Please be short, to the point and objective in your assessment which should not be more than 200 words or so since too long statements and opinions don't attract much audience.


Below average performance
Manmohan Singh's performance resulting in Congress's disgraceful defeats in State Assembly polls is considered below average. Analyze the reasons :-- (a) Manmohan Singh, the unelected PM, failed to lead the political and permanent Executive from the front. Unconnected with the masses and usually reticent, he never engaged with the grassroots. Bureaucracy looks forward to an assertive CEO, which he is not. (b) Dual centres of power. Sonia Gandhi retained charge of politics while leaving governance to Manmohan Singh (c) As ministers owe allegiance to Sonia Gandhi and their parties' Supremo, the PM is divested of all authority. The PMO is ruled by the Congress High Command). A "bureaucratic caucus " in the PMO transforms all Congress's orders into Cabinet decisions. (d) Backseat driving by extra-Constitutional authorities subverted legitimate, competent authorities in central government. All top appointments are made ,on quid pro quo basis, on recommendations of business houses , builders mafia. Mediocrity is encouraged at the cost of Merit. Honest civil servants are either marginalized or punished. (e) The PM embroiled in scams, has lost moral authority to question his ministers who have direct access to " high command". (f) The Congress is a Past master in making compromises with UPA allies in the name of electoral adjustments in exchange of protection from its caged parrot. (g) Supreme arrogance, insensitivity and incapability of the Congress and its economist PM to check inflation also contributed to Congress's defeat in assemblies' polls.

Honesty is judged by one´s conduct

Honesty of one is judged by one´s conduct. Let us recall his recent past. He tried to force the Govt to accept his resignation from service without returning dues running in few lakhs. He engaged in private activities without acceptance of resignation. When things went public he returned the dues about 9 lakhs of Govt by making public hue and cry. Next, he vowed in the name of his children not to accept support of congress. What happened is before all. Next, not only he accepted a duplex bungalow (10 Bed rooms) but also got it inspected by his parents and got it renovated. Later denied acceptance in public pressure. Although denying, but he is getting security of UP Police. Never explained funds of Anna that he siphoned off. Never explained Ford Foundation Aid in crores that their NGO "Kabir" received. Did not order enquiry on sting of his associates Shazia and Vishwas. All these are few examples of his honesty.

Will AAP not crumble ?


While the comments are supposedly for AAP, all he is doing is praising the congress dynasty and making an astonishing claim that without them (who have looted the country and fooled the people all along), the country will collapse.
This is ridiculous. All sensible people have finally understood that only getting rid of them will have some hope for the country.

Delay caused without any malafide intention is not liable for penalty

Information about evasion of Customs duty and of fraudulent obtaining by NITCO Tiles was denied by the PIO after checking from the deemed PIO that the ECA II section of DGFT does not hold the information. The FAA responded that the information sought required sincere extensive search of the old records and consultation with other sections which caused delay and hence, the reply could not be given by the PIO within the stipulated time period of 30 days. The appellant argued that if the information was not held by ECAII Section, the PIO could have obtained it from the concerned section of the DGFT u/s 5(4) of the RTI Act instead of denying the same. The PIO clarified that he had sought the assistance of the concerned section i.e. EPC section of the DGFT and that the reply received from them was communicated to the Appellant. The CIC observed that the PIO should have made it clear in his reply that the information (being communicated to the Appellant) has been obtained from the concerned section of the public authority (DGFT) and that the same may be treated the information on behalf of the public authority. The PIO's statement that information is not available with ECAII Section gives impression that reply is being provided only on behalf of ECAII section and not on behalf of DGFT. The PIO was cautioned to be more careful in future in this regard. The CIC directed the PIO to file an affidavit affirming his statement that the letters mentioned in the RTI application are not available with DGFT. Further, holding that the delay has already been explained by the Appellate Authority in his order, no penalty was imposed on the PIO.

Comments


If there is any inadvertent delay, the PIO should write to the applicant informing him of the circumstances and provide the information free of cost subsequently.
