HAL announces attractive post retirement health scheme (UPDATED)
HAL has announced one of the best post retirement health schemes in Public Sector Undertakings (PSUs) for thousands of its employees (executives and workmen) retired before January 1, 2007. While HAL provides complete (unlimited) medical benefits when in service, the company has now embarked on a medical scheme for the post retirement needs. The executives retiring or retired after January 1, 2007 are also brought under the scheme slated to be implemented from February 1, 2014. Addressing a large gathering of ex-employees here today, Dr R K Tyagi, HAL Chairman said retired employees, most of whom have limited source of income, would be immensely benefited considering the rising cost of medical services. "We have ensured that our scheme covers pre-existing illnesses and there is no age limit to be a part of this scheme. It covers the spouse even after the demise of the ex-employee", he said. "We value our retired people and this HR measure will be helpful at the crucial stage of their life", he added. Around 15,000 former employees are expected to benefit from the new health insurance. The measure is also expected to provide a fillip to the company's manpower retention drive. The scheme covers inpatient and out-patient needs of the retired employee and his spouse as per the laid out procedure. The cost to the company works out to around Rs. 55 crore this year as the company would be contributing 1.5 percent of profit before tax from 2012-13 in case of employees who retired before January 1, 2007. Renowned national insurance companies are associated with the scheme for fund management and providing insurance coverage.

Kejriwal - an astute politician

Arvind Kejriwal has come as a whiff of fresh air in the politics of the country. So had Feroze Gandhi. So has Late (Mrs) Indira Gandhi (remember when she abolished the Privy Purses and nationalised the banks?). So had the Janata party. So had Rajiv Gandhi (remember "Mr Clean"?). So had V P Singh and so had the BJP (remember the "party with a difference?").

As a country, our leaders have flattered to deceive. Kejriwal is an astute politician. He knows how to appear humble, how to make the right noises, how to advertise himself. Would the people accusing Ms. Sheela Dixit care to provide evidence against her ? But we thought Kejriwal had the evidence. Now, when he wants evidence against Ms. Sheela Dixit, he contradicts himself. But, who cares? After all, his career is built on Sheela bashing and claims of proof against her (and others). But if he had no evidence, why did he go to town claiming he had? What does that tell us about him and his credibility?

No evidence, only a collage of press clippings? Wasn't Mr Kejriwal an IIT alumnus, expected to put in more effort than merely cut and paste press clippings. No problems, other ambitious politicians have tried the same trick and succeeded and so has Kejriwal. Kejriwal is given to taking cosmetic steps which do not have much substance and do not require much effort- sitting on the street for a "junta darbar", , giving subsidies on electricity , no red beacon lights, five bedroom house, no security. He is a good actor (kill me if it solves the Kashmir issue, will fight corruption till the last breath. His solutions are simplistic as are bound to be for a person with little experience.

So then what is the upshot? The people of Delhi are giving Kejriwal a chance. So may the people of this country. Kejriwal might also be having good intentions. But the mistakes he is making are two: 1) becoming a "pragmatic" politician who is looking for votes and possible vote banks all the time and 2) thinking that tokenism is a substitute for hard work. But isn't that what the BJP did? And anyway, so long as he wins elections , does it matter?

CAG should audit CW games ?


Kejriwal should request the CAG to do the audit of the accounts of all the expenditure incurred in the conduct of the Commonwealth Games including the construction of Barapullah Flyover. A number of Engineers of CPWD were involved in the construction of the Flyover. As on date, they have all become rich.

Will AAP not crumble ?

The way the AAP is going ahead, as on date, they are a number of Prime Ministerial candidates in the party. The day Arvind Kejriwal opts out, the party will crumble. The political system of the country is running only because of the Nehru/Gandhi people. The politicians in the Congress (I) party are thriving only because the unity is maintained under the aegis of that family. Left alone, all the top politicians in the party would like to become Prime Minister and when such an occasion arises all of them will fight and the party will crumble. On the other hand the opposition parties to Cong (I)come to power at the center when they all combine & unite together just for the sake of being against the Congress (I). Left alone they will also fight and crumble. If Nehru/Gandhi family opts out of politics one day, then they would be no proper central Government in the country and there could be total turmoil.

Populist decisions only

AAP has only taken populist decisions so far. I firmly believe that they are not capable of taking bold decisions at all which are in the long term interests of the country. Nor are they showing any signs of learning!

AAP' dilemma !

