh Bank
Jatinder Bir Singh has taken over as CMD of the Punjab and Sindh Bank

20 of 26 senior most IRS officers to get Apex scale ?
One may term it as irony of the IRS cadre restructuring that as against
26 senior most IRS officers (Principal CCITs) supposed to get apex scale
only approx 20 officers would be able to get the apex scale. The delay
in ACC's ratification has marred the prospects of many officers. Few
officers would retire in the meanwhile and many of them would lack in
terms of having two years of service in HAG scale on the date of approval
of cadre restructuring by the cabinet; a mandatory clause for apex scale.

Govt ?
Amid the ongoing speculations over the change of guard in Jammu &
Kashmir bureaucracy the Govt of Jammu and &Kashmir had, reportedly,
offered Ashok Kumar Angurana to repatriate to Jammu &Kashmir as
its Chief Secretary. But Angurana, 1980 batch IAS officer, refused to
get back to the state as he prefers to superannuate from GoI as Secretary
only.

Defexpo: HAL participation to focus on technological
excellence (UPDATED)
HAL will be showcasing its strength by displaying various models of
its products at the forthcoming Defexpo, the land, naval and internal
security systems exhibition, at New Delhi from tomorrow February 6-9,
2014. These models will be displayed over an area of 330 sq metres at
Central Hall Lake (Pragati Maidan) and will include ALH, LCH, IJT, Do-228,
Su-30, Hawk, MTA, Chetak, LUH, LCA, HTT-40, Lakshya and PSLV and GSLV.
HAL's participation theme will focus on technological excellence, under

The biennial event, Defexpo, is an ideal platform for Indian defence

Indians Ignorant on Indians?
The argument of someone on your board that it is not racism but ignorance
of North Indians about North Eastern (in the present case) is baseless.
We all know that we are all Indians be it North, South, East or West.
North East being so large, we are sure of its residents too, particularly
the shop keepers in South Delhi who are well versed with different clients
from all over India. The attack on any one because of its region, caste,
religion, looks is deplorable and cannot be justified under the garb
of ignorance. Racism does not exist in India holds no truth, since our
culture unfortunately has over centuries carries Casteism, which is
the mother of all kids of discriminatory / racist activities on earth.
Racism cannot be defined/ confined to black and white colour people
only. How does it differ whether you are attacked because of your looks,
colour or caste?

Such crimes should not be projected
While no one can condone or defend the death of the student from NE,
such crimes should not be projected as those of prejudice against people
from the region. Thousands of people from the region are visiting ,working
or studying in other parts and Delhi esp. assimilated people from rest
of India. For visiting NE , a restricted area or inner line permit is
required. All attempts to remove these restrictions have been strongly
resisted by people from NE who have subjected "outsiders"
to acute discrimination, violence and extortion also, which has gone
unreported. Region should be opened up and people allowed to intermingle.

What about the fact that when government staff gets an office accommodation
then no perks are added but when the same facility is given to PSU staff
then it is treated as PERKs and added to the income. In any city the
difficulty in getting the accommodation is same for both.

North East has potential to prosper
North East is integral part of India. Having been served in this reason
I feel this is the most neglected part of India. GoI does not care as
people are simple innocent and of highly nationalist character. Though
politician over there are minting money & making fool of common
man. It is high time government of India wakes up. Most of the Indians
do not have an idea about this marvelous piece of beautiful region.
DONER has done nothing NGOs are looting money. Bureaucrats and politician
are hand in gloves. Sincere and pragmatic efforts be made at each level
to make this region prosper. Good educational institutes, super specialty
hospitals is the need of hour. A programme to educate ill effects of
alcohol consumption involving local populace like mothers association
in Nagaland etc be associated. This region have potential to become
best part of India.

Details of vigilance file in one's own case
The appellant was suspended for accepting illegal gratification
and on the recommendation of the CBI and in consultation with
the CVC, prosecution was sanctioned. A penalty of "Dismissal
from service" was imposed on the appellant after following
the prescribed procedure including advice of the UPSC. Copies
of entire file of CBI, Ahmedabad along with note-sheets and all
papers and various papers of the same file pertaining to his own
case was sought by the appellant. PIO informed that the Appellant's
request in respect of a file confidentially held by the public
authority and thereby falls with the scope of Section 11(1) read
with section 2(n) of the RTI Act, being third party information.
The Commission ruled that since the case has been finally disposed
of by the CBI Court and consequent upon conviction of the appellant,
he was imposed a penalty of dismissal from service by the competent
authority, the file notings pertaining to his case can be disclosed
now.
Comments
In respect of vigilance cases, the view of the CIC has varied.
In many cases, severability under section 10 has been ordered
to prevent disclosure of the identity of the officers who have
dealt with the case.
