so 350 seats requires 5x 350 =1750 crores!! A party which was conceived
a few months ago can muster funds of this calibre??? Wondering which
sources are being tapped and what compromises are they offering NOW,
to get funded. So is this in India's or Indians interests ? It is a
known fact that our country is the destination of tomorrow, but in this
fashion, what kind of governance or national security will Indians get!!
AAP will enslave us all for another 1000 years with their misguided
Marxist- Leninist thinking of our economy. They will bring back license
raj!! Better to dump them Now at the national hustings, before they
hurt us all. They are past masters at anarchy only, with little thinking
or stamina to solve Indian's problems in the 21st century.

Government in a dilemma
Government is in a dilemma whether to increase retirement age to 62
years or not because of calculation of votes.
Government should increase retirement age by 1 year to 61 years for
Deputy Secretary and above. As this would not affect job prospects of
youth, it would not affect them. Instead it would send positive signals
to 75 lakh government and central PSU employees of positive approach
of government in times to come. Alternatively government can tell central
Navratna and Maharatna PSUs to decide on increase in retirement age
of their employees by their respective managements. This would send
positive signals to all Government and PSU employees ( 75 lakh families).
Government would also be appreciated for giving autonomy to PSUs.

PF earns tax free interest
I fully agree that PF earns tax free interest. Interest is compensation
for inflation, not income. (From 1.1.2006 to 1.1.2014, price index has
increased 100 percent. But no bank doubled the money in these 8 years.
So bank interest on FDs does not even compensate for inflation) After
retirement, senior citizens become helpless as they do not get salary.
Many do not even get pension. Interest from banks on PF money starts
getting taxed after retirement for these senior citizens. It is requested
that all retirement funds should be allowed to be placed by senior citizen
in tax free interest schemes. At present only Rs. 15 lakh is allowed
to be deposited by them. This limit of Rs. 15 lakh should be removed.
For senior citizens, they should be allowed to put all their retirement
money in PPF. Many senior citizens need that. Since it is a fairly long
term investment to earn regular interest, Government shall also get
much needed money for its projects. This way Government can get millions
of additional votes from employees, senior citizens and their family
members (about four crore votes). Alternatively, opposition can take
it in their manifesto. I may add here and humbly suggest that best course
would be that all retirement benefits be allowed as long term fixed
deposits in the banks, interest paid monthly,the interest so received
be tax free, this will give lot of money liquidity to the Government
too and senior citizens will not suffer too and can easily take care
of their needs too.

DoPT seems to be helpless
DoPT has been implementing Rotational transfer Policy but when it comes
to CSSS it seems to be helpless as they are not able to touch them and
respective deptts. become a party to it in not intimating the facts.
Most of the PPS who are working with Secretaries are in the same deptt
for more than 25 yrs and despite change of many secy,s they continue
to remain on these high profile posts. Secy., DOPT should take not of
this malice and all who are sitting in the major ministries like, Revenue,
Expenditure, MHA, Environment forests should be shifted immediately
with the next promotion order of PPS. DOPT will not have any face if
this information is asked under RTI, why it has not been done, who is
responsible it or govt. is helpless against these 100 mighty CSSS officials.
Sitting for long years with high offices have made these officials arrogant,
power centre and mightier than secys. secy, DOPT, should take a call
on this implement RTP for these officials without any pressure.

Details of vigilance file in one's own case
The appellant was suspended for accepting illegal gratification
and on the recommendation of the CBI and in consultation with
the CVC, prosecution was sanctioned. A penalty of "Dismissal
from service" was imposed on the appellant after following
the prescribed procedure including advice of the UPSC. Copies
of entire file of CBI, Ahmedabad along with note-sheets and all
papers and various papers of the same file pertaining to his own
case was sought by the appellant. PIO informed that the Appellant's
request in respect of a file confidentially held by the public
authority and thereby falls with the scope of Section 11(1) read
with section 2(n) of the RTI Act, being third party information.
The Commission ruled that since the case has been finally disposed
of by the CBI Court and consequent upon conviction of the appellant,
he was imposed a penalty of dismissal from service by the competent
authority, the file notings pertaining to his case can be disclosed
now.
Comments
In respect of vigilance cases, the view of the CIC has varied.
In many cases, severability under section 10 has been ordered
to prevent disclosure of the identity of the officers who have
dealt with the case.