I had high regard for Kejriwal and co. But highly disappointed now because of his false promises like free water of 700 lt to all families, slashing electricity bills by 50% and calling Sheila a Corrupt CM. What he has done contrary to his promises ? Water charges increased by 10% for majority of Households as soon as they consume the limit of 20kl a month, electricity subsidy only compensates power companies at tax payers cost or at the cost of other welfare/development schemes. Now asking to give evidence to prove corruption against Sheila shows that he was making false promises. On the accommodation allotted to him, instead of straight away saying no to the 10 room bungalow he said it is smaller than his predecessor bungalow. Then how is he different. Regarding CWG scam, he now says that he had collected information through newspapers only. When is he going to investigate the charges ? If he has no documentary evidence, why he claimed that there was scam in CWG by Delhi Govt. Before election he said that he will neither support nor take support from the Congress or the BJP, then how he formed the Government with the Congress support. Now his party says, they will field candidates for all 26 LS seats in Gujarat and block Modi from becoming PM. All this certifies that he is in fact a B team of the Congress and the BJP is right if they say so. It now appears that this is a party of hypocrites without any ideology and national policy. This is a party of activists only. Afterall only removal of corruption will not build or develop the nation's economy. Abhi Dekhna aage aage hota hai kya. Jan LokPal kaha tak jata hai. Desh ki Janta to Bheed ke peechhe jaati hai. AAP ki membership bhee essi Bheed ka natija hai. Those big persons now becoming its members are not without self interest.

Khurshid keeps his word


Salman Khurshid, Foreign Minister has kept his word and brought back Dr. Devyani Khobragade. He needs to be applauded on keeping his promise made in Sadan, when he said 'I will not return to Parliament, till I bring back Devyani'. While public anger or Opposition may never be satisfied with what Government achieved, but history would remember matured thinking and handling by Salman Khurshid. Tackling America and winning is not a easy task.

Difficult to swallow "Darbar"

Janata Durbar sounds archaic. First Nitish Kumar held durbars, now Kejriwal has fallen prey and Sonia Gandhi has been holding Public Darshan or some such thing. The Sultanates are gone, Empires shrunk to small islands and Desi Maharajas were declared the Aam Aadmi in 1971. Unless the mindset of leaders changes and finds purely new models of governance, we will end up tinkering with the gift of the colonial rulers, who did more by default than the present contenders to power. Just one illustration: can the Chief Minister convert it to unitary form of government by holding Durbar ? Shouldn't he be ensuring that the officials paid salaries from the treasury attend to public hearings daily between 11-12 hours ?

Don't scale down embassies overseas


There is no need to scale down Indian Embassies overseas. The Government should strengthen with more and more officials to watch its interests abroad.

Organized racket !


Govt should drastically cut the strength of Embassys abroad. They in fact harass Indians living abroad as also the officers of other Ministries posted in the Embassy or outside. The salary clerk of MEA draws more Foreign Allowance than the officers of other Ministries claiming that he represent India by working as Salary Clerk whereas others don't despite heading offices of other Ministries of Government of India. This is backed by MEA officials. Is this not organised.......?

I do agree that AAP appears to have cheated the people by making false propaganda on investigating corrupt practices of preceding regime. He has now backtracked because he needs Congress support to continue in power. It is blatant betrayal of followers.

We shouldn't scale down embassies overseas


I disagree and beg to differ that it is time we scale down our embassies overseas. I do agree that there should be an accountability audit of all our missions to find out whether it is worth to maintain all such embassies. This is a commercial world, commercial relationship have an edge over political relationship. Our missions must deliver on this front especially relating to Indian exports in all spheres of products and technology.

DATE WITH RTI

Delay caused without any malafide intention is not liable for penalty

Information about evasion of Customs duty and of fraudulent obtaining by NITCO Tiles was denied by the PIO after checking from the deemed PIO that the ECA II section of DGFT does not hold the information. The FAA responded that the information sought required sincere extensive search of the old records and consultation with other sections which caused delay and hence, the reply could not be given by the PIO within the stipulated time period of 30 days. The appellant argued that if the information was not held by ECAII Section, the PIO could have obtained it from the concerned section of the DGFT u/s 5(4) of the RTI Act instead of denying the same. The PIO clarified that he had sought the assistance of the concerned section i.e. EPC section of the DGFT and that the reply received from them was communicated to the Appellant. The CIC observed that the PIO should have made it clear in his reply that the information (being communicated to the Appellant) has been obtained from the concerned section of the public authority (DGFT) and that the same may be treated the information on behalf of the public authority. The PIO's statement that information is not available with ECAII Section gives impression that reply is being provided only on behalf of ECAII section and not on behalf of DGFT. The PIO was cautioned to be more careful in future in this regard. The CIC directed the PIO to file an affidavit affirming his statement that the letters mentioned in the RTI application are not available with DGFT. Further, holding that the delay has already been explained by the Appellate Authority in his order, no penalty was imposed on the PIO.

Comments


If there is any inadvertent delay, the PIO should write to the applicant informing him of the circumstances and provide the information free of cost subsequently.
